Un Guía a las Elecciones Legislativas, Municipales y al Parlamento Centroamericano en El Salvador 2021 26 de febrero, 2021 Preparado por el Comité en Solidaridad con el Pueblo de El Salvador (CISPES): [email protected] Pagina 2 El próximo 28 de febrero, El Salvador realizará su décima jornada de elecciones municipales y legislativas, en las que el pueblo elegirá a más de 3 mil funcionarios públicos, incluyendo los 84 diputados y diputadas de la Asamblea Legislativa, 262 Concejos Municipales (alcaldes), 1,424 regidores y regidoras, y a sus respectivos suplentes, y 20 diputados propietarios al Parlamento Centroamericano. Alrededor de 5.3 millones de ciudadanos y ciudadanas, están convocados a participar en este evento electoral que se realizará de manera presencial en los 14 departamentos del país y contará con la participación de diez partidos políticos: Alianza Republicana Nacionalista (Arena), Frente Farabundo Martí para la Liberación Nacional (FMLN), Nuevas Ideas, Gran Alianza por la Unidad Nacional (Gana), Vamos, Nuestro Tiempo, Cambio Democrático (CD), Partido Concertación Nacional (PCN), Partido Demócrata Cristiano (PDC), Democracia Salvadoreña (DS). Los pactos de coalición se han registrado principalmente para los concejos municipales, estos consisten en que dos o más partidos presentan candidaturas comunes. Para esta elección, el Tribunal Supremo Electoral inscribió 70 coaliciones entre Nuevas Ideas-CD y 16 de Nuevas Ideas-GANA para el mismo número de alcaldías en todo el país. A Guide to El Salvador's 2021 Legislative, Municipal, and Central American Parliamentary Elections February 26, 2021 Prepared by the Committee in Solidarity with the People of El Salvador (CISPES) : [email protected] Page 2 On February 28, 2021 El Salvador will celebrate its tenth municipal and legislative elections following the signing of the 1992 Peace Accords that established many elements of the country's contemporary electoral system. The Salvadoran people will elect more than 3,000 public functionaries, including eighty-four legislators for the Legislative Assembly, 262 mayors, 1,424 local council members and their respective alternates, and twenty delegates to the Central American Parliament. Around 5.3 million citizens are expected to participate in person at voting centers across the fourteen departments in the country. Ten political parties are participating: Alianza Republicana Nacionalista (ARENA), Frente Farabundo Martí para la Liberación Nacional (FMLN), Nuevas Ideas (NI), Gran Alianza por la Unidad Nacional (GANA), Vamos, Nuestro Tiempo, Cambio Democrático (CD), Partido Concertación Nacional (PCN), Partido Demócrata Cristiano (PDC), Democracia Salvadoreña (DS). Coalition agreements have been registered primarily for municipal councils; these agreements consist of two or more parties supporting common candidates. During this election, the Supreme Electoral Tribunal (TSE) registered seventy Nuevas Ideas-CD coalitions and sixteen Nuevas Ideas-GANA coalitions for mayoral races across the country. Other coalitions have also been registered, including ARENA-PCN and ARENA- Democracia Salvadoreña, who share legislative candidacies for the department of San Salvador. The FMLN, Vamos, PDC and Nuestro Tiempo did not present any coalition requests. Several Political Parties Are Participating for the First Time: How 'New' Are They? EL SALVADOR 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY El Salvador is a constitutional multiparty republic with a democratically elected government. In February 2019 voters elected Nayib Bukele as president for a five- year term. The election was generally free and fair, according to international observers. Free and fair municipal and legislative elections took place in 2018. The National Civilian Police, overseen by the Ministry of Justice and Public Security, is responsible for maintaining public security. The Ministry of Defense is responsible for maintaining national security. Although the constitution separates public security and military functions, it allows the president to use the armed forces “in exceptional circumstances” to maintain internal peace and public security “when all other measures have been exhausted.” The military is responsible for securing international borders and conducting joint patrols with the civilian police. In November 2019 President Bukele signed a decree authorizing military involvement in police duties. The decree, in effect until December 31, authorizes the military under National Civilian Police control to identify areas with the highest incidence of crime to target peacekeeping operations; conduct joint patrols with police to prevent, deter, and apprehend members of organized crime and common crime networks; carry out searches of individuals, vehicles, and property; help persons in cases of accidents or emergencies; make arrests and hand over detainees to police; prevent illegal trafficking of goods and persons at unauthorized national borders; strengthen perimeter security at prisons and other detention centers and schools; and provide land, sea, and air support to police. Civilian authorities at times did not maintain effective control over security forces. -

Briefing Notes Group 62 – Information Centre for Asylum and Migration 8 March 2021 Afghanistan Al-Qaeda remains active in Afghanistan The Afghan Ministry of Defence announced on 01.03.21 that 30 Taliban militants were killed recently in a military operation in the Nijrab district of Kapisa province, including 16 Pakistani al-Qaeda fighters. One of the conditions for the Taliban in the Doha negotiations on the withdrawal of international troops is that they cease providing sanctuary to al-Qaeda in Afghanistan. According to a UN report issued in June 2020, a number of key al-Qaeda leaders remain in Afghanistan. Hizb ut-Tahrir outlawed The Afghan government declared the pan-Islamist organisation Hizb ut-Tahrir (Party of Liberation, HuT) illegal on 28.02.21. Supporters of the organisation are now no longer allowed to hold meetings or to spread propaganda. The organisation is said to be similarly opposed to the government as the Taliban or ISIS and wants to establish an Islamic caliphate in the country. Hizb ut-Tahrir tries to influence young people in particular with its propaganda and is often active at universities. Attacks on journalists On 02.03.21, three female journalists who worked for the Enikass TV channel were shot dead in two separate local attacks in the city of Jalalabad in Nangarhar province. Back in December 2020, another employee of the station had been shot dead together with her driver. None of the insurgent groups in the country claimed responsibility for the crime. On 15.02.21, the United Nations Assistance Mission in Afghanistan (UNAMA) had published a Special Report on attacks on human rights defenders and media workers in Afghanistan between 2018 and 2021, noting that such attacks had increased since the start of peace negotiations with the Taliban in late 2020. -
