GENERAL RULES FOR NORMAL AND SPECIAL SALMONID WATERS Art. 2 - FISHING DAYS

Fishing is allowed on Mondays, Wednesdays, Saturdays and Sundays and on recognized national holidays, as well as on Tuesdays in the tourist zones, Livigno Lake and the Val di Lei Lake. Art. 3 - FISHING SEASON

Fishing is allowed from the third Sunday in March starting at 6 a.m. Afterwards it is allowed from one hour before sunrise to one hour after sunset.The fishing season ends on the third Sunday in October. Grayling fishing is permitted from the second Sunday in May to the third Sunday in October; during this period, camolera fishing is permitted on the and rivers up to the limit of the first bridge or bridle of their tributaries. This technique is not allowed in the Adda stretch from the Baghetto bridge to the Boffetto bridge. Fishing in the alpine lakes, artificial basin and their tributaries is allowed from 7th June to the third Sunday of October, except for the lake of Livigno and Val di Lei Lake where fishing is allowed from 1st May.

During the closure it is forbidden to enter the water with any fishing equipment. Any extension of the fishing period will be regulated by a special UPS decree.

Art. 4 - DEADLINE FOR RETURN (MANDATORY) OF THE BOOKLET MARKS FISH

The return of the booklet duly filled in according to the instructions contained in it must take place by and no later than the deadline of 15/03/2020 Failure to return it by that date or its incomplete or irregular compilation will result in the automatic application of the sanction of € 51.33 provided for by art. 147 c. 1 lett. "I" of L.R. 5 December 2008 n. 31 and subsequent amendments.

Art. 5 - DAILY CATCHES

REGISTRATION MODE

The daily catch limit is set at 5 fish of which no more than 2 graylings. The maximum number of graylings which may be retained during the season is 15. For each catch, you must immediately make a registration on the appropriate card to mark fish, or "Special Zones" / "Tourist" card, or "Daily" permit following the rules indicated in the permits with indelible pen.

It is mandatory to stop fishing when the maximum number of fish or 5 kg of fish (including fish species covered by the Regional Regulations) is reached.

On the Mera River, subject to the daily limit of 5 catches, a maximum of two brown trout may be retained.

Art. 6 - MINIMUM MEASURES

The minimum measures are the follows: a. Brown trout in the river Adda downstream of the No Kill area of Val Pola up to the border with the provinces of and including the tributaries up to the first bridge or bridle cm. 30; b. Brown trout in the river Mera from the State border to Lake including its tributaries up to the first bridge or bridle cm 30 (max. 2 per day); c. Brown trout in streams, tranches, alpine lakes and other parts of the river Adda 25 cm; d. Rainbow trout 25 cm; e. Marbled trout and their hybrids: it is forbidden to keep them in all waters under concession; f. Grayling 40 cm; g. Grayling in the basins of Isola and Montespluga cm 37; h. Char cm 22.

Art. 7 - FISHING SYSTEMS:

BAIT AND GEAR ALLOWED

The tecnique and tools allowed are exclusively:

- Single rod with or without reel;

- Single barbless hook with natural bait;

- Fly system with a floating end with a maximum of three flies;

- Fly fishing or tenkara or 'valsesiana' with a maximum of three flies (with the exception of the zone "A" of );

- Spinning with the use of spoons, minnows and siliconic baits;

- 'Camolera' tecnique with a maximum of three artificial baits (forbidden in the grayling protection zone from the the Baghetto Bridge to the Boffetto bridge);

- All hooks must be without barb except for fishing with camolera system.

Art. 8 - PROHIBITIONS

It is strictly forbidden:

- fishing in fish passageways, bridges, dams and fenced areas;

- leaving fishing gear in active phase unattended;

- to fish in place of other fishermen; - the use of the fishfinder;

- the use of the netexcept as an auxiliary means for the recovery of fish already hooked;

- the use of any type of float other than specific bite indicators in fly fishing;

- ballasting the end of fly fishing line;

- replace fish kept alive by fish caught later;

- any form of pasturage;

- the use and keeping of fish eggs and flesh-meat fly larvae;

- fishing with live or dead natural fish with the exception of Alpine lakes where 'bamalo' (specific local fish) is present;

