14 15 Memorandum of Rules, Duties, Privileges of Local District Associations

Title. 1. This District Association shall be called the "Craven and District Football Association", shall be affiliated with and directly under the control of the West Riding County Football Association Ltd.

Area. 2. The area of the District Association shall be defined by the West Riding County Football Association Ltd and shall not be altered without the consent of the West Riding County Football Association Ltd.

Government. 3. Each District Association shall be governed by a Council, which shall be constituted as the District Association determine. The Constitution of the Council shall be fixed at the Annual General Meeting of the District Association.

Local District Representative. 4. Each District Association shall appoint its representatives to the West Riding County Football Association Ltd, who shall be elected by the District Association's Council on/ or before 31st July in each year.

Duties and Privileges. 5. District Association may act, if so desired, as a body for insuring players against accidents. The rules of any such scheme shall be in accordance with the rules of the Football Association and shall be approved by the West Riding County Football Association Ltd.

6. Each District Association's Annual General Meeting shall be held no later than July 31st in each year. Each club having paid its affiliation fees to the respective County Association for the current season before the date of the Annual General Meeting, shall be entitled to send a representative to this and any other General Meetings of the District Association. At the written request of a quarter of the members of the District Association the Secretary of the District Association shall call a Special General Meeting allowing at least ten day's notice. 7. The representative of any club or competition concerned in a complaint or in any dispute, shall not be eligible to sit on the Council while the said complaint or dispute is being discussed.

8. The Officers of the District Football Association shall be empowered to carry out work of their Association until the Council is appointed. 14 15 9. The Council, or any Committee which it appoints to investigate and decide upon matter shall have the power to punish any Club, Officials, players or Members of the Council by expulsion, fine, or otherwise as they may think fit, should any of the parties enumerated above be found to have been guilty of any breach of Rules of the District Association, any competitions - but not for breach of the Laws of the Game.

10. The District Association shall have the first claim on the services of any player or official for its official matches.

11. All Clubs within their area affiliated with the West Riding County Football Association Ltd shall, if called upon, place their players and ground at the disposal of the District Association for one match each season: a minimum of 10 per cent of the proceeds less expenses shall be paid for the use of the ground if required.

12. Fines imposed by the District Association must be paid within fourteen days of the receipt of notification. Any club or individual failing to do so shall have the fine doubled and be charged an administration charge of £25.00. All other charges imposed by the District Association shall be paid within fourteen days of the date stipulated for payment. A club or individual failing to pay as instructed shall be charged an administration fee of £25.00. The club or individual shall be suspended and / or expelled from all competitions governed by the District Association and its committee members and its players referred to the West Riding County Football Association. A District Association shall have the power to suspend Clubs for non-payment of monies, which are owing to the District Association. 13. Clubs, players and officials may appeal. The protest or appeal shall be in writing, and shall be sent together with a Postal Order or Cheque for the amount as provided for by the competition rules, by registered letter, to the Secretary of the District Association, so as to reach him within seven (7) days of the date of the meeting and an exact copy of the same shall at the same time be sent by registered letter to the individual Club or Competition, etc against whom the appeal is made. The grounds of the appeal shall be fully stated and in the case of an appeal being improperly lodged, or deemed to be frivolous, the deposit fee may be forfeited. The District Association as the case may be, shall have the power to compel any party to the complaint to pay such expenses as may be deemed fit, or they may inflict such other punishment or fines as they think fit. The District Association may order any Club whose protest fails, to pay the expenses of any such protest. 14. The minutes and proceedings of the District Association shall be submitted if required to the West Riding County Football Association Ltd for confirmation.

15. The income and property of the District Association shall be at their complete disposal providing that such income and property shall be applied solely towards the promotion 16 17 of the objects of the Football Association.

The funds of the District Association shall be lodged with an approved Bank in the name of the President or Chairman and Treasurer of the Council. All accounts shall be submitted for the approval of the District Association Council.

Auditors shall be appointed annually, and they shall audit the accounts. An audited Balance Sheet shall be sent to each club at least seven (7) days before the Annual General Meeting of the District Association. All trophies of a District Association, and such other effects or assets as may be acquired from time to time, shall be held in trust by the President and Treasurer of the District Association who shall for all intents and purposes be their legal owner.

Should a District Association become defunct, its surplus assets should be applied by the West Riding County Football Association Ltd in liquidating any liability of the District Association. If the surplus assets shall be more than sufficient to liquidate such liability, the balance shall be disposed of in accordance with rule 8 of the Football Association's regulations applying to Cup Companies.

If such assets shall be insufficient to liquidate the District Association's liabilities, a levy shall be made on the Clubs in the area to produce a sum sufficient to do this.

16. District Associations shall submit a copy of its rules each season to the West Riding County Football Association Ltd for approval.

17. In all other respects the District Association shall be governed and guided by the rules of the West Riding County Football Association Ltd on points of issue.

18. Rule changes can only be made at an Annual General Meeting or an Extraordinary meeting called for this purpose. These rules shall be submitted to the West Riding County Football Association Ltd for approval within fourteen (14) days of the meeting.

19. Each District Association is entitled to receive each year from the West Riding County Football Association Ltd an appropriate proportion of its Clubs affiliation fees and referee's subscriptions.

NOMENCLATURE AND CONSTITUTION 1. The Association shall be called “The Craven District Football Association” herein after referred to as “The Association”. All Clubs whose headquarters are within the area of The Craven District Football Association as defined by The West Riding County Football Association Ltd shall be members of The Association. All such member Clubs shall be affiliated to The West Riding County Football Association Ltd. The Association shall apply annually for sanction to The West Riding County Football Association Ltd.

ENTRY FEE, SUBSCRIPTION, DEPOSIT. 2. (A) Affiliated Clubs to the WRCFA will be invited to enter the Craven Football Association Cup Competitions. Entry into this competition is by application each season and is subject to permission from the respective league in which the team play their normal fixture. Teams cannot be charged for non-participation. Application from teams from outside Craven District Football Association may only be accepted where there is no suitable competition in the teams parent District Association. The entrance fees shall be: (B) Blue Fin Insurance Challenge Cup:- Forty (£40:00) pounds per team. Norman Pratt Trophy:- Twenty Five (£25:00) pounds per team. Fee/s must be paid to the Treasurer before the last day in August each year. Failure to do this will entail a fine of five (£5.00) pounds. (C) A Club shall not participate in the competitions until the entry fee is paid. (D) Clubs must advise annually to the Secretary in writing by 31st July of its West Riding County Football Association affiliation number for the forthcoming season failing which they shall be fined £10.00 (ten pounds). Clubs must also advise the Secretary, on the prescribed form, of details of it’s Headquarters, Officers and any other information required by Competition.

