Contemporary Phuthai Textiles Linda S. McIntosh Simon Fraser University [email protected] © Linda S. McIntosh 2004 The hand-woven textiles of the Phuthai ethnic group continue to represent Phuthai identity but also reflect exposure to foreign elements such as through trade and changes in the regional political power. If one asks a Phuthai woman what is Phuthai dress, she will answer, sin mii lae suea lap lai, or a skirt decorated with weft ikat technique and a fitted blouse of indigo dyed cotton, decorated with hand-woven, patterned red silk. Despite the use of synthetic dyes readily available in the local markets, many women still grow indigo and cotton, and indigo-stained hands and the repetitious sounds of weaving are still found in Phuthai villages. This paper focuses on the Phuthai living in Savannakhet Province, Laos, but they are also found in Khammuan, Bolikhamsay, and Salavan provinces of Laos as well as in Thailand and Vietnam.1 Contemporary refers to textile production in the last thirty years but particularly in the last ten years after the liberalization of the Lao government policies and the return of private business and tourism after the 1980s. -

Thematic Interpretation is the practice of verbal and non-verbal communication, using illustrated and non-illustrated techniques to present complex subject matter in an interesting and engaging way. One model of Thematic Interpretation is TORE™ = Thematic, Organized, Relevant, and Enjoyable “Successful interpretation provokes people to think. Their thinking creates meanings in their own minds. Themes can stay with us, even when we forget the smaller facts that support them. Strong themes stick in our minds, some of them forever”. Themes, because they are whole ideas, are expressed in the same form as information already stored in our minds. So when we communicate a theme effectively we give visitors something they can readily relate, self-appropriate, and incorporate into their thinking. Its speakers are found primarily in southern China and the northern highlands of Vietnam, Thailand, Laos, and Myanmar (Burma). Most speakers of Hmong-Mien languages belong to the so-called Miao and Yao ethnicities (or nationalities). Due to geopolitical circumstances, many speakers of two Hmong-Mien languages from Laos—Hmong and Iu Mien—emigrated to Western countries (the United States, Canada, Australia, Argentina, France, French Guyana, and Germany) between 1970 and 1998, leading to the current worldwide distribution of this language family. Hmong-Mien has two primary branches: Hmongic and Mienic. Hmongic is larger (in terms of number of speakers) and has greater internal diversity. It has also been the focus of more efforts at documentation. As a result, more literature is available on Hmongic languages than Mienic languages. This bibliography represents an attempt to include as many resources on Mienic as possible but nevertheless reflects this fundamental imbalance in sources. General Overviews There are several useful overviews of Hmong-Mien languages, all of which are either lamentably brief or not available in English. An early overview that still may be useful is given in Strecker 1987. Hmong-Mien studies have developed considerably since this article was published, particularly with regard to the classification of Ho Ne (Ho Nte or She), but Strecker 1987 still provides a useful guide to the terminology used for major language varieties in Hmong-Mien. -

Executive Summary, Salavan Province
Executive Summary, Salavan Province Salavan is a southern province of Laos. Covering an area of 16,389 km2 (6,328 sq. mil.), it borders Savannakhet Province to the north, Vietnam to the east, Xekong Province to the southeast, Champasak Province to the south and Thailand to the west. It has a total population of approximately 397,000 people and is divided into 8 districts and 588 villages. Bearing the same name as the province, Salavan City – the provincial capital – sits atop Bolaven Plateau, an ancient volcano that erupted millions of years ago. The city is the administrative, economic, and cultural center of the province. It is reachable by routes 15, 20 and 23. The province is home to 10 distinctive ethnic groups, many of which are small in population, but have their own language. Their houses, lifestyles, beliefs, cultures and rituals are unique and very fascinating. Once this region is easily accessible by road, it will become a popular cultural tourism destination. It is an important bird sanctuary for the country and home to a variety of evergreens. On the northwest of the province, there is Xe Bang Nouan National Protected Forest. Phou Xieng Thong Forest Reserve is the only national protected area on the Mekong River. It covers the entire western border of Salavan and a part of Champasak territory. Currently, there are 327 investment projects operating in the province, 106 of which are privately owned. -

AIPP at a glance The Asia Indigenous Peoples Pact (AIPP) is a regional organization founded in 1988 by LAO PDR indigenous peoples' movements as a platform for solidarity and cooperation. AIPP is actively promoting and defending indigenous peoples' rights and human rights, sustainable develop- Indigenous Peoples in ASEAN ment and management of resources and environment protection. Through the year, AIPP has developed its expertise on grassroots capacity building, advocacy and networking from local to global levels and strengthening partnerships with indigenous organizations, support NGOs, UN agencies and other institutions. At present, AIPP has 47 members from 14 countries in Asia with 7 indigenous peoples' national alliances/ networks and 35 local and sub-national organizations including 16 are ethnic-based organizations, five (5) indigenous women and four (4) are indigenous youth organizations.. Through our Indigenous Women (IW) programme, AIPP aims to empower indigenous women through networking, education and capacity building activities with the overall goal for indigenous women to assert, promote and protect their rights as women and as indigenous peoples. Our Vision Indigenous peoples in Asia are fully exercising their rights, distinct cultures and identities, are living with dignity, and enhancing their sustainable management systems on lands, territories and resources for their own future and development in an environment of peace, justice and equality. Our Mission AIPP strengthens the solidarity, cooperation and capacities of indigenous peoples in Asia to promote and protect their rights, cultures and identities, and their sustainable resource management systems for their development and self-determination. The Plan also reflects the Socio-economic Development Strategy until 2025 and Vision 2030 with an aim to build a new foundation for graduating from LDC status by 2020 to become an upper-middle-income country by 2030. Therefore, the 8th NSEDP is an important tool central to the assurance of the national defence and development of the party’s new directions. Furthermore, the 8th NSEDP is a result of the Government’s breakthrough in mindset. It is an outcome- based plan that resulted from close research and, thus, it is constructed with the clear development outcomes and outputs corresponding to the sector and provincial development plans that should be able to ensure harmonization in the Plan performance within provided sources of funding, including a government budget, grants and loans,
