Contact details for Committee Clerks are provided at the end of the Bulletin. Welfare Reform Committee 1st Meeting, 2013 The Committee will meet at 9.30 am in Committee Room 4 1. Scottish Government passported benefits consultation: The Committee will take evidence from— Nicola Sturgeon, Cabinet Secretary for Infrastructure, Investment and Cities, Ann McVie, Team Leader, Welfare Division, and Stuart Foubister, Directorate for Legal Services, Scottish Government. 2. Subordinate legislation: The Committee will consider the following negative instrument— the Council Tax Reduction (State Pension Credit) (Scotland) Regulations 2012 (SSI 2012/319). 3. Appointment of European Union Reporter: The Committee will appoint a member to serve as its European Union Reporter. 4. Implementation of Scottish Law Commission Bills: The Committee will consider a letter from the Standards, Procedures and Public Appointments Committee in relation to the implementation of Scottish Law Commission Bills. Justice Committee 1st Meeting, 2013 The Committee will meet at 10.00 am in Committee Room 2 1. Decisions on taking business in private: The Committee will decide whether to take items 6 to 9 in private. 2. Subordinate legislation: The Committee will take evidence on the Knife Dealers (Licence Conditions) (Scotland) Order 2012 [draft] from— Kenny MacAskill, Cabinet Secretary for Justice; Quentin Fisher, Head of Licensing Branch, and Walter Drummond-Murray, Policy Officer, Criminal Law and Licensing Division, Scottish Government. 3. Subordinate legislation: Kenny MacAskill (Cabinet Secretary for Justice) to move— S4M-05254—That the Justice Committee recommends that the Knife Dealers (Licence Conditions) (Scotland) Order 2012 [draft] be approved. 3 4. Subordinate legislation: The Committee will consider the following negative instruments— Civic Government (Scotland) Act 1982 (Metal Dealers’ Exemption Warrants) Order 2012 (SSI 2012/324); Act of Sederunt (Fees of Sheriff Officers) (Amendment) (No. 2) 2012 (SSI 2012/341). 5. Police and fire and rescue service reform: The Committee will consider an update. 6. Standards, Procedures and Public Appointments Committee inquiry into post-legislative scrutiny: The Committee will consider how it will respond to the Standards, Procedures and Public Appointments Committee’s inquiry into post-legislative scrutiny. 7. Scottish Law Commission reports: The Committee will consider a letter from the Standards, Procedures and Public Appointments Committee inviting the Convener to give evidence on this issue. 8. Parliamentary responsibilities under the Police and Fire Reform (Scotland) Act 2012: The Committee will consider a paper by the Clerk. 9. Connection between school exclusions and offending: The Committee will review the evidence received and decide what further action to take. Public Petitions Committee 1st Meeting, 2013 The Committee will meet at 10.00 am in Committee Room 1 1. Consideration of new petitions: The Committee will consider— PE1460 by Susan Archibald, on behalf of the Scottish Parliament Cross Party Group on Chronic Pain, on the improvement of services and resources to tackle chronic pain and take evidence from— Susan Archibald; Dorothy-Grace Elder and will then consider— PE1457 by Alex Hamilton on Scotland’s national tree and take evidence from— Alex Hamilton; Alan Watson Featherstone, Founder and Executive Director, Trees for Life and will then consider— PE1456 by Scott Anderson on the introduction of an individual licence to purchase tobacco products; PE1458 by Peter Cherbi on a register of interests for members of Scotland’s judiciary. 2. Consideration of current petitions: The Committee will consider— PE1285 by Caroline Mockford on free calls to NHS 24 for mobile phones; PE1319 by William Smith and Scott Robertson on improving youth football in Scotland; PE1351 by Chris Daly and Helen Holland on time for all to be heard; PE1404 by Stephen Fyfe, on behalf of Diabetes UK (Scotland), on access to insulin pump therapy; PE1437 by Les Wallace on recycling in schools; 4 PE1441 by David Crichton on flood insurance problems; PE1442 by Douglas Reid on the body upon death becomes part of the estate. 3. Decision on taking business in private: The Committee will decide whether consideration of the appointment of an adviser and the terms of reference for its inquiry into tackling child sexual exploitation in Scotland should be taken in private at its next meeting. Freedom of Information (Amendment) (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill after Stage 2. 6.
