BUUR_Ch03.qxd 31/5/07 8:48 PM Page 79 CHAPTER 3 Chiefs, Policing, and Vigilantes: “Cleaning Up” the Caprivi Borderland of Namibia Wolfgang Zeller Introduction Scholars examining practices of territorial control and administrative action in sub-Saharan Africa have in recent years drawn attention to the analytical problems of locating their proponents unambiguously within or outside the realm of the state (Lund 2001; Englebert 2002; Nugent 2002; Chabal and Daloz 1999; Bayart et al. 1999). This chapter analyzes situations in which state practices intersect with non- state practices in the sense of the state- (and donor-)sponsored out- sourcing of policing functions to chiefs and vigilantes, where chiefs act as lower-tier representatives of state authority. My point of departure is an administrative reform introduced by the Namibian Minister of Home Affairs, Jerry Ekandjo, in August 2002, which took place in the town Bukalo in Namibia’s northeastern Caprivi Region. Bukalo is the residence of the chief of the Subiya people and his khuta (Silozi, council of chiefs and advisors).1 Before an audience of several hundred Subiya and their indunas (Silozi, chief or headman), the minister announced two aspects of the reform that had consequences for policing the border with Zambia. First, Namibian men from the border area were to be trained and deployed to patrol the border as “police reservists,” locally referred to as “vigilantes,” Secondly, Namibian police were going to conduct a “clean-up” of the entire Caprivi Region, during which all citizens of BUUR_Ch03.qxd 31/5/07 8:48 PM Page 80 80 WOLFGANG ZELLER Zambia living and working permanently or part-time in Caprivi without legal documents would be rounded up, arrested, and deported back to Zambia. -

Namibia’s Child Welfare Regime, 1990-2017 Abstract Most countries in Southern Africa are similar in providing some form of cash transfers to families with children, primarily to reduce child poverty, but there are striking variations in the categories of children targeted and the reach of social grants. Namibia adopted South Africa-like child grants during South Africa rule. Namibia’s child welfare regime, like most other regimes in Southern Africa, started with and maintained a strongly familial child welfare regime (CWR), focused on children living in families with only one or no parents present. Whereas South Africa, after its transition to democracy, introduced a Child Support Grant (CSG) - that expanded massively the reach of child grants - Namibia did not do likewise. -

Journal of Namibian Studies No. 27, 2020 Geingob 2.0 Namibia’s new government Henning Melber Abstract The National Assembly and Presidential election results of 27 November 2019 suggest a turning point in Namibia’s democracy. For the first time since the UN-supervised elections prior to Independence in 1990, the dominant party and its presidential candidate lost votes. Despite remaining firmly in political power, the emergence of new political actors has modified the political contestations with possibly lasting impacts. This analysis recapitulates the trends and considers some of the contributing factors to the new constellation in the political sphere. It explores the implications and consequences for President Hage Geingob’s second term in office and has a closer look at the new Cabinet and related governance structures. Introduction The South West Africa People’s Organisation (SWAPO of Namibia), has since Independence in 1990 been firmly in political control over the country. It has so far remained the top performer among the liberation movements as governments in the region, measured in voters’ support in elections. “One Namibia, one nation” and “SWAPO is the nation and the nation is SWAPO” as earlier struggle slogans translated in the false equation that the party is the government and the government is the state. Henning Melber is Senior Research Associate at the Nordic Africa Institute and Director emeritus/Senior Advisor of the Dag Hammarskjöld Foundation, both in Uppsala/Sweden; Extraordinary Professor at the Department of Political Sciences/University of Pretoria and the Centre for Gender and Africa Studies/University of the Free State in Bloemfontein and Senior Research Fellow at the Institute for Commonwealth Studies/School for Advanced Study at the University of London. -

Namibia QER Q1 2020 Namibia Quarterly Economic Review January-March 2020 Quarter News Key Data Special Summary Highlights Economic Trends Feature Variables 1 5 9 12 14 Quarter Summary Macroeconomic Situation – going into an unprecedented global crisis from a position of extreme weakness The latest preliminary national accounts for 2019 confirm what everyone suspected – Namibia’s economy has experienced four of its worst years since Independence. 2015 2016 2017 2018 2019 GDP growth 4.5% -0.3% -0.3% 0.7% -1.1% Recent pronouncements by local and international authorities that 2020 will see the resumption of modest growth have now been overtaken by events. The corona virus pandemic will, in the short to medium-term at least, severely affect economic performance and put significant strain on Namibia’s public finances which were already in poor shape. Efforts to get the economy through the immediate crisis will take precedence over efforts at reform. Namibia went into the global financial crisis in a relatively strong position from a fiscal and monetary point of view. This time is very different. New Cabinet Appointed On 16 March President Geingob announced a new government structure and on 22 March announced his new Cabinet and related appointments. The two Cabinets and appointments are summarised below taking into account the resignations of Bernhard Esau and Sacky Shangala over Fishrot and Katrina Hanse-Hamarwa over corruption in 2019.
