Adapting to Institutional Change in New Zealand Politics Raymond Miller Introduction Studies of political leadership typically place great stress on the importance of individual character. The personal qualities looked for in a New Zealand or Australian leader include strong and decisive action, empathy and an ability to both reflect the country's egalitarian traditions and contribute to a growing sense of nationhood. The impetus to transform leaders from extraordinary people into ordinary citizens has its roots in the populist belief that leaders should be accessible and reflect the values and lifestyle of the average voter. This fascination with individual character helps account for the sizeable biographical literature on past and present leaders, especially prime ministers. Typically, such studies pay close attention to the impact of upbringing, personality and performance on leadership success or failure. Despite similarities between New Zealand and Australia in the personal qualities required of a successful leader, leadership in the two countries is a product of very different constitutional and institutional traditions. While the overall trend has been in the direction of a strengthening of prime ministerial leadership, Australia's federal structure of government allows for a diffusion of leadership across multiple sources of influence and power, including a network of state legislatures and executives. New Zealand, in contrast, lacks a written constitution, an upper house, or the devolution of power to state or local government. As a result, successive New Zealand prime ministers and their cabinets have been able to exercise singular power. This chapter will consider the impact of recent institutional change on the nature of political leadership in New Zealand, focusing on the extent to which leadership practices have been modified or tamed by three developments: the transition from a two-party to a multi-party parliament, the advent of coalition government, and the emergence of a multi-party cartel. -

This request has been referred to me, as Minister for Asian Relations and Trade frw a response. India has enjoyed significant economic reform and growth over the past few years and various sectors have been opened up lbr trade and investment. The Northern Territory supports the strengthening of economic, political and sodal links for the mutual benefit of Australia and India. While merchandise trade with India is not strong, the Northern Territory is particularly interested in building and strengthening ties in the areas of skiiled migration, tertiary education, sport and the supply of gas to the Indian market. (Northern Territory — India trade sheetis attached). Australia’s total trade with India for 2005 amounted to $8 billion. With this volume of trade, there is an opportunity for the Northern Territory to position itself to take advantage of the two-way trade, through the Port of Darwin, as well as to develop shipping links with the major ports of India. -

The first fleet arrives in Botany Bay, beginning the British colonisation of Australia. The British 1788 government did not recognise or acknowledge traditional Aboriginal ownership of the land. British sovereignty extended to cover the whole of Australia – everyone born in Australia, including 1829 Aboriginal and Torres Strait Islander people, became a British subject by birth. First parliamentary elections in Australia (for New South Wales Legislative Council) were held. The 1843 right to vote was limited to men with a freehold valued at £200 or a householder paying rent of £20 per year. The Australian colonies become self governing – all adult (21 years) male British subjects were entitled to vote in South Australia from 1856, in Victoria from 1850 + 1857, New South Wales from 1858, and Tasmania from 1896 including Indigenous people. Queensland gained self-government in 1859 and Western Australia in 1890, but these colonies denied Indigenous people the vote. Queensland Elections Act excluded all Indigenous 1885 people from voting. Western Australian law denied the vote to 1893 Indigenous people. All adult females in South Australia, including 1895 Indigenous females, won the right to vote. Commonwealth Constitution came into effect, giving the newly-created Commonwealth Parliament the authority to pass federal voting laws. Section 41 prohibited the Commonwealth Parliament from 1901 denying federal voting rights to any individual who, at the time of the Commonwealth Parliament’s first law on federal voting (passed the following year), was entitled to vote in a state election. -

Essay: Trapped in the Aboriginal reality show Author: Marcia Langton ean Baudrillard generated international controversy when he described in his essay ‘War Porn’ the way images from Abu Graib prison in Iraq and other J‘consensual and televisual’ violence were used in the aftermath to September 11, 2001. Strong words – perversity, vileness – sparked in his brief, acute analysis: ‘The worst is that it all becomes a parody of violence, a parody of the war itself, pornography becoming the ultimate form of the abjection of war which is unable to be simply war, to be simply about killing, and instead turns itself into a grotesque infantile reality‐show, in a desperate simulacrum of power. These scenes are the illustration of a power, without aim, without purpose, without a plausible enemy, and in total impunity. It is only capable of inflicting gratuitous humiliation.’ This made me think about the everyday suffering of Aboriginal children and women, the men who assault and abuse them, and the use of this suffering as a kind of visual and intellectual pornography in Australian media and public debates. The very public debate about child abuse is like Baudrillard’s ‘war porn’. It has parodied the horrible suffering of Aboriginal people. The crisis in Aboriginal society is now a public spectacle, played out in a vast ‘reality show’ through the media, parliaments, public service and the Aboriginal world. This obscene and pornographic spectacle shifts attention away from everyday lived crisis that many Aboriginal people endure – or do not, dying as they do at excessive rates. This spectacle is not a new phenomenon in Australian public life, but the debate about ‘Indigenous affairs’ has reached a new crescendo, fuelled by the accelerated and uncensored exposé of the extent of Aboriginal child abuse. -
