The kind of way society was structured was shifting, without you really understanding that that was what was happening. (‘James’, community and voluntary representative). Abstract This paper explores the collective memory of the neoliberalisation of New Zealand and drastic structural adjustments beginning in 1984 with the election of New Zealand’s Fourth Labour government. Through a cultural sociological analysis of narrative, collected through interviews with both community and voluntary and trade union representatives, use of a cultural sociological understanding of thick description and maximal interpretation reveals how seemingly personal accounts and evaluations take on collective significance. In tracing a path from a collective need for change in New Zealand, to a realisation of the impact of structural adjustment and the collapse of New Zealand’s Labour tradition, this research concludes that the collective memory of this time in New Zealand’s recent history is an ongoing and culturally complex negotiation of collective meaning-making and interpretation. Through an understanding of the collective memory of those who were, and continue to be deeply affected by this period in history, we can begin to understand both the collective impact of neoliberalisation, and the ongoing repair-work needed in New Zealand’s Labour Party, and the Left more broadly. significant and widespread trend towards neoliberalism globally. Beginning in 1984 with structural adjustments at first implemented by New Zealand’s Fourth Labour government, the neoliberalisation of New Zealand remains a hotly contested area of inquiry. Over thirty years have passed since the application of pure neoliberal economic theory in New Zealand, and what would later be coined ‘Rogernomics’. The past three decades have seen a number of social, political, economic and cultural developments within New Zealand directly related to this ongoing process of neoliberalisation. Critiques of this economic theory abound in academia, and increasingly in the public arena. Thirty years on, and with a growing understanding of the impact of structural reform on a number of levels, the following research traces a narrative of collective understanding of this period in New Zealand’s history through a cultural sociological analysis of the collective memory of two groups integral to civil society in New Zealand: trade union and community and voluntary organisations. The Labour Government of 1984-1990 was responsible for the creation and application of a dramatic shift in the shape and form of New Zealand society. Viewed as a departure from both a long history of socially progressive policies in New Zealand, and a retreat from the Labour Party’s traditional stance on social and economic matters, this shift saw the country transition from the Keynesian, social democratic economy of the three decades following the Second World War, to the neoliberal economy it is today. Inset: Constable Grant Kenny (Photo courtesy of North Shore Times) THE KAIPATAKI COMMUNITY POLICING PROJECT Section 1: Summary of Application A 2010 District scan (macro-scan) by Waitematä Police showed that while North Shore City1 recorded the lowest crimes per capita of any city in New Zealand, its working class neighbourhood suburbs of Beach Haven and Birkdale (commonly referred to as Kaipatiki) remained over represented in a number of crime types, particularly burglary. Current social strategies were failing to achieve the desired crime and safety outcomes. A micro-scan of Kaipatiki confirmed the existence of a crime problem: burglary. Burglary, one of the primary community concerns, was increasing, in contrast to the remainder of the City. Residents of Kaipatiki were up to three times more likely to be burgled than those in other suburbs. A small team of a Sergeant and four Constables, were committed to supplement the existing Community Constable and initiated the analysis and response phase of the Kaipatiki Community Policing Project. Data gathering was commenced to understand and identify what was driving crime and to identify other community concerns. It included community consultations, a Perceptions of Safety survey and Police Intelligence products. 1 North Shore was one of four cities making up the Auckland metropolitan area. These four cities, along with three districts, were merged in November 2010 into one "super city" under the governance of the Auckland Council.

King wrote, ‘Nobody in New Zealand – and few elsewhere in the world- has been subjected to group slander as intense and as damaging as that heaped upon the Moriori.’ Since its publication, historians have denigrated earlier works dealing with the Moriori, arguing that the way in which they portrayed Moriori was almost entirely unfavourable. This thesis tests this conclusion. It explores the perspectives of European visitors to the Chatham Islands from 1791 to 1989, when King published Moriori. It does this through an examination of newspapers, Native Land Court minutes, and the writings of missionaries, settlers, and ethnographers. The thesis asks whether or not historians have been selective in their approach to the sources, or if, perhaps, they have ignored the intricacies that may have informed the views of early observers. The thesis argues that during the nineteenth century both Maori and European perspectives influenced the way in which Moriori were portrayed in European narrative.

