Syabas dan tahniah kepada semua yang terlibat dengan penerbitan buku ini, samada sebagai penerbit, penyunting, editor dan penyumbang artikel. Ucapan terima kasih di atas kesempatan yang diberikan untuk saya menukilkan sepatah dua kata dalam buku ini bagi mewakili pihak Pengurusan Jabatan dan Fakulti. Sebagaimana anda sedia maklum, Islam merupakan agama yang bertujuan untuk mengatur kehidupan manusia (way of life) dalam setiap dimensi kehidupan dan peredaran zaman. Islam menjadi instrumen yang sangat penting dalam pembangunan ummah dan pendidikan khususnya era revolusi industri pada hari ini. Islam yang bersifat dengan kesempurnaan dan kesejagatan sangat relevan dalam menghadapi arus pemodenan dan kepesatann teknologi dalam pelbagai dimensi kegiatan manusia termasuk dalam aspek pendidikan. Terdapat pelbagai isu-isu kontemporari dalam dunia Pendidikan dan Pengajian Tahfiz Al-Quran dan Al-Qiraat pada hari ini. Antaranya yang berkaitan dengan keberkesanan dalam aspek penguasaan dan penghayatan ilmu al-Quran. Di samping itu, kaedah dan pendekatan semasa dalam penyampaian dan penerapan ilmu berkaitan tahfiz, qiraat, ulum al-Quran dan pengajian Islam dalam kalangan pelajar yang disinergikan dengan pengaruh teknologi sangat memberi kesan kepada mereka. Selain itu, isu-isu seperti pemisahan antara ilmu aqli dan naqli, proses pengajaran yang berkonsep knowledge transfer tanpa elemen pendidikan (tarbiyah) dan lain-lain juga perlu diberikan perhatian serius. Sehubungan itu, pemahaman dan penghayatan sebenar nilai-nilai Islam khususnya di dalam bidang Tahfiz Al-Quran dan Al-Qiraat perlu diperhalusi. Hal yang demikian adalah khususnya dalam aspek Pendidikan. Ia adalah diyakini mampu untuk menangani isu-isu kontemporari yang timbul dalam menterjemahkan maksud sebenar pendidikan dalam bidang Tahfiz Al-Quran dan Al-Qiraat. Antara solusi yang terpenting ialah pengintegrasian pelbagai disiplin ilmu semasa dengan ilmu-ilmu turath yang berteraskan kepada kefahaman yang jelas terhadap al-Quran dan al-Sunnah. Kepelbagaian teknologi baharu yang mencorakkan lanskap kehidupan moden perlu dikuasi di samping asas-asas penting aqidah, fiqah, akhlak dan sebagainya. Saidina Ali RA berpesan: “Didiklah (persiapkanlah) anak-anakmu atas hal yang berbeda dengan keadaanmu (sekarang) karena mereka adalah manusia yang hidup untuk satu zaman yang bukan zamanmu (sekarang)” Sekian, Salam hormat. Budaya menimba ilmu, berfikir, menyelidik, dan menyebarkannya merupakan tanggungjawab seorang akademia yang harus dipraktikkan dalam memperkasakan dunia pengajian Tahfiz al-Quran dan al-Qiraat seiring revolusi industri 4.0 yang kini rancak berlangsung dalam dunia global Internet of Things (IOT) atau internet kebendaan dalam hampir semua aspek kehidupan seharian melibatkan penggunaan teknologi digital dengan manusia dan sistem fizikal yang lain. Bidang pengajian Tahfiz al-Quran dan al-Qiraat diyakini akan terus relevan dalam mendepani isu-isu kontemporari. Penyelidikan yang berterusan merupakan platform terbaik oleh para akademia dalam mencari solusi tentang permasalahan isu-isu semasa dan menyebar luas serta berkongsi dapatan kajian yang memberi manfaat kepada semua pihak. Pendek kata, umat Islam harus berpatisipasi dalam mendepani cabaran RI 4.0 agar dapat melestarikan pengajian Tahfiz al-Quran