OFFICERS 3. The Officers of The Association shall be the President, not more than 3 Vice Presidents, Hon Life Members, (Qualification being 21 years service on the Association), Hon Secretary, Assistant Secretary, and Hon Treasurer, to be elected annually at the AGM.

MANAGEMENT, NOMINATION, ELECTION. 4. (A) The Association shall be governed in accordance with the Rules and Regulations of The Football Association by a Council (herein after referred to as The Council), comprised of the Officers and not more than twelve (12) members, who shall be elected at the AGM. (B) Retiring Officers shall be eligible to become candidates for re-election without nomination. All other candidates for election as Officers or Members of the Council shall be nominated to The Secretary no later than 7th May each year. Names of the candidates shall be circulated to member Clubs with the notice of the AGM.

18 19 (C) The Council shall elect a Chairman at their first meeting following the AGM. (D) The Council shall meet monthly or as often as is necessary to deal with business as it arises. (E) Except where otherwise mentioned all communications shall be addressed to The Secretary who shall conduct the correspondence of The Association and keep a record of its proceedings. (F) All communications received from member Clubs must be conducted through their nominated Secretary / Officers. (G) Any members, other than an Officer, absenting himself from three consecutive meetings, without sending a reason for absence, satisfactory to the Council, shall be deemed to have resigned. POWERS OF MANAGEMENT 5. (A) The Council may appoint such other sub-committees as they may consider necessary and may delegate such of their powers as they deem necessary may call upon each Club (including any club which may have withdrawn during the season) to such committees. The decisions of all such committees shall be reported to the Council for ratification. (B) Subject to the permission of The West Riding County Football Association Ltd having been obtained the Council may order matches to be played each season, the proceeds to be devoted to the funds of the Association and if necessary contribute equally such sums as may be necessary to meet any deficiency at the end of the season. (C) Each member of the Council shall have the right to attend and vote at all Council Meetings and have a vote thereat, but no member shall be allowed to vote on any matters appertaining to such Member or to the Club so represented. (This shall apply to the procedure of any Sub-Committee). In the event of the voting being equal on any matter, the Chairman shall have a second or casting vote. (D) The Council shall have powers to apply, act upon and enforce the Rules of the Competition and shall also have jurisdiction over all matters affecting the Competition, including any not provided for in the Rules. With the exception of Rules 5(I), 6(H), 10(A), 11 and 19, for all breaches of Rule a formal written charge must be issued. The respondent shall be given seven days from the date of notice to reply to the charge and given the opportunity to:- (i) Accept or deny the charge (ii) Submit in writing a case of mitigation, or (iii) Put their case before the Council. (E) All decisions of the Council shall be binding subject to the right of appeal to the Board of Appeal in accordance with Rule 16. Decisions of the Council must be notified in writing to those concerned within seven (7) days. (F) Five (5) Members of the Council shall constitute a quorum for the transaction of business of the Council and three (3) members shall constitute a quorum for the transaction of business by any sub-committee of the Council. (G) The Council, as it may deem necessary, shall have power to fill in an acting capacity any vacancies that may occur among their number. (H) A Member Club having failed to comply with an order or instruction of the Council, or failing to satisfactorily attend to the business and/or correspondence of the Association shall be liable to be fined or otherwise penalised at the discretion of the Council. (I) All fines and charges shall be paid within fourteen (14) days of posting of the written notification.

20 21 Clubs, Officials or individuals committing a breach of this Rule will incur such penalties as the Council may impose. (j) The Council have the power to co-opt any person whom they feel may be able to offer special service or advice to The Association. ANNUAL GENERAL MEETING 6. (A) The Annual General Meeting shall be held not later than 31st July each year. At this meeting the following business shall be transacted provided that at least 50% of eligible Member Clubs are present and entitled to vote:- (i) To receive and confirm the Minutes of the preceding Annual General Meeting. (ii) To consider any business arising therefrom. (iii) To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts. (iv) Election of Officers and Council Members. (v) Appointment of Auditors. (vi) Alteration to Rules, if any (of which notice has been given). (vii) Other business of which due notice shall have been given and accepted as being relevant to the Annual General Meeting. (B) A copy of the duly audited Balance Sheet, Statement of Accounts and Agenda shall be forwarded to each Club at least fourteen (14) days prior to the meeting, and to the West Riding County Football Association Ltd. (C) A signed copy of the duly audited Balance Sheet and Statement of Accounts shall be sent to the West Riding County Football Association Ltd within fourteen (14) days of its adoption by the Annual General Meeting. (D) Each Member Club shall be empowered to send one (1) delegate to an Annual General Meeting. Each Club shall be entitled to one vote only. (E) Clubs who have withdrawn their Membership of the Competitions during the season being concluded or who are not continuing Membership shall be entitled to attend but shall vote only on matters relating to the season being concluded. (F) All voting shall be conducted by a show of voting cards unless a ballot be deemed by at least 75% of the delegates qualified to vote or the Chairman decides. (G) Associate Member Clubs:- Not applicable. (H) Any continuing Member Club failing to be represented at the Annual General Meeting shall be fined the sum of thirty pounds (£30.00) but half of any fine will be donated to the West Riding County Football Association Ltd Benevolent Fund. AGREEMENT TO BE SIGNED 7. The Chairman and the Secretary of each Club shall complete and sign the following agreement which shall be deposited with the Council: "We, A,______of______(Chairman) and B,______of______(Secretary) of the______Football Club have been provided with a copy of the Rules and Regulations of The Craven District Football Association District Cup Competitions