Adapting to Institutional Change in New Zealand Politics Raymond Miller Introduction Studies of political leadership typically place great stress on the importance of individual character. The personal qualities looked for in a New Zealand or Australian leader include strong and decisive action, empathy and an ability to both reflect the country's egalitarian traditions and contribute to a growing sense of nationhood. The impetus to transform leaders from extraordinary people into ordinary citizens has its roots in the populist belief that leaders should be accessible and reflect the values and lifestyle of the average voter. This fascination with individual character helps account for the sizeable biographical literature on past and present leaders, especially prime ministers. Typically, such studies pay close attention to the impact of upbringing, personality and performance on leadership success or failure. Despite similarities between New Zealand and Australia in the personal qualities required of a successful leader, leadership in the two countries is a product of very different constitutional and institutional traditions. While the overall trend has been in the direction of a strengthening of prime ministerial leadership, Australia's federal structure of government allows for a diffusion of leadership across multiple sources of influence and power, including a network of state legislatures and executives. New Zealand, in contrast, lacks a written constitution, an upper house, or the devolution of power to state or local government. As a result, successive New Zealand prime ministers and their cabinets have been able to exercise singular power. This chapter will consider the impact of recent institutional change on the nature of political leadership in New Zealand, focusing on the extent to which leadership practices have been modified or tamed by three developments: the transition from a two-party to a multi-party parliament, the advent of coalition government, and the emergence of a multi-party cartel.

He worked as a contractor and, in 1896, in Wellington, married Lizzie Coker. The bride, 70, claimed to be 51 while the groom, 40, gave his age as 47. Lizzie had emigrated on the Regina in 1859 with her cousin, James Gapes (later Mayor of Christchurch) and his family and had already been twice-wed. Indeed, the property she had inherited from her first husband, George Allen, had enabled her second spouse, John Etherden Coker, to build the Manchester Street hotel which bears his name. Lizzie and Frank were able to make trips to England and to Canada where there dwelt Lizzie’s brother, once a member of the Horse Guards. Lizzie died in 1910 and, two years later, Hurd married again. He and his wife lived at 630 Barbadoes Street. Hurd was a big man who, in old age he had a white moustache, cap and walking stick. He died, at 85, on 1 April 1942. Provisions of Lizzie’s will meant that a sum of money now came to the descendants of James Gapes. They were now so numerous that the women of the tribe could spend their inheritance on a new hat and have nothing left over.     CHAPTER SIX NEW ZEALAND AND THE OCCUPATION OF JAPAN Gordon Daniels During the Second World War His Majesty’s Dominions, Australia, New Zealand, Canada and South Africa shared a common seniority in the British imperial structure. All were virtually independent and co-operated in the struggle against the axis. But among these white-ruled states differ- ences were as apparent as similarities. In particular factors of geography and racial composition gave New Zealand a distinct political economy which shaped its special perspective on the Pacific War. Not only were New Zealanders largely British in racial origin but their economy was effectively colonial.1 New Zealand farmers produced agricultural goods for the mother country and in return absorbed British capital and manufac- turers. Before 1941 New Zealand looked to the Royal Navy for her defence and in exchange supplied troops to fight alongside British units in both world wars.2 What was more, New Zealand’s prime minister from 1940 to 1949 was Peter Fraser who had been born and reared in Scotland. His dep- uty, Walter Nash, had also left Britain after reaching adulthood.3 Thus political links between Britons and New Zealanders were reinforced by true threads of Kith and Kin which made identification with the mother country especially potent. These economic and political ties were con- firmed by the restricted nature of New Zealand’s diplomatic appara- tus which formed the basis of her view of the East Asian world.     16 Māori political and economic recognition in a diverse economy Maria Bargh Introduction The relationship between Māori and the state in Aotearoa/New Zealand has been radically reshaped in the past 20 years. In some respects, Māori tribal (iwi) enterprises now have more recognition from the Crown, primarily as economic actors, and more access to decision-making power than they have had since the 1820s, when iwi had complete tino rangatiratanga (sovereignty) in Aotearoa/New Zealand. In particular, many iwi enterprises that have completed Treaty of Waitangi settlements1 and have re-established a strong economic base are receiving greater recognition from Crown agencies. The Māori Party, formed in 2004, has been instrumental in assisting the Iwi Chairs’ Forum (a national grouping of the leaders of tribal enterprises) access ministers and key policymakers, symbolic of the manner in which economic recognition has also led to forms of political recognition. In other respects, however, the Crown persists with policies, predominantly neoliberal policies, that continue to restrict and marginalise Māori political and economic organisational forms and rights. Unsurprisingly, some make a better fist of it than others, with the essence of this good leadership a highly sought commodity. Three areas are critical to ensuring a Prime Minister can effectively lead — a measurement of how ‘good’ they are at their job — these fall under the umbrellas of political, social, and economic leadership ability. Politically, Prime Ministers must have foreign credibility, alongside the ability to form a cohesive support team. Socially a Prime Minster must not only recognize and promote popular ideas, but must also be relatable in part to the people.
