Request for the Indication of Provisional Measures
INTERNATIONAL COURT OF JUSTICE On the basis of Article 73 of the Rules of the Court, I submit: REQUEST FOR THE INDICATION OF PROVISIONAL MEASURES CONCERNING THE APPLICATION OF THE FEDERAL REPUBLIC OF YUGOSLAVIA AGAINST CANADA FOR VIOLATION OF THE OBLIGATION NOT TO USE FORCE Reasons The Federal Republic of Yugoslavia is exposed to acts of use of force by which Canada has violated its international obligations not to resort to threat or use of force against another State, not to intervene in the internal affairs of another State and not to violate the sovereignty of another State, to protect civilians and civilian objects in time of war, to protect the environment, as well as those relating to free navigation on international rivers, to the fundamental rights and liberties of the individual, to the ban on the use of prohibited weapons and on deliberate infliction on ethnic groups conditions of life calculated to bring about physical destruction of the group. Both military and civilian targets came under attack in the air strikes launched against the Federal Republic of Yugoslavia. There are many casualties, including a large number of civilian deaths. Even residential areas have been attacked. Countless dwellings have been destroyed. Enormous damage has been caused to schools, hospitals, radio and television stations, institutions and cultural monuments as well as to places of worship. Many bridges, roads and railway lines have also been destroyed. Industrial facilities have not been spared either. Attacks on oil refineries and chemical plants have had serious environmental effects on some cities, towns and villages in the Federal Republic of Yugoslavia. -

GEOGRAPHICAL INSTITUTE “JOVAN CVIJIC” SASA COLLECTION OF PAPERS NO 58 YEAR 2008 911.2:504.6 (497.113) Vladimir Stojanović,∗ Dušan Mijović∗∗ EVALUATION OF GEODIVERSITY OF THE WESTERN BAČKA DANUBE REGION IN THE PLANNING DOCUMENTS AND OPPORTUNITIES FOR IMPROVEMENT Abstract: In the contemporary concept of nature preservation, the preservation of geodiversity slowly becomes normative, although geodiversity is still considered as a geotope in the function of biotope. Because of that it was analyzed geodiversity in the protected areas and the areas earmarked for protection in the Western Bačka Danube Region, in refer to five municipalities along the Danube (Sombor, Apatin, Odžaci, Bač and Bačka Palanka). Selected area is recognized by two protected natural assets – special nature reserve “Gornje Podunavlje” (Upper Danube Basin) and “Karađorđevo” represent unique wetland of flood plains in the Danube Region. Within the scope of its main values, it hasn’t been selected many localities that are typical for plain morphology. Within the scope of geodiversity of the region, 11 sites belong to the potentially protected areas, differing in type, genesis and morphology. A better approach to their evaluation can be achieved by a local action plan for geodiversity. Key words: geodiversity, geoheritage, land planning, conservation, Bačka Introduction A long tradition of the nature protection based on the specific geological and geomorphological phenomena (Salisbury Crags, Scotland – 1819; Siebengebirge, Germany – 1836; Yellowstone, USA - 1872) has not had a lot of influence on the contemporary trends of nature protection (Gray, 2004). This statement points out a disturbed balance within the nature protection policy where the protection of all living things is primary if compared to the protection of inanimate nature. -

Decision on the amount of fees for state road usage Pursuant to Article 13, paragraph 1, item 10) of the Decision Establishing Public Enterprise for State Roads Management (“Official Gazette of the Republic of Serbia”, No. 115/05) and Article 22, paragraph 1, item 11) of the Statute of the Public Enterprise for State Roads Management “Roads of Serbia”, the Board of Directors of the Public Enterprise “Roads of Serbia”, on the session held on December 24th, 2008 issued the following DECISION on the amount of fees for state road usage Article 1 This Decision regulates the amount of fee for: 1. placement of advertising boards, billboards, devices for visual or audio advertising or announcing on a state road, i.e. on any other land used by the Public Enterprise “Roads of Serbia” (hereinafter: the Enterprise) in compliance with the regulations; 2. renting the portions of road land strip; 3. renting any other land used by the Enterprise; 4. access road connection to a state road; 5. placement of water mains, sewage, electric, telephone and telegraph lines, and similar utilities on a state road; 6. construction of commercial objects with an access from a state road; 7. use of commercial objects with an access from a state road. State road, in the sense of this Decision, represents a motorway, semi-motorway, main road and regional road. Article 2 For the placement of advertising boards, billboards, devices for visual or audio advertising or announcing on a state road, i.e. on any other land used by the Enterprise in compliance with the regulations, an annual fee for a single placement shall be paid in the amount of 4,720.00 RSD/m², i.e. -
