Year 7-related legislation The Education Legislation Amendment Act 2013 was assented to on 29 August 2013. This Act deals with, among other things, Year 7 becoming the first year of secondary education from 1 January 2015 and, accordingly, amends the Education (Accreditation of Non-State Schools) Act 2001 and the Education (General Provisions) Act 2006. The Board assisted in informing the non-State schooling sector of these changes with information on the Board’s website outlining the Year 7 transitional framework and the impact of those amendments on various categories of non-State schools.

In September 2013, the Board also wrote to all governing bodies, with particularised information about each school under their governance, to inform:

• that, effective from 1 January 2015, Year 7 will be secondary education and will no longer be able to be offered as primary education; and

• of the special transition mechanisms for the governing body of an eligible school to include Year 7 as secondary education in the school’s accreditation and for the governing body to be automatically eligible for Government funding, in circumstances where it is currently eligible for funding for Year 7 or 8.

Consequential amendments to legislation The Education (Queensland Curriculum and Assessment Authority) Bill 2014 was passed by the Queensland Parliament on 12 February 2014 and was assented to on 19 February 2014. These legislative changes will have consequential amendments for the Accreditation Regulation in connection with the educational program under section 7 during the following reporting period.

Establishment of Board and Funding Committee The Accreditation Act provides for the establishment of the Non-State Schools Accreditation Board and the Non-State Schools Eligibility for Government Funding Committee, a committee of the Board. The Board and Funding Committee were established on 21 September 2001.

Funding Committee Section 135(1) of the Accreditation Act provides for the Governor in Council to appoint six members to the Funding Committee according to the categories of membership listed below. Regional visit program The Board and the Funding Committee have conducted a program of regional meetings and school visits since 2002. The regional visit program is designed primarily to facilitate familiarisation visits to as many non-State schools in a geographical location as possible. Small groups of members attend schools, using the visit as an opportunity to gain an insight into the issues schools are currently addressing. The visits are therefore intended for familiarisation purposes only and are not part of the formal accreditation and assessment of Government funding eligibility work undertaken by these two bodies.
