    ZB7.2 STAFF REPORT To: Board of Management From: Jennifer Tracey, Senior Director Marketing, Communications & Partnerships Subject: 2016 ADVERTISING EXPENDITURE Date: 2016-02-25 Summary: This report outlines the proposed media plan and expenditures related to the 2016 advertising campaign as provided for in the 2016 Operating Budget. The paid advertising will complement the public relations and event strategy to ensure we are reaching our target audiences in the Greater Toronto Area and beyond, and that we are communicating the right messages. Recommendations: It is recommended that the Board approve the following: 1. Expenditures to reimburse Public Inc. for any outsourced production costs related to advertising programs as required for the Toronto Zoo brand, not to exceed $229.0 thousand, plus HST; and, 2. Expenditures with ZenithOptimedia Canada Inc. for media purchases related to the 2015 advertising campaign, not to exceed $956.0 thousand, plus HST. Financial Impact: There are no financial implications related to approval of these recommendations as the related advertising expenditures are included in the Operating Budget for 2016. Background: The Toronto Zoo set out the following objectives which link directly to the goals in the recent Strategic Plan, to drive the Marketing, Communications & Partnerships planning for 2016: 1.     2019 PASSPORT TO CHINA FULL CONTEST RULES AND REGULATIONS There are two ways to participate in the 40TH Anniversary Passport to China Contest (the “Contest”): in-restaurant (“In-Restaurant Contest”) and online (the “Online Contest”), as more fully detailed in these Official Rules and Regulations (“Rules”). 1. CONTEST PERIODS: The In-Restaurant Contest begins on March 4, 2019 and ends on November 30, 2019 at 11:59 p.m. Eastern Time (“ET”) (the “In-Restaurant Contest Period”). The Online Contest submission period begins at 12:00 p.m. ET on September 12, 2019 and closes on September 26, 2019 at 11:59:59 p.m. ET (the “Online Contest Submission Period”). The Online Contest voting period begins at 12:00 p.m. ET on October 3, 2019 and closes on October 10, 2019 at 11:59:59 p.m. ET. (the “Online Contest Voting Period”). 2. ELIGIBILITY: Contest is open to residents of Ontario, who have reached the age of 18, except employees (and those with whom such persons are domiciled, whether related or not) of Mandarin Restaurant Franchise Corporation (the “Sponsor”), its franchisees, prize suppliers, their advertising and promotional agencies, and any entity involved in the development, production, implementation, administration, judging or fulfillment of the Contest (collectively the “Contest Parties”). 3. HOW TO ENTER CONTEST: In-Restaurant Contest TO ENTER the In-Restaurant Contest, commencing on March 4, 2019, receive a Mandarin Restaurants Passport, while supplies last, at any Mandarin Restaurant location. Have one of the tear-out ballots in the passport stamped by a Mandarin Restaurant staff each time you make a purchase at a Mandarin Restaurant for dine in, pick-up, take- out, or show your delivery receipt.
