Uredba O Utvrđivanju Jedinstvene Liste Razvijenosti Regiona I Jedinica Lokalne Samouprave Za 2014
UREDBA O UTVRĐIVANJU JEDINSTVENE LISTE RAZVIJENOSTI REGIONA I JEDINICA LOKALNE SAMOUPRAVE ZA 2014. GODINU ("Sl. glasnik RS", br. 104/2014) Član 1 Ovom uredbom utvrđuje se jedinstvena lista razvijenosti regiona, koji su prema stepenu razvijenosti razvrstani u razvijene i nedovoljno razvijene regione i jedinica lokalne samouprave, koje su razvrstane u prvu, drugu, treću i četvrtu grupu i devastirana područja na osnovu podataka organa nadležnog za poslove statistike i finansija. Član 2 Razvrstavanje regiona vrši se na osnovu vrednosti bruto-domaćeg proizvoda po glavi stanovnika u regionu u odnosu na republički prosek, za referentni period. Razvijeni regioni su regioni koji ostvaruju vrednost bruto-domaćeg proizvoda iznad vrednosti republičkog proseka, i to: 1) Beogradski region; 2) Region Vojvodine. Nedovoljno razvijeni regioni su regioni u kojima je vrednost bruto-domaćeg proizvoda ispod vrednosti republičkog proseka, i to: 1) Region Šumadije i Zapadne Srbije; 2) Region Južne i Istočne Srbije. Pored regiona iz stava 3. ovog člana, status nedovoljno razvijenog regiona ima Region Kosova i Metohije. Član 3 Prema stepenu razvijenosti jedinica lokalnih samouprava prvu grupu čini 20 jedinica lokalne samouprave čiji je stepen razvijenosti iznad republičkog proseka, i to: 1) Bačka Palanka; 2) Beograd; 3) Beočin; 4) Bor; 5) Valjevo; 6) Vrbas; 7) Vršac; 8) Kanjiža; 9) Kragujevac; 10) Lajkovac; 11) Niš; 12) Novi Sad; 13) Pančevo; 14) Pećinci; 15) Požarevac; 16) Senta; 17) Stara Pazova; 18) Subotica; 19) Užice; 20) Čačak. Pokrajinska Skupštinska Odluka O Izradi Prostornog Plan Područja
POKRAJINSKA SKUPŠTINSKA ODLUKA O IZRADI PROSTORNOG PLANA PODRUČJA POSEBNE NAMENE PARKA PRIRODE "JEGRIČKA" ("Sl. list AP Vojvodine", br. 18/2017) Član 1 Pristupa se izradi Prostornog plana područja posebne namene Parka prirode "Jegrička" (u daljem tekstu: Prostorni plan). Član 2 Utvrđuje se okvirna granica obuhvata Prostornog plana, a konačna granica obuhvata Prostornog plana definisaće se nacrtom tog plana. Područje obuhvaćeno okvirnom granicom Prostornog plana, obuhvata delove teritorija sledećih jedinica lokalnih samouprava: - opština Bačka Palanka, katastarska opština Despotovo; - opština Vrbas, katastarske opštine: Savino Selo, Ravno Selo, Zmajevo; - opština Temerin, katastarske opštine: Sirig, Temerin; - opština Srbobran, katastarska opština: Nadalj 1; - opština Žabalj, katastarske opštine: Čurug, Gospođinci, Žabalj. Opis okvirne granice obuhvata Prostornog plana počinje na tromeđi katastarskih opština Savino Selo, Kosančić i Kula, od ove tromeđe granica ide u pravcu istoka prateći severnu granicu katastarskih opština Savino Selo, Ravno Selo, Zmajevo, Sirig, Temerin, Nadalj 1, Čurug i Žabalj do tromeđe katastarskih opština Žabalj, Srpski Aradac i Mošorin. Od ove tromeđe, granica skreće u pravcu zapada prateći južne granice katastarskih opština Žabalj, Gospođinci, Temerin, Sirig, Zmajevo, Ravno Selo i Despotovo, do tromeđe katastarskih opština Despotovo, Silbaš i Pivnice. Nakon ove tromeđe, granica skreće u pravcu severa prateći zapadne granice katastarskih opština Despotovo i Savino Selo, do tromeđe katastarskih opština Savino Selo, Kosančić i Kula, početne tačke opisa. Površna područja obuhvaćenog okvirnom granicom obuhvata Prostornog plana iznosi oko 695 km2. Okvirna granica Prostornog plana data je na grafičkom prikazu, koji čini sastavni deo ove odluke. Član 3 Uslovi i smernice značajni za izradu Prostornog plana sadržani su u Zakonu o Prostornom planu Republike Srbije od 2010. -

