PURPOSE: The purpose of this document is to issue a tentative plan for Annual Safety Oversight Audit (SOA) / Inspection of Communication, Navigation and Surveillance (CNS) systems providing services to Air Navigation, Communication Operations and other equipment as assigned to the DAAR, in accordance with ANO-001-ARTS, ANO-008-ARTS and CNS Inspectors Handbook (MNL-001-ARTS) and other applicable DAAR ANOs and documents. 2. SCOPE: The Technical Standards (TS) Tentative Safety Oversight Audit / Inspection Plan is applicable to all airports / locations providing CNS & Com-Ops services, as mentioned in this plan at Para- 4 and 10. Surprise inspection / visit could be carried out, randomly, of any airport / location for the purposes as mentioned at para 10.2 of this plan or as deemed appropriate with approval of D.AAR. 3. OBJECTIVE OF SAFETY OVERSIGHT AUDIT / INSPECTION: 3.1 The objective of safety oversight audit / inspection is to assess the CNS / COM-OPS Service provider’s facilities / systems for the compliance of Primary Aviation Legislation, National Regulations / ANOs relevant to ICAO Annex-10 (Volume I to Volume V) and other relevant ANOs / Manuals issued by DAAR, OEMs and Service Provider’s Organizations including, but not limited to, the following documents: 3.1.1 ANO-001-ARTS (Communication, Navigation & Surveillance) 3.1.2 ANO-002-ARTS (Radio Navigation Aids) 3.1.3 ANO-003-ARTS (Communication Procedures) 3.1.4 ANO-004-ARTS (Communication System-Digital Data & Voice Data) 3.1.5 ANO-005-ARTS (Surveillance and Collision Avoidance Systems) 3.1.6 ANO-006-ARTS (Frequency Spectrum Utilization) 3.1.7 ANO-008-ARTS (Certification Requirements for CNS Facility Service Providers) 3.1.8 ANO-009-ARTS (Requirement of Communication Operation Manual) 3.1.9 ANO-010-ARTS (Requirements of “CNS Engineering Manual” for Airport / Location) 3.1.10 ANO-011-ARTS (Training, Certification & Registration Requirements for Air Traffic Safety Electronics Personnel (ATSEP)) 3.1.11 MNL-002-ARTS (Manual on Testing of Radio Navigation Aids) 3.1.12 MNL-003-ARTS (NOTAM Format & Procedures) 3.1.13 MNL-004-ARTS (Manual on Air Traffic Safety Electronics Personnel (ATSEP)) 3.1.14 MNL-005-ARTS (Manual on ATSEP Competency Based Training & Assessment) 3.1.15 MNL-006-ARTS (Manual on Testing of Surveillance Systems) 3.1.16 Technical documents including Operation & Maintenance Manuals of OEM. 3.1.17 CAAOs, Manuals, Procedures, Work Instructions (WIs) issued by the CNS / Com- 26/01/2021 Page 1 of 8 PLN-004-ARTS-5.0 TECHNICAL STANDARDS SAFETY OVERSIGHT AUDIT/INSPECTION PLAN (2021) Ops service provider’s organization. 3.1.18 Standards with respect to qualification, competence and skill level of the personnel. 4.     Aviation and the Role of CAREC A Scoping Study CAREC was created to foster connectivity. Air transport connectivity facilitates economic development. This Scoping Study seeks to begin to define a potential role for the CAREC program to enhance the region’s effectiveness of aviation. The study provides an analysis of the CAREC region’s current state of aviation, and is structured around three principal components of aviation development: policy and regulation, infrastructure and equipment, and operations. It also describes enabling factors necessary to realize the aviation enhancements CAREC member governments seek. The study provides conclusions and outlines a possible way forward on CAREC aviation to assist in shaping action items and capacity-building activities that underpin aviation’s role in economic development. About the Central Asia Regional Economic Cooperation Program The Central Asia Regional Economic Cooperation (CAREC) Program is a partnership of 11 member countries and development partners working together to promote development through cooperation, leading to accelerated economic growth and poverty reduction.
