Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Introduction – Austrian background

Private Land and family farming dominates !

► more than 80 % of all forest land is private

► strong connections between forestry and agriculture

► small - scale - ownership structures !

► important: it exists an encreased awarness for all historical and cultural aspects !

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Introduction – Austrian background

There exist high cultural potentials !

► extraordinary high number on sites, objects, monuments, projects, museums, etc.

► „Forestry – Cultural – Tourism“ should be connected: but they aren´t (enough) !

► …. For Details see our other presentations: E. Johann, J. Garcia Latorre

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Introduction – Austrian background

Law and competence:

► SFM is based on a well established framework, but ….

► the forest authorities are not direct responsible for preservation, documentation, etc. of sites, monuments !

Important institutions are: „Austrian office for the care of Monuments“ relevant museums universities etc.

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Introduction – Austrian background

Conclusion:

A planning instrument should ….

► consider the specific problems for Mountain-Forestry ► secure the property rights and land tenur arrangements ► motivate for new strategies and measures ! ► take into consideration the relevant (inter-)national agreements

…. So we looked for a suitable instrument ….

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden The „Technical forestry plan“ is it !

► he is prepared on the initiative of the forest owner/manager

► he is flexible

► he is open for all (new !) subjects

► he is suitable for a partnership - planning approach

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Legal foundations – the Austrian forestry act:

The Austrian forestry act knows three planning tools:

► 1. The „Forest development plan“: - gives an overview (Text and Map !) - describes the mainfunctions and measures for all forests

► 2. The „Hazard zone plan“: - against all natural hazards (torrent, avalanche)

… both have to be established by the authorities ! … they exist since 1975.

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Legal foundations – the Austrian forestry act:

3. The „Technical forestry plan“ (TFP):

► is prepared on the initiative of the forest manager or owner

► is suitable for specific or new subjects

► and for more detailled planning

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden TFP: Definition by the Austrian forestry act

§ 10 (1): “The technical forestry plan is a forestry plan drafted by the owner of the forest or by offices appropriate for this purpose, which includes representations and plans for the area of interest of the party responsible for the planning.

§ 10 (2): Graduates in forestry and civil engineers for forestry are authorised to devise the technical forestry plan.”

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Connection Forest Development plan – Forestry technical plan:

A TFP will directly become a part of the Forest development plan:

► if the owner (Manager) submits a application

► the provincial governer (forest authority) verifies it

… so they should not contain any contradictions !

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Technical basis – Data:

All existing official data – for example:

► Forest Development plan ► Digital Catastral map / Ortho - photographs ► Borders of protected areas etc.

All data with relevance to the business management – for example:

► Forest management plans (Operants, statistics, …) ► Forest – historical data of the enterprise or region (Chronicles …) ► (Scientific) literature, historical and actual maps …

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Basis: Forest development plan

► is the most important official data source

► Obligatory ! Made by the forest authorities !

► One „partial plan“ for each political Text part: discribes the situation of forestry, the main functions and measures Map part: comprises the function area map, scale: 1 : 50 .000

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Forest Development Plan

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Forest Development plan Example

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden „Framework draft“ for the Technical forestry plan

… the Forestry act doesn´t define any formal requirements … so for our pilot projects, we had to create a „Framework draft“:

► it is a simple frame and basic concept ► serves as an orientation and is to facilitate work

- it is oriented on usual project – concepts …. - describes the situation, the subject, goals - priorities, measures and costs - time schedule (Short - medium – long -)

► is to be supplemented depending on the subject or priorities

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Selected Subjects - Pilot Projects:

¾ Since 2002: 17 TFP Pilot – projects were initiated !

¾ Financing: Ministry of Life; Costs vary from 5 to 10 Thsd. €

¾ Each Project describes a special Subject/problem

¾ …. the subject „Forest and Culture“ is only o n e of them:

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Selected Subjects - Pilot Projects:

Main objectives:

► collecting the available basic informations and data within the Framework of a Diploma Thesis (state of research …)

► developing for the first time a strategy on the subject

► preparation of a catalog of measures

A few measures:

► further Cooperation between the involved enterprises ► implementation of cultural aspects by the management ► restoration of selected sites and monuments ► guided tours to selected sites or objects ► cooperation with suitable partners (Universities, Tourism offices, …) ► systematic improvement of the results

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden Summary of the Project:

► This pilot project was the first approach towards cross enterprise planning on the topic „Cultural services and potentials of sfm“

► It provides a technical well-founded but pragmatic basis for the involved enterprises

► Planning costs: ca. 1000 ,- Euro

► Planning period: one and a half Year

► Not only the neighbours are interested !

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden TFP: Perspectives - Advantages:

For a broader application of the Instrument TFP the following advantages may play a keyrole:

► Motivation and Orientation !

► a TFP describes at specific sites and objects the crucial role of forestry as essential element of the cultivated landscape

► A TFP offers chances for diversification !

► he will be integrated in the „Austrian Forest programme“ and the „Programme of rural development“ (Financial support !)

Grieshofer – MCPFE Seminar, June 12 – 15 th 2005; Sunne/Sweden TFP: Perspectives - Advantages:

► Strengthening of planning – competence !

► A Step to Customer-oriented planning and management !

► Winning new Partners !

► Establishing ties to the public !
