Bureau Members will be aware that under Rule 5.6.1(c) the Bureau has a duty to ensure that there is a period of time available for Members’ Business following Decision Time. 2. Motions submitted for Members’ Business are shown below. S4M-04653# Elaine Smith: Breastfeeding: Preventing Disease and Saving Resources— That the Parliament welcomes the publication of the UNICEF-commissioned report, Preventing disease and saving resources: the potential contribution of increasing breastfeeding rates in the UK; understands that the report shows that increased breastfeeding rates would allow considerable savings to be made by the NHS, produce long-term health benefits and provide a mechanism for changing the differences in health outcomes across social groups; understands that the scientific methods used to reach these conclusions were both rigorous and novel; believes that this report is important to policymakers, as it not only shows clearly the nature of the problem of low breastfeeding rates but also provides potential solutions; believes that the findings are of particular relevance in areas of high deprivation, such as Coatbridge and Chryston, that have low breastfeeding rates; understands that the Breastfeeding etc. (Scotland) Act 2005 provided one response to the many barriers to breastfeeding but, in order to break the cycle of linked factors that can make breastfeeding difficult in Scotland and across the UK, would welcome further changes to address what it sees as the continuing societal, family and health service barriers to breastfeeding; commends the report’s authors on providing what it believes to be evidence that the normalisation of artificial feeding has resulted in a major public health issue, and believes that spending on improving the rates of breastfeeding is an excellent example of a preventative measure that ultimately saves public money while improving outcomes. S4M-05051# Nanette Milne: Congratulations to European Golden Oldies Rugby—That the Parliament looks forward to the fifth Scottish Golden Oldies Rugby Festival being staged at Highland RFC in Inverness in 2013; notes that the festival evolved from the 17th World Golden Oldies Rugby Festival, which took place at Murrayfield in 2008; congratulates European Golden Oldies Rugby and Scottish Golden Oldies Rugby on encouraging over-35s in Russia and Israel to participate in and play rugby; understands that European Golden Oldies Rugby has organised festivals in each alternate year since 1992, including in Aberdeen in 1998; further understands that the objective of the organisation is to encourage over-35s throughout Europe to participate in and play rugby and to assist in the promotion and development of rugby for that age group as well as to encourage fun, friendship and fraternity; believes that, with Scotland hosting the Commonwealth Games in Glasgow and the Ryder Cup at Gleneagles in 2014, it is vital to encourage older people to participate in sport and exercise and to promote the health and wellbeing benefits of physical activity, and wishes European Golden Oldies Rugby the very best in the future. S4M-05077# Annabel Goldie: Star Project—That the Parliament recognises what it considers the excellent work being undertaken by the Star Project in Wallace Street, Paisley; notes that the project is a partnership between four local churches, St James Church of Scotland and Wallneuk North Church of Scotland, Mossvale Community Church and St James Roman Catholic Church, and the community, who support the project in many ways, including volunteering and funding along with other volunteers from across the community; also notes the specific work undertaken and services offered, including the Tuesday Group, a support group for parents whose children are in care, which it understands is nationally recognised to be the first group of its kind, a fathers’ group, a befriender service, home visits and practical guidance to parenting and running a home; applauds the project's goal, to strive for a future where people value themselves and others by being active in fulfilling relationships in a more connected and resilient community, and congratulates the Star Project 1 PB/S4/13/41 on being the Renfrewshire Chamber of Commerce (ROCCO) Awards winner for Third Sector Recognition. S4M-05113# Murdo Fraser: Wild Land Designation—That the Parliament notes the July 2012 report for Scottish National Heritage in association with Loch Lomond and the Trossachs National Park Authority entitled Public Perception Survey of Wildness in Scotland, which indicated that 86% of the Scottish populace feels that further action is necessary to preserve wild land in Scotland, and that the most popular means by which this could be ensured is by introducing a specific wild land designation. S4M-05258# Jenny Marra: Big Concert Event of the Year at Creative Scotland's 2012 Award Ceremony—That the Parliament congratulates Nicola Kilean and all involved with Sistema Scotland on winning Event of the Year at Creative Scotland’s 2012 Awards Ceremony; notes that the award was won for the Big Concert project; understands that the Big Concert was the culmination of the Big Noise project that began in Raploch in 2008 to provide children from deprived areas with the opportunity to improve attainment and learn new skills through intensive music tuition; believes that Sistema Scotland has made a significant difference to children’s lives in Raploch; notes the future work that it will carry out in Govanhill and the ongoing campaign to bring El Sistema to Dundee, and hopes that future endeavours for Sistema Scotland will be as welcome and successful as the