Teknik analisis data yang dipergunakan adalah analisis deskriptif kualitatif (bersifat interaktif) yang terdiri dari ; (data collection), (data display), (data reduction) dan (conclusions ; / verifying). Kemudian dilanjutkan dengan analisis kondisi lingkungan internal dan eksternal, analisis tanggapan responden dan pengembangan strategi.Hasil penelitian ini menunjukan bahwa Jawa Timur Park 1 memiliki daya Tarik yang kuat kepada konsumennya sehingga memicu terwujudnya daya saing yang sangat kompetitif dengan wisata lainya. Coral Reef Habitat Changing Assessment of Derawan Islands, East Kalimantan, Using Remote Sensing Data
CORAL REEF HABITAT CHANGING ASSESSMENT OF DERAWAN ISLANDS, EAST KALIMANTAN, USING REMOTE SENSING DATA MARLINA NURLIDIASARI' AND SYARIF BUDHIMAN2 Abstract Coral reefs in Dcrawan Islands are astonishingly rich in the marine diversity. However, these reefs are threatened by humans. Destructive fishing methods, such as trawl, blasting and cyanide fishing practise, are found to be the main cause of this degradation. The coral reefs habitat reduction is also caused by tourism activities due to trampling over the reef and charging organic and anorganic wastes. The capabilities of satellite remote sensing techniques combined with field data collection have been assessed for the coral reef mapping and the change detection of Derawan Island. Multi-temporal Landsat TM & ETM images (1991 & 2002) have been used. Comparison of the classified images of 1991 and 2002 shows spatial changes of the habitat. The changes were in accordance with the known changes in the reef conditions. The analysis shows the decrease of the coral reef and patchy seagrass percentage, while the increase of the algae composite and patchy reef percentage. Located in East Java, Trenggalek has agricultural, plantation, and fishery products. Unfortu- nately, some of its villages are categorized as underdeveloped villages (Desa Tertinggal). Tegaren village was once a village with IDT (Inpres Desa Terting- gal) status, which then often received assistance from the government. Whereas Winong village, a neighbor of Tegaren village, is also included in a developing village. Tasikmadu village, especially Watulimo Subdistrict, coastal area, is categorized as a developed village, but there are still many poor people. The research that we have done is the development of the ABCD (Asset-Based Community Development) model by Christopher Dureau which focuses on asset utilization. To determine the development of the ABCD method, this study used a mixed approach (mix method) with interview in- struments, observation, and questionnaire distribution. This research will fo- cus on developing and empowering communities in underdeveloped villages of Trenggalek Regency by focusing on local food innovation. The conclusion from this paper includes some reflections on the extent to which the concept of local food innovations. -

Pelayanan publik oleh birokrasi publik merupakan salah satu perwujudan dari fungsi aparatur negara sebagai abdi masyarakat dan abdi negara. Pelayanan publik oleh birokrasi publik dimaksudkan untuk mensejahterakan masyarakat (warga negara) dari satu negara kesejahteraan ( welfare state). Dengan demikian, pelayanan publik dapat diartikan sebagai segala kegiatan pelayanan yang dilaksanakan oleh penyelenggaraan pelayanan publik sebagai upaya pemenuhan kebutuhan penerima pelayanan maupun dalam rangka pelaksanaan ketentuan peraturan perundang- undangan. Ukuran keberhasilan penyelenggaraan pelayanan ditentukan oleh tingkat kepuasan penerima pelayanan. Kepuasan penerima pelayanan dicapai apabila penerima layanan memperoleh pelayanan sesuai dengan yang dibutuhkan dan diharapkan. Dalam konsep manajemen pelayanan, kepuasan pelanggan dapat dicapai apabila produk pelayanan yang diberikan oleh penyedia pelayanan memenuhi kualitas yang diharapkan masyarakat. Untuk menjaga kepuasan pelanggan tersebut, Balai Besar Karantina Pertanian Soekarno Hatta melakukan penilaian indeks kepuasan masyarakat sebagai pelanggan atas pelayanan -