20 21 and do hereby agree for and on behalf of the said Club, to conform to those Rules and Regulations and to accept, abide by and implement the decisions of the Executive Committee of the Competitions, subject to the right of appeal in accordance with Rule 16. Any alteration of the Chairman and / or Secretary on the above Agreement must be notified to the West Riding County Football Association Ltd to which the Club is affiliated and the Secretary of The Craven District Football Association. QUALIFICATION OF PLAYERS 8. (A) Contract players, as defined in Football Association Rules, are not permitted in this competition with the exception of those players who are registered under Contract with the same Club who have a team operating at Steps 1 to 6 of the National League System. (B) A registered playing member of a club is one who, being in all other respects eligible, has signed a fully and correctly completed Competition registration form in ink, countersigned by an Officer of the Club, or a pre-registered player who has signed the register signed by the Association Secretary and who has been registered with Association Secretary seven (7) days prior to playing and being in receipt of an acknowledgement of the registration forms from the Association Secretary. (C) A team shall not include any players in the Norman Pratt Trophy Competition who have taken part in either the Craven Challenge Cup or the Morrison Cup as a player or as a substitute and having played. Seven (7) days before the date of the first game each season, each club shall be required to nominate two (2) reserve team players, who at the discretion of the Club and in an emergency may be allowed to play in one game only in either the Craven Challenge Cup or Morrison Cup Competitions that season. The names of these two (2) nominated players may not be altered throughout the season except if the players are transferred. If the transferred players have not played in either the Craven Challenge Cup or Morrison Cup Competition, then at the discretion of the Council, another name may be substituted but under no circumstances whatsoever may any other amendments or additions to the two (2) names be made. (D) A player having taken part in matches for any club affiliated to any County Football Association shall not be allowed to join, be transferred to, or sign for a Club in the Competition without first proving to the officials of the intended Club that the player has discharged all reasonable financial liabilities to the previous Club or Clubs and a Club official may not accept such players signature without first ascertaining whether such claims have been discharged to the satisfaction of the Club, or Clubs, for which the player last played. (E) Not Applicable to this Competition. (F) The Council shall decide all Registration disputes. In the event of a player signing a registration form or having a registration submitted for more than one club priority of registration shall decide for which club the player shall be registered. The Secretary shall notify the club last applying to register the player of the fact of the previous registration. (G) It shall be deemed misconduct for a player to:- (i) Play for more than one Club in any Craven District Football Association Cup Competition in the same season without first being transferred. (ii) Having signed for one Club in the Competition, sign for another Club in the Competition in that season except for the purpose of a transfer. (iii) Submit a signed registration form for registration that the player had wilfully neglected to accurately or fully complete. (iv) A transferred player if having played in the Craven Challenge Cup and/or the Morrison

22 23 Cup for his previous Club, may not play for his new Club in either of the aforementioned competitions. (v) A transferred player if having played in the Norman Pratt Trophy Competition for his previous Club, is eligible to play for his new Club in either the Craven Challenge Cup and/or the Morrison Cup. (H) (i) The Council shall have the power to accept the registration of any player. (ii) The Council shall have the power to refuse, cancel or suspend the registration of any player or may fine any player except those under 18 years of age at their discretion who have been charged and found guilty of registration irregularities. (Subject to Rule 16) (iii) The Council shall have the power to cancel the registration of any player found guilty of undesirable conduct (Subject to Rule 16). Undesirable conduct shall mean an incident of repeated conduct which may deter a participant from being involved in this Competition. (iv) (Note: Action under clause (iii) shall not be taken against a player for misconduct until the matter has been dealt with by the appropriate Association and then only in cases of the player bringing the Competition into disrepute and will in any case be subject to an Appeal to the Football Association). For the purpose of this Rule, bringing the competition into disrepute can only be considered where the player has received in excess of 112 days suspension, or 10 matches in match based discipline. In a period of two years or less from the date of the first offence. Before refusing or cancelling a player’s registration the following procedure must be applied: The player must be written to and charged and state that his continued registration is in question. He must be told that he has fourteen (14) days in which to respond and that he may accept the charge, submit a written plea in mitigation or ask for a personal hearing. It must be stated that if he does not respond within the specified time that the matter will be dealt with and the decision conveyed to him. Should the player opt for a personal hearing he should be furnished with a date, time and venue to attend and informed that should he fail to appear the matter would be dealt with and the decision conveyed to him. It should also be pointed out to the player his right of appeal. NB: Any charge brought against a player must only relate to incidents, misconduct etc occurring in that particular competition. (I) (i) Each Club taking part in the Craven Challenge Cup and the Morrison Cup Competitions shall be represented by its recognised first team. Clubs taking part in the Norman Pratt Trophy shall be represented by its recognised reserve team. (ii) All players in these Competitions must be bona fide playing members of the Club. (iii) All players must be registered on a Craven District Football Association Cup Registration Form, obtainable from the Association Secretary. A stamped addressed envelope for the return of the form must be enclosed or alternatively a scanned copy by email. Failure to comply will result in a fine of six pounds (£6.00). (iv) A fee of one pound (£1.00) shall be paid for each player registered. On the 31st January each season an invoice for the total amount payable will be sent to each Club. Payment must be sent to the Association Treasurer within fourteen (14) days of receipt of the invoice. Failure to comply will result in a fine of ten pounds (£10.00) (v) Registrations are valid for one season only. (J) A player may not be registered after 31st January except by special permission of the Council. (K) A Club shall keep a list of players it registers and a record of the games played in each cup competition and shall produce such records upon demand by the Council. 22 23 (L) A Register containing the names of all players registered for each Club, with the dates of registration, shall be kept by the Association Secretary and shall be open to the inspection of any duly appointed member club representative at Council meetings or other times mutually arranged. Registrations are valid for one season only. (M) Not applicable to this Competition. (N) (i) Notwithstanding the latest date for registration of players, no player who has not played in any round preceding the semi-final shall be allowed to play in either the semi-final or final of the Craven Challenge Cup, Morrison Cup and the Norman Pratt Trophy Competitions. (ii) Any player who has played in the Craven Challenge Cup or the Morrison Cup Competitions, shall not in that season be eligible to play in the Norman Pratt Trophy Competition except by permission of the Council. (O) Any Club playing an unregistered player or otherwise ineligible player shall be fined on each count twenty five pounds (£25.00) and eliminated from the Competition.__Any team eliminated from the Craven Challenge Cup Competition for breach of this rule shall not be allowed to play in the Morrison Cup Competition. (The following Clause applies to Competitions involving players in full time secondary education) (P) (i) Priority must be given at all times to school and school organisations activities. (ii) The availability of children must be cleared with the Head Teachers. (except for Sunday Leagues). (iii) To play open age football the player must have achieved the age of 16. CLUB COLOURS. CLUB NAME 9. (A) Each Club must register the location of their home ground, the colour of each team's shirts and shorts with a second choice, with the Association Secretary by 31st July each year, who shall decide as to their suitability. Failure to comply will incur a fine of ten pounds (£10.00). Goalkeepers must wear colours, which distinguish them from other players and the referee. No player, including the goalkeeper, shall be permitted to wear black or very dark shirts. All players shall wear a distinctive number, but this can be worn on either shirts or shorts. Any team not being able to play in its normal colours, as registered with the Association, shall notify the colours in which they will play to its opponents at least four (4) days before the match. If, in the opinion of the referee, both Clubs have the same or similar colours, the away team shall make a change. Any team not having a change of colours or delaying the kick-off by not having a change shall be fined the sum of five (£5.00) pounds In the event of teams playing in the semi- final or final of a competition having the same or similar registered colours then the choice of colours will be decided by the toss of a coin. In the event of a replay the opposing team shall have the choice of colours. The colours of the opposing team shall be distinctive. The Association Secretary may request shirts to be submitted if complaints are received as to lack of distinguishing colours, and Council may refuse to permit any shirts or shorts as they think fit. (B) Any Club wishing to change its name and/or colours must obtain permission from the West Riding County Football Association Ltd and from the Craven District Football Association. Failure to comply will incur a fine of ten pounds (£10.00).