Big Concert in Raploch. S4M-05386# Roderick Campbell: Kingsbarns Whisky Distillery—That the Parliament welcomes what it considers to be the exciting prospect of the first whisky distillery *that will be open to the public* in North East Fife being built on the Cambo Estate, Kingsbarns; understands that £670,442 of funding for the proposal has come from the Scottish Government’s Food Processing, Marketing and Co-operation Scheme and that this money will be spent on the construction of buildings and purchase of plant and equipment; welcomes the involvement of the Wemyss family in the process and appreciates its long, historic links to the area and the whisky production industry; congratulates the Scottish Government, Sir Peter Erskine of the Cambo Estate, where the distillery is to be built, and the Wemyss family on working together to ensure that the project is delivered, and looks forward to North East Fife being home to what it considers another unique business and tourism opportunity in such close proximity to St Andrews, Kingsbarns Golf Links and the East Neuk. S4M-05404# Jamie McGrigor: The Clyde Fishery—That the Parliament notes the presentation given in Committee Room 5 on 17 January 2013 on the history of the Clyde Fishery from 1950 by the past chairman of the Clyde Fishermen’s Association, Mr Kenneth MacNab, of Tarbert in Argyll and Bute; notes that the Cabinet Secretary for Rural Affairs and the Environment, Richard Lochhead, who was in attendance along with other members, staff, government officials and senior officers of Marine Scotland, described Mr MacNab’s knowledge as ―invaluable‖; notes that Mr MacNab drew on his first-hand experience of fishing the Clyde waters for over 40 years and set out a range of concerns regarding the future of the fishing sector in that area, and considers that local practical knowledge, combined with scientific evidence, can help achieve sustainable fisheries and fishing communities in the Clyde estuary and elsewhere on the west coast. S4M-05405# Bob Doris: Electrical Safety in the Private Rented Sector—That the Parliament is committed to raising housing standards in the private rented sector (PRS), particularly with regard to electrical safety; understands that tenants in the PRS in Glasgow and across Scotland are more at risk of electric shock than those in other tenures; believes that this is due to a number of factors, including poor maintenance and a lack of knowledge among landlords of their responsibilities; considers that this issue will be exacerbated if PRS tenure continues to grow without any changes to sector governance; commends the work of the Electrical Safety Council and other organisations in educating tenants and landlords about electrical safety, and, in order to protect tenants against death and injury through electric

    Political Change and Scottish Nationalism in Dundee 1973-2012 Thomas A W Stewart PhD Thesis University of Edinburgh 2019 Abstract Prior to the 2014 independence referendum, the Scottish National Party’s strongest bastions of support were in rural areas. The sole exception was Dundee, where it has consistently enjoyed levels of support well ahead of the national average, first replacing the Conservatives as the city’s second party in the 1970s before overcoming Labour to become its leading force in the 2000s. Through this period it achieved Westminster representation between 1974 and 1987, and again since 2005, and had won both of its Scottish Parliamentary seats by 2007. This performance has been completely unmatched in any of the country’s other cities. Using a mixture of archival research, oral history interviews, the local press and memoires, this thesis seeks to explain the party’s record of success in Dundee. It will assess the extent to which the character of the city itself, its economy, demography, geography, history, and local media landscape, made Dundee especially prone to Nationalist politics. It will then address the more fundamental importance of the interaction of local political forces that were independent of the city’s nature through an examination of the ability of party machines, key individuals and political strategies to shape the city’s electoral landscape. The local SNP and its main rival throughout the period, the Labour Party, will be analysed in particular detail. The thesis will also take time to delve into the histories of the Conservatives, Liberals and Radical Left within the city and their influence on the fortunes of the SNP.

James Halliday was born in Wemyss Bay on 27 February 1927. He was educated at Skelmorlie Primary School and Greenock Academy. Halliday had been a nationalist from early days and joined the SNP in 1943 as soon as he was eligible. He attended Glasgow University in 1944. However, tuberculosis of the spine forced him to take a two-year gap. He resumed his university education in 1947 and became very active in the Glasgow University Nationalist Association. Halliday graduated in 1952 with an honours degree in history and went on to teach at Ardeer, Coatbridge, Uddingston and Dunfermline High Schools. From Dunfermline he moved to Dundee College of Education as a lecturer in history in 1967, where he became principal lecturer in 1979 and head of department until his retirement in 1988. He specialised in modern history and had a particular interest in the history, politics and constitution of the United States and of Scotland. He authored several books. Halliday played a pivotal role in stabilising the SNP in the 1950s. He replaced Dr Robert D. McIntyre as chairman of the party in 1956, thus becoming the youngest chairman at the age of 28.
