Lengo la mpango huu ni kuwawezesha wananchi mijini na vijijini kupata mikopo ya kuanzisha au kuendeleza shughuli za kiuchumi ili kuongeza ajira na kipato. Masharti ya kupata mikopo hii si magumu sana ikilingalishwa na ile inayotolewa na mabenki, kwa sababu riba inayotozwa kwa mikopo hii ni asilimia 10, ikilinganishwa na riba inayotozwa na mabenki mengine, ambayo ni zaidi ya asilimia 20.