dan al-Qiraat dalam dunia global. Keesokannya, LUAS mengesan tumpahan minyak di Tasik Putrajaya berikutan kebocoran tangki membabitkan paip saluran bawah tanah Institut Kanser Negara (IKN), Putrajaya. BERSAMBUNG MUKA 3 e-Bazar 11.11 bersama Shopee, Lazada SHAH ALAM - Kempen membeli-belah dalam talian e-Bazar Selangor 11.11 Jualan Mega bersama Shopee dan Lazada berlangsung sebulan bermula 26 Oktober. EXCO industri kecil dan sederhana berkata seramai 10,000 pengusaha kecil sederhana (PKS) dan usahawan mikro dijangka menyertai program berkenaan. Dato’ Teng Chang Khim menjelaskan peniaga berdaf- tar juga bakal menikmati peruntukan RM1 juta melalui subsidi baucar dalam penganjuran tersebut.     KAEDAH PEROLEHAN RANCANGAN TELEVISYEN DI RTM: ISU DAN CABARAN SYARIKAT PRODUKSI TEMPATAN Arizah Jamil, Zairul Anuar Md. Dawam & Mohd Nor Shahizan bin Ali ABSTRAK Sejak tahun 1984, Radio dan Televisyen Malaysia (RTM) melalui Unit Perolehan Rancangan telah menetapkan beberapa syarat dan kaedah kepada pembekal-pembekal rancangan atau syarikat produksi yang ingin memasarkan dan menjual rancangan televisyen mereka di RTM 1 (TV1), RTM 2 (TV2) dan TVi. Kaedah perolehan rancangan televisyen bermula dengan sistem agihan jam, sistem tender terbuka, sistem konsortium, sistem tender terhad dan yang terkini adalah mengikut sistem pitching. Namun begitu, setiap kaedah perolehan tersebut telah menimbulkan beberapa isu seperti isu monopoli, isu pengagihan slot jam yang tidak jelas, kewujudan syarikat yang menjual slot jam yang diperoleh kepada syarikat lain (Ali baba), isu pengelasan syarikat dan isu penilaian ketika proses pembentangan dilakukan. Malah, isu-isu yang berlaku ketika pelaksanaan tersebut menyebabkan perubahan sistem pengurusan dalam kaedah perolehan yang dilakukan oleh RTM. Isu-isu ini telah memberikan cabaran kepada pihak penerbit atau syarikat produksi dalam usaha untuk memasar dan menjual produk atau rancangan televisyen mereka ke RTM. Justeru, artikel ini membincangkan lima jenis sistem pengurusan dalam kaedah perolehan rancangan yang pernah dilaksanakan oleh pihak RTM dan seterusnya isu dan cabaran yang dihadapi oleh syarikat produksi tempatan dalam setiap pelaksanaan kaedah perolehan tersebut. Artikel ini diharap dapat membantu para penerbit memahami kaedah perolehan rancangan televisyen yang dilakukan oleh RTM, sekali gus membantu mereka memperoleh slot televisyen yang ditawarkan. By this definition, Radio Televisyen Malaysia’s TV1 is the national television in Malaysia and until 1984 was the only television broadcast offered to Malaysians. With the privatization policy, new and private stations were established, and RTM eventually faced competition. The advent of direct satellite broadcasting saw another development in the country—the establishment of Astro in 1998. The direct-to-user satellite broadcaster currently carries over 100 channels, including 8 HD channels, thus creating many more choices for viewers. More importantly, Astro carries the global media directly into our homes. International offerings such as CNN, BBC, CCTV, HBO, MTV, FOX, ESPN, Star Sports, and Star World are now within the push of a button for most Malaysians. Astro is a success story, but there were also a few failed attempts along the way such as MetroVision, MegaTV and MiTV.
