Chairperson’s message

I am pleased to present the 16th annual report non-state schools in Queensland. Their work of the Non-State Schools Accreditation Board has contributed to the Queensland and the Non-State Schools Eligibility for Government’s objectives for the community in Government Funding Committee. a number of ways. In October 2016, visits focused on the Hervey Bay — Maryborough area, and in May 2017, schools in the city of Logan were visited. The Board was sorry to farewell one member this past year. The Reverend Canon Leonard Nairn OAM joined the Board on 18 July 2013 and served as a nominee of the Minister until July 2016. During this period, his constructive and thoughtful approach was manifested on many occasions and he made a significant contribution to the work of the Board.

On 9 February 2017, Mrs Helen Royan was appointed to the Board as a nominee of the Minister and brought with her a wealth of experience as an educator.

The Board and Funding Committee continue to carry out their legislative functions in a changing environment. This year several amendments were made to the Education (Accreditation of Non-State Schools) Act 2001 (Accreditation Act) and the Education (Accreditation of Non-State Schools) Regulation 2001 (Accreditation Regulation), which relate to the collection and retention of school survey data. At this time, there are significant legislative reforms on the horizon for the Board. When enacted, these changes will bring a more streamlined accreditation process and significant changes in the process of determining eligibility for government funding for non-state schools. The Board, together with representatives of the non-state schools community, were invited to participate in consultation with government about these proposed amendments. The Board and its Secretariat will have a busy year to come, as these changes are operationalised. Members look forward to maintaining productive relationships with governing bodies and non-state schools as they continue their work, supporting high quality educational communities achieving positive learning outcomes for their students.

Membership Accreditation Board Section 109(1) of the Accreditation Act provides for the Governor in Council to appoint seven members to the Board according to the categories of membership listed below. As per section 109(2) of the Accreditation Act, a Minister’s consultation nominee: (a) must not be a person who is— (i) an employee of the department or (ii) working full-time in an accredited school or (iii) a director of an accredited school’s governing body or (iv) a member of an entity representing the interests of governing bodies of accredited schools and (b) must have the qualifications, experience or standing the Minister considers appropriate for membership of the Board. Operating environment

Queensland demography The population of Queensland has more than doubled in 40 years. The state’s population has increased from 2.09 million people in 1976 to 4.85 million in 2016, which amounts to an increase of 2.76 million or 132 per cent. In the 30 years from 2016 to 2046, the population is expected to grow by another 3.0 million to 7.84 million (medium series projection). This represents a growth of approximately 62 per cent over 30 years. By 2061, the population in Queensland is expected to reach 9.56 million (medium series projection). Compared with the population in 2016, Queensland is expected to have another 4.7 million people in 2061 (medium series projection). Figure 2 shows the population growing from 4.85 million in 2016 to 9.56 million in 2061 (medium series). The high and low series represent a range of likely alternative population growth scenarios. If the high series predictions are reached, the Figure 3 (overleaf) shows an increase in number of children and young people in 2061 Queensland’s population of children aged 5 to will be 1.84 million, more than double the 17 years from 820,691 in 2016 to 1,454,735 in population in 2016 (0.821 million). 2061 (medium series). In the 25 years between 2016 and 2041, a further increase of 333,894 is expected. In the 20 years between 2041 and 2061, an increase of 300,151 is forecast, reaching 1,454,735 by 2061 (medium series).

The Non-State Schools Eligibility for Government Funding Committee Business Procedures Under section 126(5) of the Accreditation Act, the Board may decide matters about the Funding Committee and any other committee of the Board that are not provided for under the Accreditation Act including, for example, the way a committee must conduct meetings. On 5 September 2002, the Board approved the Non-State Schools Eligibility for Government Funding Committee Business Procedures (the ‘Funding Committee Business Procedures’). The Funding Committee Business Procedures are confined to the Funding Committee and do not extend to other committees that the Board is authorised to constitute from time to time. The Funding Committee Business Procedures are not a statutory instrument within the meaning of that term in the Statutory Instruments Act 1992.

Feedback from clients on performance The Board sought written feedback from all applicants (that is, governing bodies) for which a Board decision was made during the reporting period.

Each applicant was asked by email to provide feedback through an online questionnaire for each application lodged. The questionnaire was deliberately kept to seven questions so as to require a minimal amount of time for respondents to complete. Respondents were also invited to provide comments beyond the set questions.

Respondents were not required to identify themselves, however the majority included identifying details in the optional section of the questionnaire. Twenty-four governing bodies, which covered 26 applications, were approached for feedback, with responses being received from nine. Table 10 (overleaf) gives an overview of responses.

Open data strategy In the reporting period, the Board reviewed its Open Data Strategy 2015-2019 in line with government requirements. The strategy is meant to identify, assess and prioritise data for release; outline a four-year forward plan for delivery of the initiative; and include other topics, such as approaches to governance, regulatory compliance, and an objective to minimise duplication of effort. The Board’s updated strategy (Open Data Strategy 2016-2020) was published online in February 2017.
