INTRODUCTION A. The Project 7. The Project primarily involves rehabilitation of the existing railway networks consisting of (i) 338 km section of the Northern Line linking Phnom Penh with Sisophon; (ii) 264 km of the Southern Line linking Phnom Penh with the port city of Sihanoukville, and (iii) a 6-km branch line from Phnom Penh station to the petroleum depot facilities at Ton Le Sap River. The project works also include reconstruction of another 48 km of the Northern Line – called the “missing line” – from Sisophon to Thai/Cambodia border at Poipet, which was removed during the civil war of 1970s. The reconstructed line will re- establish the railway connection with Thailand. B. Project Impacts 8. During the PPTA period, it was estimated that about 2,629 Households (AHs) will be affected by the railway rehabilitation project. In addition to the above number of affected households, there are also bamboo rail transport operators that will lose their source of livelihood once the railway lines are rehabilitated; 189 operators are currently operating along the whole line. 9. A survey team was mobilized by the ADB and IRC to survey and consult affected households and prepare Addendum to the approved RP 2006. The survey team in March and June 2007 located as result in table 1. In among of 1,418 AHs in Banteay Meanchey, Battambang, Pursat and Sihanoukville who needed relocation. 822 of them were in the master list of AHs of the approved 2006 RP which covers ten provinces and cities; the other 615 were newly identified AH1 but have been ascertained to be living in the COI even before the conduct of the IOL 2006. 10. Table below shows the figure of landless AHs provided in the addendum to the approved RP 2006 and final figure of landless in the URP implementation of Northern Line and Missing Link in 2008, Southern Line in 2009 Poipet section and Phnom Penh section in 2010 only 857 AHs have relocated as results of landless. Table 1: Distribution by province of severely Affected Households Final figure of landless in the Landless figure in the Addendum to URP Implementation of the approved RP 2006 NL&ML/2008, SL/2009, Poipet Province & Phnom Penh/2010 Total New AHs Relocating Relocating landless number identify landless Banteay Meanchey 1,092 483 1,013 604 Battambang 216 129 93 48 Pursat 62 26 16 33 Kampong Chhnang 6 0 1 0 1 There is a number of the AHs in the master list of the approved RP 2006 were unable to find during the survey. Therefore, AHs in the old master list plus newly identified AHs is more than 1,418 AHs. 1/35 Final figure of landless in the Landless figure in the Addendum to URP Implementation of the approved RP 2006 NL&ML/2008, SL/2009, Poipet Province & Phnom Penh/2010 Total New AHs Relocating Relocating landless number identify landless Sihanoukville 42 29 42 33 Phnom Penh NA NA NA 143 Total 1,418 615 1,165 861 Note: for more detailed information, please read in section 4.1.4 11. Table 2 presents a detailed summary of the impact of the Northern line and Missing link– from KP+ 47+131 to Sisophon and up to Poipet Station – with regard to displacement and resettlement needs. As evident from the table, a total of 1,165 households (or 5,392 persons) will be affected by the Northern Line. Of this, 134 AHs are vulnerable meaning that they might disproportionately suffer from resettlement impacts. A total of 157 BTROs, have been identified within the Northern Line, who are eligible for vulnerability assistance under the entitlement matrix. 12. During the RP updating, the impact of the Northern line and Missing link has resulted as describe in table below: Table 2: Impacts of the Northern Line and Missing Link– Summary (Year: 2008) URP (2008) URP Implementation No. Indicator North Missing Total North Missing Total 1 Total AHs 847 318 1,165 8392 318 1,157 2 Total APs 3,825 1,567 5,392 3,789 5,392 9,181 3 No. of vulnerable AHs 98

  • Cambodia: Comfrel's Report on Irregularities in Voter List Revision
Cambodia: Comfrel’s Report on Irregularities in Voter List Revision and Voter Registration During the process of voter list revision and voter registration for 2007, lasting from September 15 to October 20, 2007, COMFREL has deployed around 200 observers to observe in 400 communes/sangkats across 24 provinces/cities.1 In general, COMFREL observes that both the political and security environment have been improved, although some voters used to or have felt concerns about insecurity, as in previous pre-national election periods. COMFREL highly appreciates the efforts of the National Election Committee (NEC) and officials at all levels, especially village and commune authorities, who have been carrying out voter list revision and voter registration. In some communes, clerks and councils have worked together to create mobile registration working groups to register voters in villages. However, COMFREL observes that the speed of voter registration this year is slower than that of last year. According to NEC temporary results, dated September 28, 2007, by September 26, 2007, in 1,608 communes/sangkats across 24 provinces/cities, the number of newly registered voters was 233,776, which represents 34% of the NEC estimate of 682,459. For the same period in 2006, the rate of voter registration was 47% (273,477 of an estimated 577,205 new voters to be registered). Meanwhile, COMFREL has doubts about the NEC’s unclear estimation on the number of voters to be registered, as the NEC made a wrong estimation number of new voters to be registered in 2006 (estimating around 570,000 new voters while in reality the number had increased to 1.2 million).

ABC DIRECTORY BOOKLET 2020 Cambodia is a young economy that has been developing on the basis of a free and open market scheme since the early 1990s. The banking sector has steadily developed. It has been resilient, Dr. In Channy stable, and integrated within regional and global markets. Its sound Chairman of ABC development is crucial to the growth of economic activities and in 2019 diversification, especially financial integration in the region. Credit has steadily increased and has benefited various sectors of the economy. Along with robust economic growth, Cambodia’s banking sector continues to gradually develop. With this healthy financial intermediation, the National Bank of Cambodia (NBC) in collaboration with the Association of Banks in Cambodia (ABC) has been promoting financial inclusion while also ensuring financial stability. Higher and better regulation, increased coordination between regulators of partner coun- tries, and a large common commitment in safeguarding financial stability are all necessary to allow harmonious and sustainable growth. These are all objectives that are core elements of the ASEAN Economic Community, particularly the financial integration frame- work. Preface We, member of Cambodia Children and Young People Movement for Child Rights ( CCYMCR ) facilitated by Child Rights Foundation, are pleased inform you‐adults, and boys and girls who are working for the best interests of children and youth‐ that we have noticed that there are a significant number of organizations, associations, groups or clubs led by children and youth across Cambodia. We first published a directory in 2005. As a result, we had learned that there were 217 child or youth‐led organizations and clubs. We second published a directory in 2006. We had learned that there were 290 child or youth‐led organizations and clubs across Cambodia. However, we were not sure whether the number of these organizations, associations, groups and children and youth clubs was increasing or decreasing in 2010. In respond to lack of the above information, we have redone a research to find out the clear‐ structured organizations and children and youth clubs led by children and youth under 24 years of age, still in operation across Cambodia and having contact address in order to compile a directory of child and youth‐led organizations, associations, groups or clubs the third time. The result of this third research indicates that there are 717 organizations, associations, groups, children and youth clubs operating in Cambodia. CCYMCR will update this book in the coming year, and we do hope that children and youth clubs, which have not been listed in the book, will send us their information once the book is to compile again. The main objective of this research is to identify activities implemented by children or youth clubs so as to facilitate our future collaboration.
