Drawing on a definition of secularism as a process of defining, managing, and intervening in religious life by the state, this paper identifies how under Habib Bourguiba and Zine al-Abidine Ben Ali the state sought to subordinate religion and to claim the sole right to interpret Islam for the public in an effort to win the monopoly over religious symbolism and, with it, political control. -

religions Article Political Islam: A 40 Year Retrospective Nader Hashemi Josef Korbel School of International Studies, University of Denver, Denver, CO 80208, USA; [email protected] Abstract: The year 2020 roughly corresponds with the 40th anniversary of the rise of political Islam on the world stage. This topic has generated controversy about its impact on Muslims societies and international affairs more broadly, including how governments should respond to this socio- political phenomenon. This article has modest aims. It seeks to reflect on the broad theme of political Islam four decades after it first captured global headlines by critically examining two separate but interrelated controversies. The first theme is political Islam’s acquisition of state power. Specifically, how have the various experiments of Islamism in power effected the popularity, prestige, and future trajectory of political Islam? Secondly, the theme of political Islam and violence is examined. In this section, I interrogate the claim that mainstream political Islam acts as a “gateway drug” to radical extremism in the form of Al Qaeda or ISIS. This thesis gained popularity in recent years, yet its validity is open to question and should be subjected to further scrutiny and analysis. I examine these questions in this article. In May 2004, President George W. Bush issued Executive Order 13338, implementing the provisions in the Syria Accountability Act, including a freeze of assets of specified individuals and a ban on munitions and dual use items, a ban on exports to Syria other than food and medicine, and a ban on Syrian aircraft landing in or overflying the United States. Sanctions also required US financial institutions to sever correspondent accounts with the Commercial Bank of Syria because of money laundering concerns. In April 2006, Executive Order 13399 was implemented, which designates the Commercial Bank of Syria, including its subsidiary, Syrian Lebanese Commercial Bank, as a financial institution of primary money laundering concern and orders US banks to sever all ties with the institution. In February 2008 the United States issued Executive Order 13460, which freezes the assets of additional individuals. -

Political Transition in Tunisia Alexis Arieff Analyst in African Affairs April 15, 2011 Congressional Research Service 7-5700 www.crs.gov RS21666 CRS Report for Congress Prepared for Members and Committees of Congress Political Transition in Tunisia Summary On January 14, 2011, President Zine El Abidine Ben Ali fled the country for Saudi Arabia following weeks of mounting anti-government protests. Tunisia’s mass popular uprising, dubbed the “Jasmine Revolution,” appears to have added momentum to anti-government and pro-reform sentiment in other countries across the region, and some policy makers view Tunisia as an important “test case” for democratic transitions elsewhere in the Middle East. Ben Ali’s departure was greeted by widespread euphoria within Tunisia. However, political instability, economic crisis, and insecurity are continuing challenges. On February 27, amid a resurgence in anti-government demonstrations, Prime Minister Mohamed Ghannouchi (a holdover from Ben Ali’s administration) stepped down and was replaced by Béji Caïd Essebsi, an elder statesman from the administration of the late founding President Habib Bourguiba. On March 3, the interim government announced a new transition “road map” that would entail the election on July 24 of a “National Constituent Assembly.” The Assembly would, in turn, be charged with promulgating a new constitution ahead of expected presidential and parliamentary elections, which have not been scheduled. The protest movement has greeted the road map as a victory, but many questions remain concerning its implementation. Until January, Ben Ali and his Constitutional Democratic Rally (RCD) party exerted near-total control over parliament, state and local governments, and most political activity. -

Tests for Egyptian Journalists Reporting Truth, Fighting Censors, Earning a Wage, and Staying Alive in Times of Turmoil By Naomi Sakr n a classic essay in the Journal of Democracy in 2002, “The End of the Transition Paradigm,” democratization analyst Thomas Carothers questioned the assump- Ition that elections are the be-all and end-all of democracy. His argument seems especially apt in Egypt’s case. One mistake, according to Carothers, is to believe that the political and economic effects of decades of dictatorship can be brushed aside. Another is to imagine that state institutions under dictatorship functioned sufficiently well that they can be merely modified and need not be entirely rebuilt. Political scien- tist Sheri Berman, writing in Foreign Affairs in 2013, made similar points about what she called the “pathologies of dictatorship.” These leave a poisonous aftermath of pent-up distrust and animosity, she said, bereft of political bodies capable of respond- ing to or even channeling popular grievances. In Egypt, media institutions, largely controlled by the state since soon after the country became a republic in 1952, are part of this problem, but they can also be part of a future solution. To the extent that news media contribute to framing public discussion, the closer they get to representing the full plurality of interests and viewpoints in society, and the more they report verified information rather than prejudice, rumors, and lies, the more likely it is that different social groups will understand each other and make policy choices that are collectively beneficial. How media pluralism is achieved depends on history.
