REVIEW AND DEVELOPMENT OF THE HAMP....................................77 List of Appendices Appendix 1 Bus routes Appendix 2 Bus route map Appendix 3 Staff structure Appendix 4 Details of planned asset survey DRAFT HAMP 4 1 INTRODUCTION 1.1 Definition The definition of Asset Management contained within the County Surveyors Society Framework for Highway Asset Management (the Framework) states: “Asset management is a strategic approach that identifies the optimal allocation of resources for the management, operation, preservation and enhancement of the highway infrastructure to meet the needs of current and future customers.” This Highways Asset Management Plan (HAMP) aims to follow this approach and is written in accordance with the Framework. 1.2 Purpose This document is the initial HAMP for the London Borough of Lambeth (LBL). It is intended to determine and inform the current and future approach used for the management of the highway network managed by LBL. The document recognises the current weaknesses as well as strengths of the current approach to management of the highway network as an asset and recommends ways to improve current practices. The HAMP aims to bring together themes that define an asset management approach as defined by the Framework, including: Strategic Approach: A systematic process that takes a long term view Whole of Life: The whole life/life-cycle of an asset is considered Optimisation: Maximising benefits by balancing competing demands Resource Allocation: Allocation of resources based on assessed needs Customer Focus: Explicit consideration of customer needs In addition, the HAMP is intended to set out a framework for improvement of existing management systems and data. 1.3 Scope This HAMP includes all aspects of the Highway Network managed by LBL as the Highway Authority. Assets include carriageways, footways, cycle-ways, earthworks, non- illuminated signs, drains, road markings, street furniture, structures, green spaces and trees. Street lighting and illuminated signs are currently managed under a PFI contract and therefore are not covered in detail by this HAMP. DRAFT HAMP 5 The traffic signals within Lambeth and throughout London are operated by Transport for London (TfL) through the Traffic Light Control Centre. They are responsible for designing, installing, and maintenance. Traffic signals are therefore not included within the HAMP. The HAMP does, however, take into account adjoining highway networks managed by TfL and neighbouring authorities, as well as assets placed on the highway network but owned by other agencies, for example traffic signals, enforcement/security cameras, bus shelters and public toilets, as these will undoubtedly affect the maintenance of the network. 1.4 Key Stakeholders This HAMP is intended to determine and inform the current and future approach used for the management of the highway network managed by the London Borough of Lambeth. Initially it will be used to provide information to Council Members and Senior Management about the resources and practices required to develop an asset management approach as recommended in the Framework and for the benefits as set out below. The HAMP should also be used by operational managers and staff in order to gain an understanding of high level strategies and objectives that affect the service and in order for all staff to move towards a Whole of Life asset management approach. A key element of the HAMP is the asset valuation. This will increasingly be of interest to the Council’s financial officers as they develop Whole of Government Accounts. The HAMP should also help to inform and engage members of the public who use the highway network. Finally, the HAMP should interact with other key strategic documents such as the Local Implementation Plan, the Network Management Strategy, the Highways Design Guide, the Community Strategy and Service Plans, and therefore officers responsible for these documents will have a keen interest in the HAMP. 1.5 Drivers for Asset Management The road network is vital to the national and local economy; this is as true in a busy urban environment such as Lambeth as anywhere. The road network in Lambeth is probably the most valuable community asset under its control. However, it is recognised

Brief history On 5 March 1917, the War Cabinet approved a proposal for the creation of a National War Museum to record the events still taking place in the First World War. Interest among the Dominion governments soon led to it being re-named the Imperial War Museum. 9 June 1920 the museum is opened at the Crystal Palace by King George V. In 1924 the Imperial War Museum moves to a location in South Kensington. 7 July 1936 the future King George VI re-opens the museum at its present home on Lambeth Road, South London on the central surviving part of the former Bethlem Royal Hospital site, the lunatic asylum popularly known as Bedlam In 1939, IWM begins moving its collections away from London, and closes from 1940 to 1946. Its remit is also expanded to include the Second World War. July 2014, IWM London re-opens after a major redevelopment designed to commemorate the Centenary of the First World War In 2017, IWM marks its Centenary.
