Bulgarian Intellectuals in the Mirror of Their Collective Public Positions (2005-2019)
BULGARIAN INTELLECTUALS IN THE MIRROR OF THEIR COLLECTIVE PUBLIC POSITIONS (2005-2019) Katia Mihailova1 Introduction Intellectuals’ public collective positions, expressed as open letters and invocations, declarations, petitions and manifests, more than a century – from Emil Zola’s open letter "J’Accuse…!" in 1898 to the Open Letter of European intellectuals concerned about the future of Europe in 2019 (Lévy et al., 2019) – are often used as a tool for shaping public attitudes and overturning public opinion. Ivailo Znepolski speaks of overproduction of Bulgarian intellectuals’ collective public positions after 1989, and even of war on petitions in the 1990s, leading to the slow (self)depersonalization of intellectuals (Znepolski, 2014). In the meso-perspective, the intellectuals’ public collective positions are a documentary, factual expression of the fundamental characteristic of the definition of intellectuals – their public commitment, their commitment to political, economic, cultural and religious transformations in society. The act of declaring and asserting a position on public issues, intervening in the political field on behalf of autonomy and the specific valuesof the field of cultural production that Zola did in the context of the Dreyfus Affair, is at the heart of the invention of the intellectual (Bourdieu, 1996) . Once invented, the intellectual remains faithful to this distinctive feature to this day. We see its manifestation in Habermas’ initiative "The May 31st Action", within which a group of renowned European intellectuals have published their stances on the common European foreign policy and the role of Europe on the map of the world in articles in influential national media in 2003. The 2017 Paris Statement of a Conservative European Intellectuals Group, "A Europe we can believe in", is an expression of intellectual anxiety about the dissipation of Europe’s civilization heritage, a call to reject the "fantasy utopia for a multicultural world without borders" and a "responsible alternative" (Paris Statement, 2017). -

It offers interesting opportunities for U.S. companies in many sectors, among them infrastructure development, IT and agriculture. Bulgaria boasts Europe’s lowest public deficit rates and it grew at a rate of 2% in the first quarter of 2015, despite last year’s collapse of its fourth largest bank (Corporate Commercial Bank). Bulgaria has the lowest tax rates in the region –a 10% rate both on personal income and corporate income – as well as a bilateral treaty that allows for the avoidance of double- taxation with the United States. The global financial crisis slowed investment growth, particularly in the real estate and manufacturing sectors, but as the European economy recovers, investment may pick up in certain sectors. -

KOEV DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Political Science in the Graduate College of the University of Illinois at Urbana-Champaign, 2014 Urbana, Illinois Doctoral Committee: Associate Professor Carol Leff, Chair Professor Robert Pahre Professor William Bernhard Associate Professor Milan Svolik ii Abstract Why do some ethnic minority groups in Europe form political parties of their own in order to obtain political representation, whereas others choose to work within the confines of established, mainstream political parties? Further, why do some ethnic minority parties (EMPs) achieve electoral success, whereas others fail? In addressing these questions, I incorporate insights from history and social psychology to develop an original theory of EMP emergence and success. I argue that an ethnic minority group’s historical background influences its political engagement strategies through sociopsychological processes. I propose that native groups (those that inhabited the territory of the modern-day state in which they reside prior to that state’s establishment) and groups with historical experiences of autonomous self-rule are more likely to form ethnic minority parties, and that EMPs formed by such groups are more likely to enjoy electoral success. I argue that groups possessing one or both of these characteristics are more likely to exhibit the traits of positive distinctiveness and shared grievances, contributing to the development of a salient collective political identity. -

The political situation over the last quarter of 2009 was mainly deter- mined by the political acts undertaken by GERB in its capacity of a gov- erning party. This quarter also saw the completion of the first 100 days of the government’s term of office, which made observers, proponents and opponents strike various balances and give rise to different assessments. The high level of public support for the government after its first hundred days in office has been preserved as an ongoing tendency. What can be observed at the same time, however, are the first genuine symptoms of disillusionment as well, which is mainly connected with the economic situation in the country and the deepening crisis. Over the last quarter of 2009 the “Attack” Party lived up to its recently gained reputation of being the most loyal and consistent sup- porter of the GERB Party and its government. A proof to this effect is the support extended by Volen Siderov’s party to Yordanka Fandakova – the candidate of GERB at the mayor’s by-election in the capital city. At the same time, a number of local party structures continued to express enhanced discontent with the policy pursued by their leader, Volen Siderov. After the BSP Congress, at which Sergei Stanishev was re-elected leader of the party, the situation of internal party differences and con- flicts has actually deepened. Michał Dulak How Much Left Do We Have from “Honest Brokers” in the EU? Effectiveness of the EU Presidency under the Lisbon Treaty Regime. Case of the Central and Eastern European Member States. The article was prepared in April 2018. INTRODUCTION At the time the Lisbon Treaty came into force on 1 December 2009 it thoroughly affected the presidency of the Council of the European Union. Its most recognizable functions that allowed member states at the helm to be one of the political leaders of the EU for six months were bounded by the President of the European Council and the High Representative of the Union for Foreign Affairs and Security Policy. After almost a decade of the implementation of the Lisbon treaty it is time to assess how the role of the EU presidency has changed in practice and what new behavior of the presidency can be observed in the post-Lisbon reality. Researchers focused on analyzing the EU presidency developed several models that help us evaluate the presidency. Usually those models are based on dual distinction. EU presidency can serve as an impartial moderator (“honest broker”) of the general European agenda which helps to push forward issues of general interest. Member state holding the presidency of the Council of the European Union can change the agreed pan- European agenda and complement it with topics important from a particular point of view of one or few countries. The presented distinction assumes however that the presidency holds a broad spectrum of administrative and political instruments allowing it to play a role of an important leader within the EU institutional framework.
