21. Taming Leadership? Adapting to Institutional Change in New Zealand Politics Raymond Miller Introduction Studies of political leadership typically place great stress on the importance of individual character. The personal qualities looked for in a New Zealand or Australian leader include strong and decisive action, empathy and an ability to both reflect the country's egalitarian traditions and contribute to a growing sense of nationhood. The impetus to transform leaders from extraordinary people into ordinary citizens has its roots in the populist belief that leaders should be accessible and reflect the values and lifestyle of the average voter. This fascination with individual character helps account for the sizeable biographical literature on past and present leaders, especially prime ministers. Typically, such studies pay close attention to the impact of upbringing, personality and performance on leadership success or failure. Despite similarities between New Zealand and Australia in the personal qualities required of a successful leader, leadership in the two countries is a product of very different constitutional and institutional traditions. While the overall trend has been in the direction of a strengthening of prime ministerial leadership, Australia's federal structure of government allows for a diffusion of leadership across multiple sources of influence and power, including a network of state legislatures and executives. New Zealand, in contrast, lacks a written constitution, an upper house, or the devolution of power to state or local government. As a result, successive New Zealand prime ministers and their cabinets have been able to exercise singular power. This chapter will consider the impact of recent institutional change on the nature of political leadership in New Zealand, focusing on the extent to which leadership practices have been modified or tamed by three developments: the transition from a two-party to a multi-party parliament, the advent of coalition government, and the emergence of a multi-party cartel. -

GIBB 3 Wairere Road, Lower Hun, New Zealand j.gibb@ c1ea~net.n~ Abstract This paper describes the activity of garden, bush and riverine birds in the Western Hutt hills, 1981-92. The area is 15 km north of Wellington, 7 !an north of the Hutt River estuary, and 15 !an south of Pauatahanui Inlet, Porirua Harbour, on the southwest coast of the North Island. Observation is based on 35 years' residence and >12 500 10-min counts conducted between 1981 and 1992. Species first seen each day are distinguished from those first heard. Whenever possible the birds' food was recorded. The western hills have fewer native passerines than similar habitat on the eastern hills. Several species increased or decreased during the study. Some apparent decline was attributed to the author's hearing loss. Wind reduced bird detection. Nectar of New Zealand flax (Phormium spp.) was eaten by silvereyes (Zosterops lateralis),tui (Prosthemaderanovaeseelandiae) and starlings (Sturnus vulgaris) at different times. A Diachronic Study of Unparliamentary Language in the New Zealand Parliament, 1890-1950
WITHDRAW AND APOLOGISE: A DIACHRONIC STUDY OF UNPARLIAMENTARY LANGUAGE IN THE NEW ZEALAND PARLIAMENT, 1890-1950 BY RUTH GRAHAM A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy in Applied Linguistics Victoria University of Wellington 2016 ii “Parliament, after all, is not a Sunday school; it is a talking-shop; a place of debate”. (Barnard, 1943) iii Abstract This study presents a diachronic analysis of the language ruled to be unparliamentary in the New Zealand Parliament from 1890 to 1950. While unparliamentary language is sometimes referred to as ‘parliamentary insults’ (Ilie, 2001), this study has a wider definition: the language used in a legislative chamber is unparliamentary when it is ruled or signalled by the Speaker as out of order or likely to cause disorder. The user is required to articulate a statement of withdrawal and apology or risk further censure. The analysis uses the Communities of Practice theoretical framework, developed by Wenger (1998) and enhanced with linguistic impoliteness, as defined by Mills (2005) in order to contextualise the use of unparliamentary language within a highly regulated institutional setting. The study identifies and categorises the lexis of unparliamentary language, including a focus on examples that use New Zealand English or te reo Māori. Approximately 2600 examples of unparliamentary language, along with bibliographic, lexical, descriptive and contextual information, were entered into a custom designed relational database. The examples were categorised into three: ‘core concepts’, ‘personal reflections’ and the ‘political environment’, with a number of sub-categories. This revealed a previously unknown category of ‘situation dependent’ unparliamentary language and a creative use of ‘animal reflections’. -

The number of North Island general electorates will increase from 47 to 48. The number of Māori electorates will remain at seven. The number of general electorates in the South Island is set at 16 by the Electoral Act 1993. In a 120-seat parliament (excluding any overhang seats), a total of 71 electorates will result in 49 list seats being allocated. This is one less list seat than in the 2011 General Election. The Representation Commission can now review the electorate boundaries for the next general election. For the South Island it is 954,871, up 33,872 (3.7 percent) from 2006. Based on the latest electoral population figures, the electoral population quota (the average population in an electorate) is 59,731 people for each North Island general electorate and 59,679 people for each South Island general electorate. The general electoral population quota has increased by 2,488 people for the North Island and by 2,117 people for the South Island.