- the use of any type of 'pasta'(specific artificial bait);

- to give or receive hooked or caught fish from third parties at the place of fishing;

- any kind of boat fishing and its use to reach otherwise inaccessible places;

- underwater fishing;

- tear-away fishing;

- fishing through openings in ice;

- keeping grayling or trout in areas where catching of these species is prohibited;

- keeping live fish caught during the previous days at the place of fishing;

- to carry out fishing competitions without authorisation from the Sport Fishing Union or in violation of the specific competition regulation. The introduction of fish without a Sport Fishing Union authorisation is also prohibited. During fishing competitions, participants are allowed to use hooks with barb. From the end of any fishing competition, for a period of one hour, it is always forbidden to fish in the stretch of the competition field. It is mandatory for the organizing company of the event to remove, at the end of the competition, the signs used during the competition and other materials of any kind.

In addition:

- during the grayling breeding period, it is forbidden to fish a fish in a clear state of reproduction and it is forbidden to enter the water in the areas affected by visible reproduction;

- in the case of release of fish, it is compulsory, where the state of the place permits, to release the fish without removing them from the water, after having wetted the hands properly so as not to cause excessive damage to them. If the fish cannot be released without damage, the end of the line shall be cut off. In order to carry out the operations of releasing the fish, it is permitted to enter the water in the immediate vicinity of the shore.

Art. 9 - ABSOLUTE PROTECTION ZONES

It is forbidden to fish in any form in the following areas (signed with red signs and listed below):

- Frodolfo creek upstream of the S. Caterina bridge and all waters included in the Stelvio National Park, except those included for the first time with the D.P.R. 23 April 1977;

- Foscagno creek: from via Producena to the confluence of the Viola creek;

- Cadangola creek: from via Producena up to 500 metres above the confluence of the Viola creek;

- Roasco creek: from the A2A central outlet to the F. Adda confluence;

- Trench of Bolladore, trench of Pradella (), trench ok Turchi (Le Prese);

- River Adda: downstream of the dam as far as the footbridge.

- Belviso stream: from Baregazze bend to Frera dam;

- creek: from Madonnina to the bridge "contrada Liscidini";

- Valfontana creek: from the bridle locality Giassosa to Piana dei Cavalli;

- Creek Valfontana: from the bridle locality Fobbia upstream to the bridle locality Bragnosa;

- River Adda: from the mouth of the Valfontana stream to the Baghetto weir;

- Boffetto Canal (Enel di Piateda central outlet as far as the confluence in Adda);

- creek: upstream and downstream of the structure for the ascent of fish (marked area);

- River Adda: upstream and downstream of the fish ladder upstream and downstream of the fish ladder on the dell'Enel crossing;

- Masino stream: from the Ardenno state bridge to the Adda river;

- creek: upstream of the Promor bridge to the San Giovanni bridge;

- Cosio creek: from the bridge on the SS 38 road downstream to the bridge on the provincial road to ;

- Former ENEL canal on the orographic left bank located in the area of zone A of Traona; - Mera river at the mouth of Lake Novate Mezzola, coinciding with the Pian di Spagna Nature Reserve and Lake Mezzola;

- Boggia stream downstream of the hydroelectric power station discharge puddle to the current no-kill border on the Mera river;

- Torrente Mengasca upstream of the outlet of the Casletto power station to the first bridle;

- Torrente Acqua Fraggia: from the bridge over the Maloia state road No 37 downstream to the mouth of the river Mera;

- Meretta n. 5: from the S. Cassiano wastewater treatment plant downstream to the bridge at the Somaggia railway station;

- torrent: from 100 metres upstream Snam bridge to the bridge for Val Febbraro;

- Torrente Liro: from Portarezza bridge to Starleggia diversion bridge (camping area);

- Val Loga torrent: from the first bridge up to the confluence with the Montespluga reservoir (until 30 June).

Art. 10 - WATER ENTERING LIMITS

In the Adda and Mera rivers, entry into the water is allowed strictly up to the knee. After the opening of the grayling, entry into the water is permitted up to the height of the thigh boot.

The ford is allowed with a ban on fishing during the ford. Entry into the water in special areas is regulated by the special area regulations.

