*S4M-05347 David Torrance: Congratulating Andres Pinero-Ruiz—That the Parliament congratulates Andres Pinero-Ruiz on being voted both Scottish and UK apprentice of the year by trade organisations; understands that, though originally from Spain, Mr Pinero-Ruiz has lived and worked in Fife since 2008 and is now in his final year of training as a joiner with Fife Council; believes his success to be a great example of the quality trade training offered in Fife, and wishes him all the best for the future.

*S4M-05346# Liam McArthur: Postcode Lottery for People with Multiple Sclerosis—That the Parliament understands that Orkney has the highest recorded rate of multiple sclerosis (MS) per capita in the UK and one of the highest rates in the world; understands that approximately10,500 people in Scotland have MS; believes that MS can have an affect not only on people with the condition but also their families, friends and colleagues, meaning that it impacts on over 63,000 lives in Scotland; understands with disappointment that, in Scotland, there remains a so- called postcode lottery for accessing treatments and neurological services to deal with MS, and understands that the MS Society believes that the Scottish Government should address what it sees as this inequality and ensure that levels of treatment and support for people with MS are the same regardless of where they live.

*S4M-05341 Rhoda Grant: Hydro-Electric Development (Scotland) Act 70th Anniversary—That the Parliament notes the 70th anniversary of the Hydro-Electric Development (Scotland) Act 1943 and that the legislation was introduced to the UK Parliament by the then Secretary of State for Scotland, Tom Johnston; welcomes Scottish Renewables’ plan to hold a year-long series of events to celebrate the anniversary of what it considers this historic Act of the UK Parliament, which, it understands, kick-started large-scale renewable energy development and brought power from the glens to the people of the Highlands; believes that Scotland’s hydropower has provided a reliable source of electricity generation in the decades since; highlights what it sees as this home-grown sector’s continuing important role in Scotland’s transition to a low-carbon economy by producing a large percentage of the country’s renewable energy, and, in order to bestow to Scotland a new energy heritage that will power the country and provide employment opportunities for

*S4M-05338 Alison Johnstone: Retailers’ Commitment to Scotch Lamb—That the Parliament acknowledges what it considers the challenging time being experienced by Scottish sheep producers, with prices down and poor weather leaving many facing higher feed bills to get lambs ready for market; expresses concern at the findings of the NFU Scotland "secret shopper" mission, which shows that many major retailers are stocking New Zealand and Australian lamb and failing to promote Scottish lamb; encourages retailers to stock home-produced lamb to support Scotland’s farming sector and reduce the need for imports, and encourages consumers to approach local butchers and farm shops when looking to buy lamb.

*S4M-05337 Claudia Beamish: Wildlife Tourism on the Galloway Kite Trail—That the Parliament notes a report supported by RSPB Scotland demonstrating the impact

of the Galloway Kite Trail on the tourism industry in Dumfries and Galloway; understands that the trail provides a route circling Loch Ken near Castle Douglas that provides visitors with the opportunity to view red kites; notes the report’s finding that, since 2004, visitors to the trail have spent over £33 million in the region, with over £4.1 million spent by people who came specifically to see the kites, and that this spend has been to the benefit of local businesses; further notes that over one in four visitors to the site surveyed mentioned it as a major factor in their decision to visit the region; understands that the trail was set up following the reintroduction of red kites to Galloway after a 130-year absence and that the area is now home to a self- sustaining population of between 330 and 380 kites, and believes that, in the Year of Natural Scotland 2013, the Galloway Kite Trail is a prime example of the benefits of environmental and wildlife tourism for local economies, the environment and biodiversity.

S4M-05327 Kevin Stewart: Welfare Benefits Up-rating Bill—That the Parliament notes with concern the UK Parliament’s decision to pass the Welfare Benefits Up- rating Bill; considers that the decision to limit the uprating of benefits, including income support, maternity allowance and elements of working tax credits, to just 1% will have a major impact on working families on low incomes; believes that benefits have historically risen in line with inflation to help those in need with the cost of living; rejects the comparison made by the Secretary of State for Business, Innovation and Skills, Vince Cable, between benefit recipients and low earners as it understands that 60% of benefit recipients affected by the changes are low earners, and believes that all powers for welfare should be in the hands of the Scottish Parliament so that Scots can build the kind of country that Westminster has, in its view, consistently failed to deliver.

S4M-05321 Neil Bibby: Renfrewshire Council Takes Action on Welfare Reform—That the Parliament warmly congratulates Renfrewshire Council on its announcement that it will recruit over 40 staff to support residents in dealing with

what it considers the devastating impact of welfare reform cuts; considers that these cuts will see over £22 million coming out of the pockets of low-paid people and those seeking work in Renfrewshire; understands that, in Renfrewshire alone, 2,000 disabled people will lose disability living allowance and 3,000 tenants in social housing will be affected by the so-called bedroom tax, and welcomes the council’s deployment of £1.5 million in the next 15 months to support its residents in dealing with the consequences of the welfare reform programme.

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
