The Royal Navy Hockey Association (RNHA) will host the 2017 Inter Services Hockey Tournament in Portsmouth. This tournament will be a two day event using both artificial turf pitches at HMS Temeraire. 2. The outline programme is at Annex A. 3. All matches will be played at the home of Royal Navy Hockey at Burnaby Road, Portsmouth. The postcode for this is PO1 2HB. 4. Accommodation in the Portsmouth area is extremely limited and cannot be booked more than 2 weeks in advance iaw 2011DIN01-002. It is therefore advised that single service representatives make their own accommodation arrangements. Single Service reps should telephone the Secretary of Navy Hockey on 9380 28037 or 07778 854012 for accommodation contact details. NOTIFICATION AND ELIGIBILITY 5. The TD for the tournament is Mr Chris Todd. Those responsible for managing the 15 teams, the Umpires, Officials and Hon Sec UKAF (for senior VIPs/Officials) are requested to liaise closely with the Sec RNHA, with a completed form as per Annex E as soon as possible and no later than the 27 Feb 17. A list that is partly correct on time is easier to modify than the management of a late submission. 6. For clarity, age eligibility for the tournament is taken as follows: a. Masters - Over 35 on the day of the match and the total team age must never fall below 440 years on the pitch. b. U25 Men - In the U25 competition, players selected for the U25 squad must be under the age of 25 on 1 Jan 17 (1 Jan during the hockey season in which the competition is held), ie. DOB before 1 Jan 92 IS NOT eligible. NO PLAYERS SELECTED FOR THE U25 SQUADS ARE PERMITTED TO PLAY FOR THE SENIOR TEAMS IN THE SAME TOURNAMENT. 1 MEALS AND REFRESHMENTS 7. The Sportsman’s Arms will be open for the duration of the tournament providing snacks and refreshments for both players and supporters. Team managers are invited to contact Mr Ross Puddephatt at The Sportsman’s on 07581083320 to arrange team meals that must be paid for at the time they are taken. At least 1 weeks’ notice is required. SOCIAL ARRANGMENTS 8. No specific social arrangements are being planned. CAR PARKING 9. Car parking will be extremely limited. Use of Team Minibuses should be the norm. Even 15 Team Minibuses will present a problem and arrangements for such vehicles should be made to drop off personnel and park inside the Naval Base. Overflow Car Parking will be in the Tennis Centre opposite HMS Temeraire main gate, all users must draw a pass from the Tennis centre before entering HMS Temeraire. TOURNAMENT DETAILS 10. In addition to Annex A, an itinerary listing the main activities is at Annex B. Other important details are: a. Briefings. Briefings for team managers will be given by the TD at 0800hrs 07 Mar 17 in the Sportsman’s Arms. The TD will then brief the Umpires and Officials at 0845hrs. The TD may send out his brief electronically to the team managers before the Tournament, if this happens the manager’s brief will be cancelled. b. Tournament Rules. The tournament rules are contained in Annex E of the UK AFHA SOPs. All matches will be 35 minutes each way. (Each match on the first day needs to produce a loser and a winner. (By a formula to be decided and briefed by the TD). c. Changing Rooms Officials, Umpires & Players. Changing rooms will be allocated by Sec RNHA. The Umpires and Officials will use the designated changing rooms. The Tournament Director will have the usual TD corner in the Sportsman’s Arms. Note: There will be no bags allowed in the bar. Teams should make arrangements to lock kit in their allocated changing rooms. d. Trophies. A list of current trophy holders is at Annex C. Single Service Secs are requested to ensure trophies are delivered to the Sec RNHA cleaned and engraved please; on or before 08 Mar 17. Individual trophies will be presented (to a maximum number of 18 players and maximum 4 team management, total 22) to winning teams. The criteria for awarding Player of the Tournament for the 5 competitions is in the Tournament rules. Chairman RNHA is requested to co-ordinate this. e. Match balls. 3 match balls should be provided by each participating team. f. Team Photographs. Provision has been made for team photographs prior to each team’s first match. Lt Col (Retd) Charles Jackman will be the tournament photographer. See Annex B for timings. g. Spectators. All spectators should remain outside of the pitch fences. h. Physiotherapy First Aid. There will be a number of sports injury students at the tournament. They are here to gain experience. It is hoped a doctor will be on site. Ice will be available on each pitch. Teams must provide their own first aid 2 kit. In an emergency call 999. Queen Alexander A & E normally takes no more than 10 minutes to have an ambulance on site. i. Tournament Officials. Mr Chris Todd has agreed to be the Tournament Director (TD). TD will appoint 3 Technical Officers (TO). Single Services are invited to contact TD with suitable experienced TO’s and Officials on 07708 265388. Other requirements are as follows: (i) Judges/Timekeepers Single Service Secretaries are requested to provide two officials per service. Names and contact details to Chris on the number above. (ii) Umpires UKAFHUA Appointment Secretary is requested to advise the TD and Sec RNHA of names and contact numbers of Umpire appointments as soon as possible. j. Scoreboards Sec RNHA will provide scoreboards at both pitches. k. Tournament Notices The location of the Tournament notice board will be given at the TD’s briefing. k. Press/Media Details of the Tournament will be communicated to local press and media. Single Service secretaries and Sec UKAFHA are encouraged to invite press and media. However please keep the TD and Sec RNHA informed. OTHER EVENTS 12. The Annual General Meeting of UKAFHA will be held in the Sports Lottery accommodation, HMS Temeraire, Burnaby Rd 0830-1030 07 Mar 17. Tea and Coffee facilities will be available. Again parking will be very limited. 13. Presentations will take place after the final two matches finish. It is anticipated the location will be inside the Sportsman’s Arms. The planned time for the presentations will be 1745hrs. There will be a maximum of 22 individual trophies for each of the five winning teams, plus a permanent keepsake for the five players of the Tournament. In support of this, a single, appropriately resourced Casualty and Recovery Management (CRM) team was established. This team is responsible for policy related to and delivery of the following: a. Casualty Notification, Management and Tracking. b. Complex Wounded, Injured and Sick (WIS) Recovery. c. Repatriation, Funerals and Memorial Services. 3. Casualty Notification, Management and Tracking. The formation of the Royal Navy Casualty Cell (RNCC) under SO2 RNCC created a single Notifying Authority (NA) and a mass casualty RN Casualty Activation Centre (RN CAC) capability. The RNCC provides the training of Casualty Notification Officers (CNOs) and Funeral Officers (FOs), maintains nationwide CNO/FO databases and allocates CNOs/FOs to task. It liaises with RN Family People Support (RN FPS) to ensure Visiting Officers (VOs) are also trained and allocated. The RNCC tracks casualties and liaises with Career Managers and the Chain of Command to facilitate RNCC Case Conferences that determine the Recovery Pathway management of individuals. 4.     Names of Ships from the Hornblower Books. Introduction Hornblower’s biographer, C S Forester, wrote eleven books covering the most active and dramatic episodes of the life of his subject. In addition, he also wrote a Hornblower “Companion” and the so called three “lost” short stories. There were some years and activities in Hornblower’s life that were not written about before the biographer’s death and therefore not recorded. However, the books and stories that were published describe not only what Hornblower did and thought about his life and career but also mentioned in varying levels of detail the people and the ships that he encountered. Hornblower of course served on many ships but also fought with and against them, captured them, sank them or protected them besides just being aware of them. Of all the ships mentioned, a handful of them would have been highly significant for him. The Indefatigable was the ship on which Midshipman and then Acting Lieutenant Hornblower mostly learnt and developed his skills as a seaman and as a fighting man. This learning continued with his experiences on the Renown as a lieutenant. His first commands, apart from prizes taken, were on the Hotspur and the Atropos. Later as a full captain, he took the Lydia round the Horn to the Pacific coast of South America and his first and only captaincy of a ship of the line was on the Sutherland. He first flew his own flag on the Nonsuch and sailed to the Baltic on her. In later years his ships were smaller as befitted the nature of the tasks that fell to him.