Art. 11 - EXCEPTIONS AND PARTICULAR RULES 1. Lake Livigno. Fishing is allowed from May 1st to the third Sunday of October on Mondays, Tuesdays, Wednesdays, Saturdays and Sundays. It is allowed to catch 15 fish per day of which a maximum of 5 trout. MINIMUM MEASUREMENTS: char cm 22; trout Fario and Iridea cm 25. It is forbidden to catch Grayling. Daily permits with catches can be purchased from 2 May 2020. Fishermen in possession of a seasonal or daily permit with catches will be required to retain all the measured fish hooked until the maximum number is reached, it is therefore forbidden to retain live fish in nets or other. The removal of live or dead Bamalo (particular local fish) from the fishing site is prohibited. Each retained fish (including char) must be individually recorded at the time of capture using the appropriate spaces in the fish logbook. It is allowed to fish by boat in the same way as provided by the Regulation in the salmon waters of the province of 2020 in the southern part of the lake from the point of entry of the Spol River to the boundary for the entire width of the lake consisting of a peak interspersed with a sequence of buoys clearly visible to vessels. Boat fishing is permitted from a minimum distance of 50 metres from the shore. From the third Sunday of March and until the opening of Lake Livigno, fishing in the Spoel stream and its tributaries is allowed until the confluence of the Rio Torto If the water level exceeds this point, fishing is allowed up to the limit of the maximum limit. Fishing in the Vallaccia stream is also permitted. It is allowed to fish from the boat with the "sonda" technique with the use of a maximum of three lures without barb 2. Invasion Val di Lei: fishing is allowed from May 1st to the third Sunday in October on Mondays, Tuesdays, Wednesdays, Saturdays and Sundays. 3. Lower Campagneda Lake: fishing is allowed with fly fishing only (fly fishing or "moschera") without additional permit and catch limit and measures as per general regulations (5 trout 25 cm.). 4. Frera and lakes of Valfontana (Alpe Arasè): it is allowed to catch no more than 10 trout or char, of which no more than 5 trout of legal size (25 cm), char minimum size 22 cm. 5. Lakes Palù, Publino, Emet, Scarolda and Nero di Avedo: Alpin char can be caught without limit of size and number. 6. Lake (): legal size brown trout 30 cm. 7. Lago Viola (Vadidentro): maximum daily catch of 5 fish is allowed, of which a maximum of 3 brown trout/iridea with a minimum size of 35 cm. The lake is reserved only for fly fishing or "moschera" fishing without the need for an additional permit. 8. Basin of , Fusino, Campo , Panigai, Moledana, Valle dei Ratti, Isola, Prestone, Villa di , , Ganda, Ardenno: fishing times are valid from the third Sunday of March to the third Sunday of October. 9. Torrente Scalcoggia: fishing is allowed from the first Sunday of June. 10.It is allowed to fish with Bamalo on a single or triple hook without barb in the alpine lakes and artificial basins where bamalo itself is present. Art. 12 - SPECIAL PROHIBITIONS AND ASSOCIATED AREAS

It is forbidden to catch the Grayling in the Viola lake, in the Mera river, in the stretch of the Adda river from the Baghetto bridge to the Boffetto bridge, in the catchment area of the Venina valley including the Scais basin and in all the waters included in the Livigno catchment area.

Art. 13 - SANCTIONS

In case of violation of regional fishing laws and those established by these Regulations or by the regulations for fishing in special regulatory areas, the offender will be punished with the administrative sanctions provided for by the regulations in force.

The seizure of the tools, means and materials that have been used to commit the infringement in the cases provided for by the Law as well as the confiscation of fish species and aquatic fauna fished and in any case caught in violation of the above mentioned laws will be carried out.

The Concessionaire, in any case of violation that has led to the unauthorized capture or killing of fish material or, in any case, other damages ascertained, will provide to request compensation for such damages from the person responsible, which will also include the costs of the re- introduction of fish and any environmental restoration.

