Frederick John Westcott (26 March 1866 – 18 September 1941), best known by his stage name Fred Karno, was a theatre impresario of the British music hall. Karno is credited with inventing the custard-pie-in –the-face gag. During the 1890s, in order to circumvent stage censorship, Karno developed a form of sketch comedy without dialogue. Cheeky authority defying playlets such as “Jail Birds” (1896) in which prisoners play tricks on warders and “Early Birds” (1903) where a small man defeats a large ruffian in London’s East End can be seen as precursors of movie silent comedy. In fact, among the young comedians who worked for him were Charlie Chaplin and Arthur Jefferson, who later adopted the name of Stan Laurel. These were part of what was known as “Fred Karno’s Army”, a phrase still occasionally used in the U.K. to refer to a chaotic group or organisation. The phrase was also adopted by British solders into a trench song in the First World War, as a parody of, or rather to the tune of, the hymn “The Church’s One Foundation”. In the Second World War it was adapted as the anthem of “The Guinea Pig Club”, the first line becoming ”We are McIndoe’s Army”. Like most dreams, it hadn’t had a story. I was on top of a grand piano on the rooftop bar of Hotel K. The fact that the real hotel didn’t have a piano on the roof notwithstanding, I was on it and naked from the waist down, propped on my elbows. My knees were spread further apart than physically possible. Customers drank their thirty-dollar drinks and watched as I sang. The song didn’t have words, but I knew them well, and as the strange man with his head between my legs licked me, I sang harder and harder until I woke up with an arched back and soaked sheets, hanging on to a middle C for dear life. Same as the last note of our last song, and I held it like a stranger was pleasuring me on a nonexistent piano. I drew that last note out for everything it was worth, pulling from deep inside my diaphragm, feeling the song rattle the bones of my rib cage, sweat pouring down my face.

Purpose and Scope. (1) This chapter implements Section 376.60, F.S., by establishing a fee schedule for asbestos removal projects. (2) The purpose of the Department's asbestos removal program is to prevent the release of significant amounts of asbestos fibers to the outside air during demolition or renovation activities. Asbestos fibers in the outside air present a risk to human health. (3) The purpose of the fee is to fund the implementation of the Department's asbestos removal program as prescribed in this chapter and in 40 CFR Part 61, Subpart M – National Emission Standards for Hazardous Air Pollutants (NESHAP) for Asbestos, adopted and incorporated by reference in Rule 62- 204.800, F.A.C.