24 25 PLAYING SEASON. CONDITIONS OF PLAY TIMES OF KICK-OFF. POSTPONEMENTS. SUBSTITUTES 10. (A) The Council shall determine the commencing date of each Competition and all Clubs shall be informed at the Annual General Meeting. The final ties will be played on the following dates: Craven Challenge Cup Final - The 2nd Friday in May. Morrison Cup Final - The 1st Friday in May. Norman Pratt Trophy Final - The last Friday in April. However, if circumstances warrant, the Council may amend these dates as required. Matches will be arranged in pairs by ballot, either at a Council Meeting or Sub Committee Meeting specially convened for that purpose. The first Club in each pair drawn shall have the choice of ground on which the particular match shall be played. In the event of a Club deciding not to play its cup game on its own ground, then it is the Club's responsibility to notify the opposing Team, the appointed Referee and the Association Secretary. All Member Clubs may attend the Cup Ballots. Each Club which has lost their first match in The Craven Challenge Cup Competition shall be placed in The Morrison Cup Competition. Clubs who have been granted exemption from The Craven Challenge Cup Competition shall also be exempted from this competition. The draw must be submitted in writing, email is acceptable, to the leagues as soon as possible after the draw is made but no later than 21 days prior to the playing of the first round ties. The results of each round thereafter must be submitted to the leagues together with the draw for the next round within five days of the completion of the previous round. Failure to notify the leagues as above will result in the teams leagues fixture being ordered to take preference. (B) All games shall be played in accordance with the Laws of the Game as determined by the Football Association. Clubs must take all reasonable precautions to keep their grounds in reasonable condition. All matches shall be played on pitches deemed suitable by the Council. If through any fault of the home team a match has to be replayed the Council shall have the power to order the venue to be changed. The Council shall decide the venues of the semi-finals and final in the Craven Challenge Cup Competition and the final venue in the Morrison Cup and the Norman Pratt Trophy Competitions. All matches postponed or abandoned shall be played on the third Saturday of the following month or earlier by mutual agreement with the Leagues concerned. This is subject to Clubs playing in County Football Association or other Senior Competitions. The Council shall have the power to decide whether a pitch and/or facilities are suitable for a match in any Competition and to order the Club to play its matches on another ground. Football Turf pitches (3G) are allowed in this Competition providing they meet the required performance standards and are listed on the FA's Register of Football Turf pitches. For clubs playing at Step 7 and below a pitch must be tested (by a FIFA accredited test institute) every three years and the results passed to the FA. The FA will give a decision on the suitability for use and add the pitch to the Register. The home Club is also responsible for advising participants of footwear requirements when confirming match arrangements in accordance with Rule 10(D). All matches shall have a duration of 90 minutes, which shall be in equal halves.

