The 22nd quarterly report is covered from 16th May to 15th August 2013. During the monitoring period, EMO has focused their activities mainly in Poipet, Northern and Southern Line, and Phnom Penh section such as observation on IRP progress, follow up relocation process, and follow and find out outstanding issues. 2. Up to now, DMS of the project was completely done with results totally 3,813 AHs. Among them there are 3,559 AHs signed their contracts (see annex 2 for more detailed results). In addition, 186 BRTOs have signed their contracts. Rental allowance was also provided to 130 tenants in Poipet section, Banteay Mean Chey province. 177 vendors (231 kiosks) agreed to sign their contracts and get their payments. 3. Until 15th August 2013, there are 3,520 AHs received their compensation payment. 186 BRTO, 130 tenants and 177 vendors (equal to 231 kiosks) also received payments for their compensations. The total amount of cash compensation, which IRC has paid, is USD 1,368,538.65, comprising USD 964,321.00 for structures compensation, USD 48,571.65 for tree compensation, USD 297,631.00 for other allowances, USD 45,875.00 for BRTOs, USD 9,750.00 for Tenant allowance and USD 2,390.00 for vendors in "Ra market". 4. On 20th May 2013, there are about 40 persons (representative of 90 AHs) came in front of Ministry Economy and Finance to submit complains directly to Resettlement Department/IRC. Based on EMO’s explanation, they agreed to lodge complains through the grievance mechanism at Commune Resettlement Sub-committee and forwarded through District and Provincial Resettlement Sub-Committee up to IRC. Now, the complaints are reviewing. IRC will respond soon to the complainers about its results. 5. With the IRP, the training course was provided on Chicken raising - 149 APs, Mushroom growing – 115 APs, Pig raising – 29 APs, off-farm training – 48 APs, and financial and business management – 202 APs. There was also established 14 SHGs with 455 members who received EIRP fund for USD 333,515.00. 6. There are some outstanding issues during the monitoring period. Please read in section V. iii/35 I. INTRODUCTION A. The Project 7. The Project primarily involves rehabilitation of the existing railway networks consisting of (i) 338 km section of the Northern Line linking Phnom Penh with Sisophon; (ii) 264 km of the Southern Line linking Phnom Penh with the port city of Sihanoukville, and (iii) a 6-km branch line from Phnom Penh station to the petroleum depot facilities at Ton Le Sap River. The project works also include reconstruction of another 48 km of the Northern Line – called the “missing line” – from Sisophon to Thai/Cambodia border at Poipet, which was removed during the civil war of 1970s. The reconstructed line will re- establish the railway connection with Thailand. B. Project Impacts 8. During the PPTA period, it was estimated that about 2,629 Households (AHs) will be affected by the railway rehabilitation project. In addition to the above number of affected households, there are also bamboo rail transport operators that will lose their source of livelihood once the railway lines are rehabilitated; 189 operators are currently operating along the whole line. 9. A survey team was mobilized by the ADB and IRC to survey and consult affected households and prepare Addendum to the approved RP 2006. The survey team in March and June 2007 located as result in table 1. In among of 1,418 AHs in Banteay Meanchey, Battambang, Pursat and Sihanoukville who needed relocation. 822 of them were in the master list of AHs of the approved 2006 RP which covers ten provinces and cities; the other 615 were newly identified AH1 but have been ascertained to be living in the COI even before the conduct of the IOL 2006. 10. Table below shows the figure of landless AHs provided in the addendum to the approved RP 2006 and final figure of landless in the URP implementation of Northern Line and Missing Link in 2008, Southern Line in 2009 Poipet section and Phnom Penh section in 2010 only 857 AHs have relocated as results of landless. Table 2 presents a detailed summary of the impact of the Northern line and Missing link– from KP+ 47+131 to Sisophon and up to Poipet Station – with regard to displacement and resettlement needs. As evident from the table, a total of 1,165 households (or 5,392 persons) will be affected by the Northern Line. Of this, 134 AHs are vulnerable meaning that they might disproportionately suffer from resettlement impacts. A total of 157 BTROs, have been identified within the Northern Line, who are eligible for vulnerability assistance under the entitlement matrix. 12.