In addition, in any case of violation of regional rules and these Regulations, will be imposed on the offender, by order of the Disciplinary Commission of the UPS of the established for this purpose, the foreclosure of fishing in the entire reserve of valuable waters of the Province of Sondrio from a minimum of 10 days of actual fishing to a maximum of 200. In case of extremely serious infringements, the fisherman may be suspended for even more than 200 days. During the period of suspension it is forbidden to fish with any other permit that if purchased will be considered null and void and not refunded.

In the event of grayling being caught during the period of prohibition, or camolera fishing during the period or place in which such a system is not permitted, fishing for these species will be precluded for the remainder of the current year, with a possible extension of the suspension period for the following year.

To this end, in any case of disputed infringement against a fisherman who is a member of the Fishing Union, the fisherman will have to hand over to the Police Officer of the Surveillance Body the fishing licence book, which will be suspended for the entire period decided by the UPS Disciplinary Commission and indicated in the notification.

Art. 14 - DUTY OF COOPERATION Should the fisherman catch fish that show signs of probable disease, he is obliged, as far as possible, to send them to the headquarters of the Sport Fishing Union of the Province of Sondrio for the necessary investigations. As a result of the affiliation, all fishermen are obliged to behave correctly towards the Judicial Police Officers of the Surveillance Corps, allowing them to verify the documents and any fish caught, as well as to check the fishing line, every basket, meat, pockets, vehicles and tents where fish, bait or fishing gear could be stored. Each member has the duty to report to the P.G. Agents or directly to the Sport Fishing Union or to the Fishing Office of the Provincial Administration any violation ascertained or cases of evident pollution of the waters of the Reserve; anyone is obliged to maintain the utmost respect for the environment, refraining in particular from abandoning waste on the banks or throwing objects of any kind into the waters. Art. 15 - NO KILL ZONES Fishing in the following areas shall be permitted subject to the acquisition of specific permits and regulated by specific regulations and, to the extent applicable, by this Regulation. All relevant information and specific regulations are available from UPS, our sales outlets and at www.unionepescasondrio.it. In special regulation areas (except toursit "ZONE D" ) it is mandatory to be in possession of individual earnings. In the special regulation zones it is obligatory to deposit fish previously caught in other places. Zone A - NO-KILL zone. Floating Fly fishing, tenkara or 'valsesiana' Locations: 1 River Adda from Boffetto bridge (Piateda) to Navetto bridge (Faedo) 2 River Adda from 250 mt downstream of the bridge of Traona to 150 mt upstream of the former Enel canal outlet 3 Masino torrent from Ponte Militare (about 1.8 km downstream of Cataeggio) to the corresponding S.P.della Valmasino tunnel, 4 Mera river from Gordona bridge to S. Pietro bridge plus Mengasca river terminal stretch from the mouth to the outlet of the Casletto power station. Zone B - NO-KILL zone. Floating fly fishing, tenkara or 'valsesiana' with an additional permit of € 50,00 Locations: - Stream Viola: from the crossing of the Isolaccia collector at the confluence of the Cadangola torrent, including the same for a stretch of about 500 mt. upstream, to the second bridge on the cycle path. - River Adda from the ford downstream the confluence of the stream Massaniga to the first bridle "Corten Val Pola; - River Adda from the A2A barrier upstream to the bell tower of the parish church of ; - Stream Liro from confluence stream Bodeno/Vizzola, downstream to the hamlet of Lirone; - Stream Scalcoggia - Valchiavenna from 500 m. upstream of the confluence of stream Emet up to Val Cava bridge (opening: first sunday of June) Zone B - NO-KILL zone. The following are excluded from this regulation: Lake Mezzola, Pozzo di Riva and the canal that connects them.

- Unione Pesca Sportiva reserves the right to prohibit fishing at any time, for technical or ichthyogenic reasons in any waterway or lake it deems necessary, as well as for competitive reasons in compliance with the special regulations for competitions.

- Unione Pesca Sportiva also reserves the right to provide, during the course of the year on an experimental basis, in compliance with the regulations in force, special fishing regimes on limited stretches of watercourses or basins, subject to adequate information to members.

- The UPS Management Committee is delegated to postpone the date of closure of the fishing season, with the relative procedures in compliance with the regulations in force; it is also delegated during the year, for proven management and technical quota situations, to adopt appropriate amendments to the regulations.