24 25 The time of kick-off shall be 2:00p.m. except during the months of November, December and January when it will be 1:30p.m. or shall be decided by the Council. The Council will decide the time of the kick-off for all evening games. Referees must order matches to commence at the appointed time and must report all late starts to the Competition and it is sufficient if they indicate which team is responsible. The home team must provide at least two (2) footballs fit for play and the referee shall make a report to the Council if the footballs are unsuitable. Goal nets must be used. (C) Each match shall be played on the third Saturday of the month unless otherwise arranged by the Council and by mutual agreement with the leagues concerned. (D) The Secretary of the home Club must give notice in writing, Email or phone call of full particulars of the location of, and access to, the ground, to the match officials and the Secretary of the opposing Club at least four (4) clear days prior to the playing of the match. Any Club failing to comply with this Rule shall be liable to a fine of five pounds (£5.00). (E) Every Club shall play its best available qualified team in all matches of the Competition. A minimum of seven (7) players will constitute a team for a Competition. (F) In the event of a Club failing to keep its engagement the Council shall have the power to inflict a fine, order the defaulting Club to pay any expenses incurred by the opponents or otherwise deal with them in accordance with their powers. Any Club failing to fulfil a fixture must in addition to all other requirements submit to the Association Secretary within three (3) days a full explanation in writing as to the reasons for not fulfilling the fixture. Any Club failing to comply with this rule will result in a fine of £25.00 If necessary in inclement weather the HOME Club may require the appointed or another Referee or a member of Council (if no Referee is available) to visit the ground not less than four (4) hours before the advertised time of kick-off to decide upon the fitness of the ground. Any Club failing to comply shall be dealt with by the Council who may inflict any penalty it may deem suitable. The Council shall review all matches abandoned in cases where it is consequent upon the conduct of either or both Teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Council shall be empowered to order the score at the time of the abandonment to stand. In all cases where the Council are satisfied that a match was abandoned owing to the conduct of one team or its Club member(s) they shall be empowered to award the match to the opponents and take what other action they may deem necessary. Such action is subject to any disciplinary action taken by the West Riding County Football Association Ltd. The Council shall review any match that has taken place where either or both Teams were under a suspension imposed upon them by the Association or Affiliated Association. In each case the Team that was under suspension would be dealt with in the same manner as if they had participated with ineligible Players, in accordance with Rule 8(O). Where both Teams were under suspension the game must be declared null and void. When a match ends in a draw an extra thirty (30) minutes, in two equal halves shall be played in all matches up to and including the finals. In the event of the match being drawn it shall be resolved by the taking of penalties according to the system decided by the International Board on the 27 June 1970. If any match has to be postponed during the extra time due to adverse weather conditions then the game will be played on the ground of the Club not having the choice of ground in the game which was postponed. In all matches where postponement in extra time was due to a breach of the Rules by one of the competing Clubs then a decision as to the venue of the replay will be decided by the Council. 26 27 The proceeds of matches (except replayed matches in the case of a breach of Rules, semi-finals and final tie in the Craven Challenge Cup and final ties in the Morrison Cup and Norman Pratt Trophy) shall be the responsibility of the HOME Club who will have to pay all match expenses, match officials refreshments and advertising. Any loss will be borne by the Home Club. The visiting Clubs will be responsible for their own travelling expenses. In the semi-finals and final tie of the Craven Challenge Cup and the final ties of the Morrison Cup and Norman Pratt Trophy, Clubs shall not be entitled to travelling expenses and the net proceeds shall go to the Association funds. Teams playing in the semi-finals and final tie in the Craven Challenge Cup and the final ties in the Morrison Cup and Norman Pratt Trophy shall be issued with thirty two (32) admission tickets, sixteen (16) of which shall be paid for by the competing Clubs at a price of admission as fixed by the Council. Payment for all tickets must be made on the day of the match to the Association Treasurer or a Council Member in charge of the match. A Club failing to comply with this Rule shall be fined ten pounds (£10.00). In the semi-finals and final tie of the Craven Challenge Cup and final ties in the Morrison Cup and Norman Pratt Trophy 10% of the gross gate shall be shared out equally between the Clubs whose grounds are used. (G) A Club may at its discretion and in accordance with the Laws of the Game use three (3) substitute players who may be selected from seven (7) nominated players. (this is to bring the rule into line with the Standard Code of Rules) The Referee shall be informed of the names of the substitutes not later than fifteen (15) minutes before the start of the match. A player who has been selected, appointed or named as a substitute before the start of the match but does not actually play in the game shall not be considered to have been a player in that game within the meaning of Rule 8 of this Competition. (H) The half time interval shall not exceed fifteen (15) minutes and may only be altered with the consent of the Referee. The Home Team shall be responsible for providing refreshments for the match official/s and the visiting Team during the half time interval or at the end of the game. A Club failing to comply with this Rule shall be fined ten pounds (£10.00). REPORTING RESULTS 11. (A) Each Club must send the result of the match on the recognised match report form to the Association Secretary within three (3) days of the match being played by email or post. This must include the forename(s) and surname of the team players taking part (in block letters), and the mark awarded to the referee as required by Rule 13. Failure to comply will incur a fine of ten pounds (£10.00). (B) The home club shall telephone, text or email the result of each match up to and including the quarter finals to the Association Secretary by 5:30pm on the day the game is played. However, if the match is played on an evening the Home club shall telephone the results of the match to the Secretary within one hour of the completion of the match. Failure to comply will incur a fine of five ten pounds (£10.00). (C) The Match Report form, correctly completed, shall be signed by a responsible member of the Club. The Council shall have the power to take such action, as they deem suitable against a Club, which submits an incomplete form or inaccurate information.

DETERMINING CHAMPIONSHIP 12. Not applicable.

26 27 REFEREES 13. (A) Registered Referees and Assistant Referees for all matches shall be appointed in a manner approved by the Council and sanctioning Association. The FA order of precedence must be observed at all times. Referees can be appointed but cannot be mandated to officiate in the District FA cup competition. Any referee that chooses to officiate in a District FA competition must close their dates with their respective league. Any referee already appointed to a league match is obligated to officiate in the league and cannot later withdraw their services in favour of the District FA (B) In the event of the non-appearance of the appointed Referee the appointed senior Assistant Referee shall take charge and a substitute Assistant Referee appointed by the competing Teams. In cases where there are no officially appointed Assistant Referees the Clubs shall agree upon a Referee. A Referee thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee. Clubs shall agree upon a Referee. An individual thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee. Individuals under the age of 16 must not participate either as a Referee or Assistant Referee in any open age competition. (C) The Council may, if they consider it desirable, or upon application by the two competing Clubs, appoint Assistant Referees, if available, to any match. Where Assistant Referees are not appointed each Team shall provide a Club Assistant Referee, who must report to the Referee not less than fifteen (15) minutes before the scheduled time of kick-off. Failure to do so will result in a fine of ten pounds (£10.00) being imposed on the defaulting Team. (D) The appointed Referee shall have power to decide as to the fitness of the ground in all matches and the decision shall be final, subject to either in the case of a ground of a Local Authority or the owners of a ground. The Representative of that body is the sole arbiter, whose decision must be accepted unless the ground is declared fit for play. (E) Match Officials appointed under this Rule shall be entitled to charge standard class public transport expenses or private car expenses of twenty five pence (25p) per mile and any other permitted expenses actually incurred together with the following match fees:- Referees twenty five pounds (£25.00) in all rounds up to and including the semi-finals Registered Referees appointed by the Council as Assistant Referees fourteen pounds (£14.00) in all games prior to the semi-finals and twenty pounds (£20.00) in the semi-finals. Subject to the limits laid down by the sanctioning Association. In the event of draw in a final tie the Referee shall receive thirty (£30.00) pounds and the Assistant Referees twenty (£20.00) pounds plus travelling expenses as previously detailed. The Home Club shall pay the Officials their fees and expenses immediately after the match. The Council shall be responsible for all fees and expenses in the semi-finals and final ties of the Craven Challenge Cup and final ties in the Morrison Cup and Norman Pratt Trophy or award trophies as stated in the Rules of the appropriate Cup Competition. (F) In the event of a match not being played because of circumstances over which the Clubs have no control, the Match Officials, if present, shall be entitled to half fee plus expenses. Where a match is not played owing to one Club being in default, that Club shall be ordered to pay the Officials, if they attend the ground, their full fee and expenses. (G) A Referee not keeping his engagement, and failing to give a satisfactory explanation as to his non-appearance, may have his name removed from the list of Referees and the fact reported to the Association with which he is registered.

