Se presenta la sinopsis del megajuicio, la teoría del autor mediato que sustentó tanto la extradición como la sentencia judicial de primera instancia, la cual determinó que el asesinato de las 25 personas fueron crímenes de Estado de lesa humanidad y que Fujimori tuvo dominio de un aparato organizado de poder para tal efecto. En la psicodinamia se establece la convergencia de la perversión narcisista y el desequilibrio paranoico en la comisión de los crímenes, así como la identificación de la víctima con el agresor: la víctima, el pueblo adicto a Fujimori, su verdugo; cuya hija Keiko es la candidata favorita a la presidencia de la República de ese electorado cautivo. Seguidamente, en el síndrome de Fujimori se sistematiza la fenomenología clínica observada en Fujimori, en su cúpula y en su entorno en el antes, durante y después del histórico megajuicio. Se concluye que el fenómeno Fujimori es un proceso mórbido que afecta la salud mental de los peruanos y se proponen alternativas preventivo promocionales para abordarlo.

AUTOR: ORAZIO MARCELO POTESTÁ ZAPATA ASESOR: FERNANDO TUESTA SOLDEVILLA Mayo del 2016 2 RESUMEN Esta tesis relaciona la conducta antagónica que el ex jefe de Estado, Alberto Fujimori, mantuvo con el MRTA durante la crisis de los rehenes, ocurrida entre el 17 de diciembre de 1996 y el 22 de abril de 1997, con algunos conceptos del jurista y filósofo conservador alemán Carl Schmitt, particularmente el de la distinción amigo-enemigo. Si bien Fujimori no fue precisamente cultor de las ideas schmittianas, sí lo fueron muchos de sus colaboradores en el poder, entre políticos, militares y miembros de los servicios de inteligencia. El desconocimiento de Fujimori no sería una desventaja: el sociólogo francés Julien Freund, en su obra La esencia de lo político, señala que la decisión del gobernante y la distinción amigo-enemigo de Schmitt se miden por sus resultados. Así, Fujimori entorpeció la labor de los garantes y de los organismos nacionales e internacionales que apostaban por una solución pacífica. Además, ideó operativos armados que no se ejecutaron, construyó los túneles que después posibilitaron el rescate, y en todo momento hostigó militarmente al MRTA, antes de formalizar el diálogo con ese grupo terrorista. El MRTA era un enemigo al que había que derrotar y eliminar, y no un equivalente con el que se podía dialogar, negociar o eventualmente transar.

LADB Article Id: 80185 ISSN: 1060-4189 Fujimori Strength Undermines Peruvian Government by Elsa Chanduví Jaña Category/Department: Peru Published: 2017-01-20 A little more than six months into Pedro Pablo Kuczynski’s presidential term in Peru, the opposition Fuerza Popular majority in Congress is determined to show it has significant strength, and that Kuczynski, far from holding his own, is ceding power to his leading opponent (NotiSur, July 1, 2016). Fuerza Popular’s leader Keiko Fujimori lost the June 5 run-off election by a small margin, but she has refused to acknowledge the election results. In the interest of governability, Kuczynski has appointed people close to Fujimori to government positions. Examples are Walter Gutiérrez, appointed to the office of ombudsman, and Víctor Shiguiyama, now in charge of the office that oversees customs and taxation (Superintendencia Nacional de Aduanas y de Administración Tributaria, SUNAT) (NotiSur, Sept. 30, 2016). Civil rights posts unfilled Many people are concerned about the actions of the ombudsman, who arguing for the need to rationalize the use of resources, has not renewed contracts for dozens of commissioners whose jobs are to defend civil rights, including those of indigenous peoples, persons with disabilities, and children and adolescents.

Se trata de un proceso de cuyo carácter todavía no es posible establecer tesis concluyentes, en buena cuenta debido a su proximidad y la falta de más información. Con el propósito sobretodo de informar, se ensayan, al tiempo, algunas reflexiones que sirven de bases al debate sobre la política en el Perú. El trabajo, así, se concentra en describir la primera y segunda vuelta electoral, los factores que podrían explicar los resultados habidos, especialmente el triunfo de Alan García y la configuración política del Congreso resultante.Al final se proponen algunas conclusiones generales sobre el proceso.