COUNCIL OF EUROPE EUROPEAN LANDSCAPE CONVENTION National Workshop on the implementation of the European Landscape Convention in Bosnia and Herzegovina Drawing landscape policies for the future Trebinje, Bosnia and Herzegovina 25-26 January 2018 SESSION 1 SERBIA Mrs Jasminka LUKOVIC JAGLICIC Director Advisor, Regional Economic Development Agency, Sumadija and Pomoravlje The role of the Regional Economic Development Agency for Sumadija and Pomoravlje in the process of the implementation of the European Landscape Convention at regional and local level The Regional Economic Development Agency for Sumadija and Pomoravlje was founded in 2002 as the partnership between public, civil and private sectors, with the purpose of planning and management of equal territorial development. The Law on Regional Development (adopted in July 2009, “Official Gazette of the Republic of Serbia”, No. 51/2009, 30/2010 and 89/2015) defined the competence and area of intervention of regional development agencies for planning of development processes at regional level, applying the principles of broad stakeholder participation, inter-municipal and cross-sector approach in identifying problems and measures to address them. REDASP consistently applies these principles in its work on the one hand and has the ratification of the European Landscape Convention on the other hand. Thus the Republic of Serbia has recognised the landscape as an essential component of the human environment and agreed to 1). establish and implement a set of policies aimed at the protection, management and planning of the area and 2). to establish procedures for involvement of the wider public, local and regional authorities, as well as other landscape policy stakeholders. -

ABSTRACT The territory of Serbia has favourable geothermal characteristics. There are more than eighty hydrogeothermal systems within four geothermal provinces. According to the recent data in Serbia in 2018 514.91 GWth was produced from geothermal sources with total capacity 128.45 MWth, where 480.55 GWth was in geothermal direct use with thermal capacity 112.86 MWth, and 34.37 GWth from shallow geothermal systems using heat pumps of total capacity 15.59 MWth. The commonest use of geothermal energy in Serbia is the traditional ones: balneology and recreation. However, there is a growing interest in using the geothermal energy from shallow systems using heat pumps since these systems are less expensive and more secure comparing to deep hydrogeothermal systems. Under the rural tourism means all tourism activities that take place in rural areas that require travel services in the same places. Therefore in order to develop rural tourism is necessary to create an offer that includes the involvement of the local population, to preserve the environment in the tourist areas and enable economic gain. All of the above suggests that this approach can talk about sustainable development of rural tourism. The paper presents Vrbas municipality and potential drawbacks for the development of sustainable rural tourism and proposed concrete measures. Key words: Rural tourism, environment, sustainable development. JEL: Q16, M24 Introduction At the beginning of the work it is necessary to look at the definition of sustainable development, rural development and rural tourism, as well as the basic principles of design and context of the proposed measures in further writing work. The concept of sustainable development has become the guiding principle of development policies in a growing number of organizations, from local to national levels. The roots of today’s forms of sustainable development dating back to the values of people that are non- renewable natural resources, there is a lot of negative human impacts on the environment and the need to define and adopt a development direction that will ensure their principles or combine three elements: economic, social and environmental and to the mutual relations of these elements, with the obligatory respect and combination, be progressive, but not right now and the future. -

Situation analysis Due to extreme snow fall and winds (120-150 kilometers per hour), snow drifts paralyzed traffic along the international highway E- 75, and also many local and district roads especially in Vojvodina province from 28 January 28 to 2 February 2014 (some local roads until 6 February). Hundreds of vehicles were stranded for three days, some for more than 15 hours, while the cold weather and the snow drifts made travelling on the roads very challenging. The Government of Serbia mobilised almost all available heavy machinery RCS volunteers delivering aid on a snowmobile to snow-trapped people. -