28 29 (H) Each Club shall, in a manner prescribed from time to time by The Football Association, award marks to the Referee for each match and the name of the Referee and the marks awarded shall be submitted to the Association Secretary on the prescribed Form provided, within three (3) days of the match being played. Clubs failing to comply with this Rule shall be liable to be fined or dealt with, as the Council shall determine. (I) The Association shall keep a record of the markings and, on the Form provided by the prescribed date each season, shall submit a summary to the West Riding County Football Association Ltd. (J) The Referee shall submit a report Form provided by the Association, giving the result of the match, the number of players in each team, including substitutes, their names, if they took part in the game and the time of kick-off to the Association Secretary within three (3) days of the match. The Referee must report all cases where the start of the match has been delayed and it is sufficient if they indicate which Team is responsible. (K) Referees and Assistant Referees shall be supplied, each Season, with a copy of the Competition Rules free of charge. (L) The duties of Club Linesman/Assistant Referee will be determined by the Referee in charge of the game. CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB 14. (A) In the event of a Member Club which is an un-incorporated association withdrawing and/or disbanding it shall be immediately liable to discharge all its financial and other obligations to the Competition. In the event that any such obligation remains undischarged after a period of twenty one (21) days then such obligation shall be met by the then current Club Members, excluding those under the statutory school leaving age. Until a Member's pro rata obligation is discharged in full the Members shall not be allowed to participate in the Competition, which may apply to the West Riding County Football Association Ltd for a suspension order. (B) Each Club in the area of The Craven District Football Association shall be invited to compete in the District Cup Competitions on a knockout basis, unless exempted by the Association. Clubs competing in the West Riding County Football Association Challenge Cup competition may apply for exemption. Applications for exemption must be made in writing to the Association Secretary and must be received by him/her no later than 1st June each year. PROTESTS AND APPEALS 15. (A) (i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred to the Council. (ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue will not be entertained by the Council unless a protest is lodged with the Referee before the commencement of the match. Any Club lodging such protest and not proceeding with it shall be deemed guilty of a breach of this Rule and shall be dealt with by the Council. (B) Except in cases where the Council decide that there are special circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged in duplicate with the Secretary within fourteen (14) days (excluding Sundays) of the match or occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Council. A Member of the Council who is a member of any Club 28 29 involved shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined. (C) Any dispute occurring between Clubs in the Competitions shall be referred for determination by the Council whose decision shall be binding upon all parties subject to Rule 16. (D) No protest of whatever kind shall be considered by the Council unless the complaining Club shall have deposited with the Secretary a sum of twenty five (£25.00) pounds. This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Council shall have the power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the enquiry or to order that the costs to be shared by the parties. (E) All parties to a protest or complaint must be afforded an opportunity to make a statement when the protest or complaint is being heard and must have received seven (7) days notice of the hearing, together with a copy of the submission. When dealing with a protest or complaint the Council shall take into consideration the possession by the protesting or complaining Club of any information, which, if properly used, might have avoided the protest or complaint.

BOARD OF APPEAL

16. Within fourteen (14) days of the posting of any decision of the Council a Club, Official or Player against whom action is taken may appeal against such decision by lodging particulars in duplicate with the Secretary of the West Riding County Football Association Ltd, including a fee of twenty-five (£25.00) pounds, for adjudication of a Board of Appeal. The grounds of appeal shall be in accordance with FA Rules. The Board of Appeal may order the appeal fee to be forfeited and shall decide by whom the costs of the appeal shall be borne. The decision of the Board of Appeal is final and binding on all parties concerned. EXCLUSION OF CLUBS, OR TEAMS, MISCONDUCT, CLUBS, OFFICIALS, PLAYERS

17. (A) At the Annual General Meeting, or Special General Meeting called for the purpose, Notice of Motion having been duly circulated on the Agenda the accredited delegates present shall have the power to exclude any Club or Team from further membership which must be supported by (more than) two thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. (B) At the Annual General Meeting, or at a Special General Meeting called for the purpose, in accordance with the provisions of Rule 19, the accredited delegates present shall have power to exclude from further participation in the Competition any Club whose conduct has, in their opinion, been undesirable which must be supported by (more than) two thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A Club whose conduct is the subject of the vote being taken shall be excluded from the voting. (C) Any official or member of a Club proved guilty of either breach of rule, other than field offences, or of inducing or attempting to induce a player of another Club in the Association Competitions to join them shall be liable to expulsion or such penalty as a General Meeting or Council may decide, and their Club shall also be liable to expulsion in accordance with the provisions of Clauses (A) and (B) of this Rule.

30 31 (D) Any Club or Team failing to complete or fulfil a fixture in any of the Association's Competitions, in any season shall (unless the conditions are beyond their control, or the accredited delegates present at the Annual General Meeting or a Special General Meeting decide otherwise by a majority of two-thirds of the votes cast) be debarred from membership the following season. TROPHY: - LEGAL OWNERS, CONDITIONS OF TAKING OVER, AGREEMENT TO BE SIGNED. AWARDS. 18. (A) A Competition Cup or Trophy shall be vested in the Association sanctioning the Competition as Trustees. If the Competition is discontinued for any cause the Cup or Trophy shall be returned to the Donor, if the conditions attached to it so provide, or otherwise dealt with as the Association may decide. At the close of each Competition awards may be made to the winners and runners up if the funds of the Association permit. The following agreement shall be signed on behalf of the winners of the Cup or Trophy:- "We A______and B______the Chairman and Secretary of______FC, members of and representing the Club, having been declared winners of______Cup or Trophy, and it having been delivered to us by the Association, do hereby on behalf of the Club jointly and severally agree to return the Cup or Trophy to the Association Secretary on or before 1st February following the year the trophy was won. If the Cup or Trophy is lost or damaged whilst under our care we agree to refund to the Association the amount of its current value or the cost of its thorough repair. Failure to return the Cup or trophy by the due date in a clean condition and inscribed with the winning Clubs name will incur a fine of ten pounds (£10.00) for each offence. At the discretion of the Club, the Cup or Trophy shall be kept by either any Club Official or by the Club Sponsor. Permission for a Cup or Trophy to be on display at a public place, must be obtained from the Association Secretary in writing.