The authorities consulted have been quoted for each campaign, in order that those desirous of making a fuller study can do so. I have made no pretence of writing a history or making comments, but I have tried to place on record all facts which can show the development of the Corps through the Nineteenth and early part of the Twentieth Centuries. H E BLUMBERG Devonport January, 1934 1 P A R T I 1837 – 1839 The Long Peace On 20 June, 1837, Her Majesty Queen Victoria ascended the Throne and commenced the long reign which was to bring such glory and honour to England, but the year found the fortunes of the Corps at a very low ebb. The numbers voted were 9007, but the RM Artillery had officially ceased to exist - a School of Laboratory and nominally two companies quartered at Fort Cumberland as part of the Portsmouth Division only being maintained. The Portsmouth Division were still in the old inadequate Clarence Barracks in the High Street; Plymouth and Chatham were in their present barracks, which had not then been enlarged to their present size, and Woolwich were in the western part of the Royal Artillery Barracks.

On 21 January, the Second Sea Lord, Sir Alan Massey, opened our centenary year at a reception in the Princess Royal Gallery of the Royal Naval Museum, Portsmouth. About 80 people attended and the venue could hardly have been better considering the very close association of the Society with the museum and HMS Victory . It was also an opportunity to view some remarkably well-preserved artefacts recovered from HMS Invincible, which sank off Spithead in 1758. The excavation of the wreck had been under way since 1982, under the direction of one of our Vice-Presidents, Commander John Bingeman. The day was also the occasion for the formal recognition of David Page’s long service to the Society. David has been Chairman of the Small Craft Committee. He has kept an eye on the annual programme of HMS Victory ’s cutter since the 1990s. His enthusiasm for the cutter has been a vital element in ensuring that it was properly manned, supported and in service.

The Smoking and Tobacco Control Strategy for Defence 2017 – 2022 outlines the ambition for Defence to ‘reduce smoking prevalence across the Whole Force to national prevalence levels by 2022 alongside a phased introduction of smoke-free working environments’. In line with the proposed policy, and as the headquarters for Naval Health and Wellbeing, I have been directed by ACNS(Pers) to make HMS TEMERAIRE a ‘tobacco free’ working environment. 2. Following research by Public Health England, the decision has been made that HMS TEMERAIRE and the adjacent NBC (Portsmouth) owned sports fields at Burnaby Road (East & West) will become a tobacco free environment from 1 January 2019 i.e. tobacco products cannot be used within the Establishment and associated grounds but vapes may be used in approved locations. This is a ban on the use of all tobacco products (including combustible and chewing tobacco products) on a 24-hour basis across the whole site. This will result in the change of use of the existing smoking area within HMS TEMERAIRE to a 'vaping' shelter; personnel will be required to leave the site and move to a distance greater than 10m from the Establishment Main Gate, if they choose to use tobacco products. 3. Having sought staff views, conducted the required Trade Union consultation and obtained legal advice, I have informed Head NPS, as the head of my Chain of Command, that HMS TEMERAIRE and the attached Naval Service Sports Accommodation area will be made into a tobacco free working environment with effect from 1 January 2019 and that this policy will apply to military, Civil Service and contractor staff employed or visiting the Establishment.
