ABSTRACT World Heritage designation which focuses on buildings and monuments frequently belies the complexities of human interaction with these structures and how this interaction changes over time. This study examines the interplay between local communities and the spaces and structures of the World Heritage Site of George Town, Malaysia. In the city of George Town, inscribed on the World Heritage List in part, for its tangible multicultural heritage and in recognition of its intangible heritage, I conducted work that problematised the relationships between its local communities and the postcolonial heritages they inhabit. Using grounded theory and employing observational work and semi-structured interviews, I explored how local communities construct and negotiate their own spaces and ‘sense of place’ within, but often disconnected from, the larger codified framework of the city’s ‘official’ heritage designation. Through various interpretative ‘frames’ I show how identities are forged more through intangible practices and traditions than through tangible heritage markers. I also determine how the multicultural communities within the World Heritage Site are caught up in power struggles at various levels, which reflect back on the ways in which they seek to claim and use their own senses of place. ‘For indeed, with hardship [will be] ease. The constitution gives the federal and state governments the power to "control or restrict the propagation of any religious doctrine or belief among persons professing the religion of Islam." The constitution also defines ethnic Malays as Muslim. Civil courts generally ceded authority to Sharia (Islamic law) courts on cases concerning conversion from Islam, and Sharia courts remained reluctant to allow for such conversions. There was no change in the status of respect for religious freedom by the government during the reporting period. Muslims generally may not legally convert to another religion, although members of other religions may convert to Islam. Officials at the federal and state government levels oversee Islamic religious activities, and sometimes influence the content of sermons, use mosques to convey political messages, and prevent certain imams from speaking at mosques. The government maintains a dual legal system, whereby Sharia courts rule on religious and family issues involving Muslims and secular courts rule on other issues pertaining to both Muslims and the broader population. Government policies promoted Islam above other religions. Minority religious groups remained generally free to practice their beliefs; however, over the past several years, many have expressed concern that the civil court system has gradually ceded jurisdictional control to Sharia courts, particularly in areas of family law involving disputes between Muslims and non-Muslims.

In light of the ongoing Covid-19 outbreak, however, the organisers said they will scale down the celebrations on Friday although the state government advised them to cancel the parade. “The government believes that if the disease spreads, it will not be able to maintain control of the situation. We respect the state government’s decision and cancel this activity […] “However, the procession of the deities is our tradition, so for this year, we will do the next best thing. “We have negotiated with the state government, so the five deities will be paraded on the back of trucks, while other things like the dragon and lion dances, parade floats are all cancelled. “I am very sorry. Everyone has worked hard to prepare for the parade, especially the floats. Millions have backed the floats, but it will not materialise,” Johor Baru Tiong Hua Association president Ho Sow Tong told a press conference today. Customarily, effigies representing the deities would have been loaded onto litters to be carried by a group of people during the parade. According to Bernama, last year, some 300,000 people had attended the parade. In a statement earlier today, the Johor government had urged the organisers to cancel the Chingay parade over concerns it would help spread the Covid-19 disease. Menteri Besar Sahruddin Jamal said the decision was based on the state Health Department’s risk assessment and its inability to conduct large-scale health screening of the parade’s visitors.

It offers an alternative lens, a network lens, to understand the complexity of internationally sponsored state re-building and transformation. It therefore analyses how political power is assembled and flows through political networks in statebuilding, with an eye to the hitherto ignored endogenous political networks. The empirical chapters investigate the role and power dynamics of Afghan political network in re-assembling and transforming the post-2001 state once a political settlement is reached; how everyday political network practices shape the nature of statehood and governance; and subsequently how these power dynamics and practices contribute towards political order/violence and stability/instability. This thesis challenges the dominant wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how intervention has unintentionally produced the democratic façade of a state, underpinning by informal power structures of Afghan politics. The post-2001 intervention has fashioned a ‘network state’ where the state and political networks have become indistinguishable from one another: the empowered network masquerade as the state.

Goh National University of Singapore Abstract Th e past fi fty years have seen continuing anthropological interest in the changes in religious beliefs and practices among the Chinese in Malaysia and Singapore under conditions of rapid modernisation. Anthropologists have used the syncretic model to explain these changes, arguing that practitioners of Chinese “folk” religion have adapted to urbanisation, capitalist growth, nation-state formation, and literacy to preserve their spiritualist worldview, but the religion has also experienced “rationalisation” in response to the challenge of modernity. Th is article proposes an alternative approach that questions the dichotomous imagination of spiritualist Chinese reli- gion and rationalist modernity assumed by the syncretic model. Using ethnographic, archival and secondary materials, I discuss two processes of change — the transfi guration of forms brought about by mediation in new cultural fl ows, and the hybridisation of meanings brought about by contact between diff erent cultural systems — in the cases of the Confucianist reform movement, spirit mediumship, Dejiao associations, state-sponsored Chingay parades, reform Taoism, and Charismatic Christianity. Th ese represent both changes internal to Chinese religion and those that extend beyond to reanimate modernity in Malaysia and Singapore. I argue that existential anxiety connects both processes as the consequence of hybridisation and the driving force for transfi guration.