SPECIAL GENERAL MEETING 19. Upon receiving a requisition signed by a quarter of the Clubs in Membership the Secretary shall call a Special General Meeting. The Council may call a Special General Meeting at any time. At least ten (10) days notice shall be given of either meeting under this Rule, together with an agenda of the business to be transacted at such meeting. Each Full Member Club shall be entitled to one vote only. Any continuing Member Club failing to be represented at a Special General Meeting without satisfactory reason being given shall be fined twenty (£20.00) pounds but half of any fine will be donated to the West Riding County Football Association Benevolent Fund. Officers and Council Members shall be entitled to attend and vote at all Special General Meetings.

30 31 ALTERATION TO RULES

20. Alterations shall be made to these Rules only at the Annual General Meeting or at a Special General Meeting specially convened for the purpose called in accordance with Rule 19. Any alteration made during the playing season to the Rule relating to the qualification of players shall not take effect until the following season.

Notice of proposed alterations to be considered at the Annual General Meeting shall be submitted to the Secretary by the last day in February in each year. The Proposals, together with any proposals by the Council, shall be circulated to the Clubs by the last day of March each year. Amendments thereto shall be submitted to the Secretary by the last day of April each year. The proposals and proposed amendments thereto shall be circulated to Clubs with the notice of the Annual General Meeting at least fourteen (14) days prior to the Annual General Meeting. A proposal to change a Rule shall be carried if 75% of eligible Member Clubs of those present and entitled to vote are in favour. A copy of the proposed alterations to Rules to be considered at the Annual General Meeting or Special General Meeting shall be submitted to the West Riding County Football Association Ltd seven (7) days prior to the date of the meeting. Any alterations or additions decided upon at any meeting shall not become operative until the approval of the West Riding County Football Association Ltd has been obtained.

RULES BINDING ON CLUBS 21. Each Member Club shall be deemed to have given its assent to the foregoing Rules and agreed to abide by the decisions of the Council subject to Rule 16. Each Member Club must abide by any issued Football Association Code of Conduct for Players (See appendix 3) and Conduct for Team Officials (See appendix 4).

FINANCE 22. (A) The Council shall determine with which bank or other financial institution the funds of the Association will be lodged. (B) All expenditure in excess of twenty five (£25:00) pounds shall be approved by the Council. Cheques shall be signed by at least two (2) Authorised Officers nominated by the Council. (C) The financial year of the Association will end on 31st May each year. (D) The books, or a certified balance sheet, of the Association shall be prepared and shall be audited annually by some suitable person(s) who shall be appointed at the Annual General Meeting. (E) All Clubs must have Public Liability Insurance cover of at least 10 million pounds (£10,000,000) With the effect from the 2013/14 season all Clubs must be Members of a Players Personal Accident Scheme which meets the minimum criteria set out by the sanctioning Association

32 33 DISSOLUTION 23. (A) Dissolution of the Competition shall be by resolution approved at a Special General Meeting by a majority of three quarters (3/4) of the members present and shall take effect from the date of the relevant Special General Meeting. (B) In the event of the dissolution of the Competition, the members of the Management Committee are responsible for the winding up of the assets and liabilities of the Competition. (C) The Management Committee shall deal with any surplus assets as follows: (i) Any surplus assets, save for a Trophy or any other presentation, remaining after the discharge of debts and liabilities of the Competition shall be transferred only to another Competition or Affiliated Association or The Football Association Benevolent Fund or to such other charitable or benevolent object in the locality of the Competition as determined by resolution at or before the time of winding up, and approved in writing by the sanctioning Association. (ii) If a competition is discontinued for any reason a Trophy or any other presentation shall be returned to the Donor if the conditions attached to it so provide or, if not, dealt with as the sanctioning Association may decide.

CHILD PROTECTION 1. Any act, statement or other matter which harms a child or children, or poses or may pose risk of harm to a child or children, shall constitute behaviour which is improper and­ brings the game into disrepute.

In these regulations the expression "Offence" shall mean any one or more of the offences contained in Schedule 1 to the Children and Young Persons Act 1993 and any other criminal offence which reasonably causes The Association to believe that the person accused of the offence poses or may pose a risk of harm to a child or children.

3. Upon receipt by The Association of:

3.1 notification that an individual has been charged with an offence: or

3.2 notification that an individual is the subject of an investigation by the Police, Social Services or any other authority relating to an Offence: or

3.3 any other information which causes The Association reasonably to believe that a person poses or may pose a risk of harm to a child or children then The Association shall have the power to order that the individual be suspended from all or any specific football activity for such a period and on such terms and conditions as it thinks fit.

4. In reaching its determination as to whether an order under Regulation 3 should be made The Association shall give consideration, inter alia, to the following factors:

4.1 whether a child is or children are or may be at risk of harm.

4.2 whether the matters are of a serious nature.

4.3 whether an order is necessary or desirable to allow the conduct of any investigation by The Association or any other authority or body to proceed unimpeded.

5. The period of an order referred to in 3 above shall not be capable of lasting beyond the date upon which any charge under the Rules of The Association of any offence is decided or brought to an end.

6. Where an order is imposed on an individual under regulation 3 above. The Association shall bring and conclude any proceedings under the Rules of The Association against the person relating to the matters as soon as reasonably practicable.

7. Where a person is convicted, or is made the subject of a caution in respect of an offence, that shall constitute a breach of the Rules of The Association and The Association shall have the power to order the suspension of the person from all or any specific football activity for such a period (including indefinitely) and on such terms and conditions as it thinks fit.

8. For the purpose of these regulation. The Association shall act through it's council or and committee or sub-committee thereof, including the Board.

9. Notification in writing of an order referred to above shall be given to the person concerned and/ or any club which is associated as soon as reasonably practicable.

34 35 GUIDANCE NOTES ON WHITE LINE MARKING OF FOOTBALL PITCHES

Various practices have been used in the past for the application of white lines to football pitches. The objectives of such practices has been to both reduce labour and material costs whilst endeavouring to keep the lines visible for a greater length of time. Some of these practices have lead to injury and subsequent court action being taken against manager and clubs. You are therefore advised to study the following notes carefully. A. LEGISLATION The main governing factors for marking out white lines are the same as that for other routine tasks in the workplace. 1. Duty of Care Under the Health and Safety at Work Act 1974 every employer has a duty of care to ensure the workplace is safe for their employees, contractors, visitors, players and spectators. 2. The Control of Substances Hazardous to Health Regulations 1994 (COSHH) Regulations to prevent ill health from exposure to any hazardous substances present in the workplace. 3. Risk Assessment You are required to carry out assessments on all tasks carried out in the workplace in relation to the nature of hazard, worst outcome, person(s) at risk, current precautions, estimated risk and further precautions. If all three of the above are addressed satisfactorily this will automatically govern what to use for white line marking, ensure best practice and, above all, safety. It is the duty of all Managers to ensure that all the regulations are adhered to, as they are ultimately responsible in the eyes of the law. If line marking is carried out by contractors then a specification should be drawn up to include all the safeguards outlined in these guidance notes. This could also extend to include specifying a particular product.

B. SUITABLE LINE MARKING COMPOUNDS. 1. Permanent Paints Based on pigmented viscous liquids. These "paints" can be applied either in a diluted form or neat. 2. Powders There are various non-toxic whiting powders available, which are based on ground natural calcium carbonate and can be used wet or dry. They are safe to use provided COSHH principles are applied. Under COSHH the user would be required to wear gloves and eye protection and to wash off any contact with the skin as a precautionary measure. Most powders are supplied in a fine form. Hydrated Lime (Calcium hydroxide) should never be used for line markings. It is toxic and can give chemical skin burns and irritations. It can cause serious damage to the eyes and skin on contact in both its dry or wet form. Its use is not recommended under any circumstances.

34 35 C. USE OF HERBICIDES TO REINFORCE LINE MARKING Until The Food and Environment Protection Act, 1985 (FEPA) was introduced many groundsmen and club members used various herbicides mixed in with whitening compounds to keep the lines in longer and more visible during the winter playing season. It is, however, only permissible to use a herbicide which is approved for use on sports turf, and this is likely to be a total herbicide. COSHH and Risk assessment must be carried out prior to any application. A further governing factor is that the user must have obtained his/her Certificate of competence in Use of Pesticides (PAl, PA2A or PA6A). Any herbicide product for line marking must be used within the conditions of approval granted under The Control of Pesticides Regulations, 1986 (COPR), and as outlined on the product label. There should be no risk to player by contact or transfer of the active herbicide to any part of the body. The addition of herbicides to whitening materials is not recommended practice unless carried out by a competent, certificated person. Creosote is another compound used in the past to mark and reinforce line marking but it is not approved for use on sports turf under COPR. Its use is therefore not recommended under any circumstances. The use of Hydrated Lime, herbicide additives and creosote can result in serious injury to players, which can ultimately lead to actions against both club or individuals. Play safe; use only safe and approved compounds that are currently available on the market. Do not use compounds.

D. MACHINES AVAILABLE TO MARK WHITE LINES Marking machines fall into the following categories. 1. Dry Line Markers As the name implies, these are for applying dry powder compounds. 2. Pressure Pump Markers A wheel driven pump forces marking fluid through a jet or spout directly onto the turf surface. 3. Electric Pump Markers These are battery driven to constantly maintain the required pressure and direct the liquid onto the turf surface. 4. Belt Feed Markers These have a moving belt system, which conveys a continual supply of liquid onto the turf by contact. 5. Wheel Transfer Markers These convey the liquid via rotating wheel onto a tray and then via a sponge wheel directly onto the turf surface. All the above markers are obtainable from most sports ground suppliers. Before purchasing any marker have a demonstration first, and ensure you get the right marker for your requirements.

The referee had some shortcomings in the level of accuracy of decision making and control, with only limited success in communicating with the players resulting in variable fair play. 50 and under The referee had significant shortcomings in the level of accuracy of decision making and control with poor communication with the players which resulted in low levels of fair play.

Appendix 3 Guide of Conduct for Players Players are the most important people in the sport. Playing for the team, and for the team to win, is the most fundamental part of the game. But not winning at any cost - Fair Play and respect for all others in the game is fundamentally important. This code focuses on players in top class football. Nevertheless the key concepts in the Code are valid for players at all levels.

Obligations towards the game A player should: 1. Make every effort to develop his own sporting abilities, in terms of skill, technique, tactics and stamina. 2. Give maximum effort and strive for the best possible performance during the game, even if his team is in a position where the desired result has already been achieved. 3. Set a possible example for others, particularly young players and supporters. 4. Avoid all forms of gamesmanship and time wasting. 5. Always have regard to the best interests of the game, including where publicly expressing an opinion on the game and any particular aspect of it, including others involved in the game. 6. Not use inappropriate language.

38 39 Obligations towards one’s own team A player should: 1. Make every effort consistent with Fair Play and the Law of the Game to help his own team win. 2. Resist any influence which might, or might be seen to, bring into question his commitment to the team winning.

Respect for the Laws of the Game and the competition rules. A player should: 1. Know and abide by the Laws, rules and spirit of the game and the competition rules. 2. Accept success and failure, victory and defeat, equally. 3. Show due respect towards Match Officials.

Respect towards Opponents A player should: 1. Treat opponents with due respect at all times, irrespective of the result of the game. 2. Safeguard the physical fitness of opponents, avoid violence and rough play, and help injured opponents.

Respect towards Match Officials A player should: 1. Accept the decision of the Match Official without protest. 2. Avoid words or actions which might mislead a Match Official. 3. Show due respect towards Match Officials.

Respect towards Team Officials A player should: 1. Abide by the instructions of his Coach and Team Officials, provided they do not contradict the spirit of the code. 2. Show due respect towards the Team Officials of the opposition.

Obligation towards the Supporters. A player should: 1. Show due respect towards the interests of supporters.
