S4M-04653# Elaine Smith: Breastfeeding: Preventing Disease and Saving Resources— That the Parliament welcomes the publication of the UNICEF-commissioned report, Preventing disease and saving resources: the potential contribution of increasing breastfeeding rates in the UK; understands that the report shows that increased breastfeeding rates would allow considerable savings to be made by the NHS, produce long-term health benefits and provide a mechanism for changing the differences in health outcomes across social groups; understands that the scientific methods used to reach these conclusions were both rigorous and novel; believes that this report is important to policymakers, as it not only shows clearly the nature of the problem of low breastfeeding rates but also provides potential solutions; believes that the findings are of particular relevance in areas of high deprivation, such as Coatbridge and Chryston, that have low breastfeeding rates; understands that the Breastfeeding etc. (Scotland) Act 2005 provided one response to the many barriers to breastfeeding but, in order to break the cycle of linked factors that can make breastfeeding difficult in Scotland and across the UK, would welcome further changes to address what it sees as the continuing societal, family and health service barriers to breastfeeding; commends the report’s authors on providing what it believes to be evidence that the normalisation of artificial feeding has resulted in a major public health issue, and believes that spending on improving the rates of breastfeeding is an excellent example of a preventative measure that ultimately saves public money while improving outcomes.

S4M-05051# Nanette Milne: Congratulations to European Golden Oldies Rugby—That the Parliament looks forward to the fifth Scottish Golden Oldies Rugby Festival being staged at Highland RFC in Inverness in 2013; notes that the festival evolved from the 17th World Golden Oldies Rugby Festival, which took place at Murrayfield in 2008; congratulates European Golden Oldies Rugby and Scottish Golden Oldies Rugby on encouraging over-35s in Russia and Israel to participate in and play rugby; understands that European Golden Oldies Rugby has organised festivals in each alternate year since 1992, including in Aberdeen in 1998; further understands that the objective of the organisation is to encourage over-35s throughout Europe to participate in and play rugby and to assist in the promotion and development of rugby for that age group as well as to encourage fun, friendship and fraternity; believes that, with Scotland hosting the Commonwealth Games in Glasgow and the Ryder Cup at Gleneagles in 2014, it is vital to encourage older people to participate in sport and exercise and to promote the health and wellbeing benefits of physical activity, and wishes European Golden Oldies Rugby the very best in the future.

S4M-05077# Annabel Goldie: Star Project—That the Parliament recognises what it considers the excellent work being undertaken by the Star Project in Wallace Street, Paisley; notes that the project is a partnership between four local churches, St James Church of Scotland and Wallneuk North Church of Scotland, Mossvale Community Church and St James Roman Catholic Church, and the community, who support the project in many ways, including volunteering and funding along with other volunteers from across the community; also notes the specific work undertaken and services offered, including the Tuesday Group, a support group for parents whose children are in care, which it understands is nationally recognised to be the first group of its kind, a fathers’ group, a befriender service, home visits and practical guidance to parenting and running a home; applauds the project's goal, to strive for a future where people value themselves and others by being active in fulfilling relationships in a more connected and resilient community, and congratulates the Star Project

on being the Renfrewshire Chamber of Commerce (ROCCO) Awards winner for Third Sector Recognition.

S4M-05113# Murdo Fraser: Wild Land Designation—That the Parliament notes the July 2012 report for Scottish National Heritage in association with Loch Lomond and the Trossachs National Park Authority entitled Public Perception Survey of Wildness in Scotland, which indicated that 86% of the Scottish populace feels that further action is necessary to preserve wild land in Scotland, and that the most popular means by which this could be ensured is by introducing a specific wild land designation.

S4M-05258# Jenny Marra: Big Concert Event of the Year at Creative Scotland's 2012 Award Ceremony—That the Parliament congratulates Nicola Kilean and all involved with Sistema Scotland on winning Event of the Year at Creative Scotland’s 2012 Awards Ceremony; notes that the award was won for the Big Concert project; understands that the Big Concert was the culmination of the Big Noise project that began in Raploch in 2008 to provide children from deprived areas with the opportunity to improve attainment and learn new skills through intensive music tuition; believes that Sistema Scotland has made a significant difference to children’s lives in Raploch; notes the future work that it will carry out in Govanhill and the ongoing campaign to bring El Sistema to Dundee, and hopes that future endeavours for Sistema Scotland will be as welcome and successful as the Big Concert in Raploch.

S4M-05386# Roderick Campbell: Kingsbarns Whisky Distillery—That the Parliament welcomes what it considers to be the exciting prospect of the first whisky distillery *that will be open to the public* in North East Fife being built on the Cambo Estate, Kingsbarns; understands that £670,442 of funding for the proposal has come from the Scottish Government’s Food Processing, Marketing and Co-operation Scheme and that this money will be spent on the construction of buildings and purchase of plant and equipment; welcomes the involvement of the Wemyss family in the process and appreciates its long, historic links to the area and the whisky production industry; congratulates the Scottish Government, Sir Peter Erskine of the Cambo Estate, where the distillery is to be built, and the Wemyss family on working together to ensure that the project is delivered, and looks forward to North East Fife being home to what it considers another unique business and tourism opportunity in such close proximity to St Andrews, Kingsbarns Golf Links and the East Neuk.

S4M-05404# Jamie McGrigor: The Clyde Fishery—That the Parliament notes the presentation given in Committee Room 5 on 17 January 2013 on the history of the Clyde Fishery from 1950 by the past chairman of the Clyde Fishermen’s Association, Mr Kenneth MacNab, of Tarbert in Argyll and Bute; notes that the Cabinet Secretary for Rural Affairs and the Environment, Richard Lochhead, who was in attendance along with other members, staff, government officials and senior officers of Marine Scotland, described Mr MacNab’s knowledge as ―invaluable‖; notes that Mr MacNab drew on his first-hand experience of fishing the Clyde waters for over 40 years and set out a range of concerns regarding the future of the fishing sector in that area, and considers that local practical knowledge, combined with scientific evidence, can help achieve sustainable fisheries and fishing communities in the Clyde estuary and elsewhere on the west coast.

S4M-05405# Bob Doris: Electrical Safety in the Private Rented Sector—That the Parliament is committed to raising housing standards in the private rented sector (PRS), particularly with regard to electrical safety; understands that tenants in the PRS in Glasgow and across Scotland are more at risk of electric shock than those in other tenures; believes that this is due to a number of factors, including poor maintenance and a lack of knowledge among landlords of their responsibilities; considers that this issue will be exacerbated if PRS tenure continues to grow without any changes to sector governance; commends the work of the Electrical Safety Council and other organisations in educating tenants and landlords about electrical safety, and, in order to protect tenants against death and injury through electric shock or fire and improve electrical safety in PRS homes, welcomes the continuation of the dialogue between the Scottish Government and the PRS, including that in relation to the forthcoming Housing Bill.

S4M-05415# Margaret McDougall: University Marine Biological Station Millport—That the Parliament notes with concern that the University Marine Biological Station Millport, which is an institute of the University of London, is under threat of having its funding removed; understands that the station has been used by Glasgow, Edinburgh, St Andrews, Napier, Heriot-Watt and West of Scotland universities and that, in 2012, 533 Scottish university students and 521 English university students used the facility; further understands that it provides 30 quality jobs to residents on the Isle of Cumbrae; believes that the loss of this station could cost the local economy up to £2 million and have an impact on school provision and other public services, and welcomes the 10,000 strong petition that was presented to the Scottish Government.

S4M-05465# James Dornan: The Cedar Network—That the Parliament commends the work done by third sector organisations, including the Cedar Network, in assisting women and young people who are affected by domestic abuse; notes that a branch of the Cedar Network has been established in Glasgow, adding to the network in Scotland; considers the work that it does with women and children, through group work and support, to be hugely important in their recovery from domestic abuse; notes its close working relationship with a number of third sector and statutory organisations such as the Castlemilk Domestic Abuse Project; considers that the inclusion of trained facilitators from a wide range of statutory and voluntary agencies helps to foster a multi-agency support network that is crucial to the success of the project; highlights research conducted by Nancy Lombard, a lecturer in social policy at Glasgow Caledonian University, on young people’s attitudes toward violence, which suggests that engaging young people in discussions on violence will help challenge gendered perceptions of violence, and considers this move toward education on violence and support for women and children to be key in helping to break cycles of domestic abuse.

S4M-05495# John Pentland: Lloyds Contact Centre Motherwell Closure—That the Parliament expresses its deep concern over what it considers the callous decision by Lloyds Banking Group to close its contact centre in Motherwell; understands that there are nearly 200 staff employed at the site, many of whom have several years of service; is concerned that, with Motherwell and Wishaw being an area of high unemployment and deprivation, the offer of relocation is for many employees a choice between increased costs and hours of travel or unemployment and that relocation is more difficult for part-time workers with family commitments, and believes that this decision should be reconsidered by the partially state- owned bank.

S4M-05522# Jackie Baillie: Dementia Carers’ Voices—That the Parliament understands that there are currently 84,000 people in Scotland living with dementia, a figure that is expected to double over the next 25 years; acknowledges that caring for someone with dementia can be a difficult experience; values the contribution made by families and carers of people with dementia in the Dumbarton constituency and across Scotland who, on a daily basis, provide support to loved ones with the illness; recognises the importance of carer support and respite where appropriate; notes the importance of raising awareness of dementia and ensuring that people with dementia are treated with dignity and respect, and welcomes the work of a number of key stakeholders and organisations who give a platform to the views and experiences of carers of people with dementia across Scotland including the Health and Social Care Alliance's Dementia Carer Voices Project and Alzheimer Scotland's National Dementia Carers Action Network.

S4M-05531# David Stewart: Scottish Environment LINK Species Champions—That the Parliament welcomes the Scottish Environment LINK initiative, Species Champions; considers that species are valuable symbols of the wider issues that impact on nature; understands that a number of species are in decline throughout Scotland, particularly throughout the Highlands and Islands; supports, as a fundamental step in the Year of Natural Scotland, conserving Scotland’s species diversity in delivering what it believes is progress toward the target to halt the loss of biodiversity and as part of a step change toward providing a strong foundation on which Scotland’s environment, its people, culture and economy can thrive, and applauds those MSPs who have chosen a species to champion.

S4M-05536# Angus MacDonald: 75 Years of Young Farmers Clubs in Scotland—That the Parliament congratulates the Scottish Association of Young Farmers Clubs (SAYFC) on its 75th anniversary; understands that this rural-based youth organisation provides a social network for people aged 14 to 30 throughout the country, with over 80 clubs affiliated to it, from Orkney to Dumfries and Galloway; believes that it provides members with education, social integration and community participation; notes that it has gone on to welcome members from non-farming backgrounds since its original motto, Better farmers, better countrymen, better citizens, was first used; understands that SAYFC has established the 75th Legacy Fund, which aims to raise £100,000 for its clubs to use toward development in their areas, and looks forward to SAYFC continuing to make what it sees as a positive impact in rural Scotland for many decades to come.

S4M-05547# James Kelly: Bicentenary Celebrations of Dr David Livingstone’s Birth— That the Parliament commemorates the life and legacy of Dr David Livingstone, considered Blantyre’s most famous son and Scotland’s greatest explorer and missionary; understands that, at the age of 10, Dr Livingstone began working in the Blantyre Cotton Mill as a piecer and, despite working a 14-hour day, he persevered with his studies and, after qualifying as a doctor, became a missionary and explorer in Africa, where he played a key role in ending slavery, especially in Malawi, which continues to have strong links to Scotland; applauds Dr Livingstone’s contributions in Africa generally and Malawi specifically and considers that, during his 30 years in Africa, he contributed enormously in the fields of education, healthcare, trade and commerce; notes that the bicentenary celebrations in Blantyre are being supported by funding from the National Trust for Scotland, Scottish Government, South Lanarkshire Council and the Scotland–Malawi Partnership, which promotes links between the two countries; believes that the 200th anniversary of Dr Livingstone will give people the opportunity to learn of the explorer's early home life in Blantyre and encourage further interest in his achievements and explorations; considers that Scotland enjoys important links with Malawi and reaffirms its commitment to the cooperation agreement between the countries that was signed in 2005 by Lord McConnell and President Mutharika, which pledges engagement on "civic governance and society, sustainable economic development, health and education", and looks forward to what it hopes will be a series of successful events in honour of a man whom it believes to be one of Scotland’s greatest figures and whose legacy continues to have a positive impact on the people of Malawi.

S4M-05568# Mark McDonald: Count Us In—That the Parliament welcomes the publication of the report, Count us in: it pays to listen, by the National Autistic Society Scotland as part of its Count us in campaign to give people with autism more of a say in decisions that directly affect them; understands that there are approximately 50,000 people with autism in Scotland, with an estimated 6,000 of these living in the north east of Scotland, and autism directly affects around 200,000 people every day; further understands that only 15% of adults with autism are in full-time employment and 39% of those interviewed for the Count us in report said that they had lost a job as a result of their autism; welcomes the Scottish Government’s investment of £13.4 million over four years to implement the first autism strategy to improve support services for adults and children with autism and their families; further welcomes the input of the Count us in campaign, and looks forward to working with a range of organisations to continue to maximise the opportunities created by the strategy and by involving people with autism more closely in the decision-making process.

S4M-05581# Dennis Robertson: Celebrating Scottish Produce—That the Parliament notes with concern what it sees as the lack of Scottish produce, including lamb, on the shelves in Scottish supermarkets, including in Aberdeenshire West; considers that Scotch Lamb is among the best lamb in the world and that it should be more widely available in Scotland's supermarkets; is aware that local butchers stock local lamb and other Scottish produce, and recognises calls for people in Scotland to buy Scottish produce, including lamb, from local suppliers, and for supermarkets to make Scotch Lamb and other produce more widely available for everyone to enjoy.

S4M-05594# Neil Findlay: Blacklisting, a Scottish and UK Human Rights Abuse—That the Parliament notes the minutes of the Health and Safety Executive (HSE) meeting of 5

December 2012; agrees with the HSE in condemning "any form of blacklisting of employees by employers for raising concerns about safety standards at work"; believes that the blacklist operated by the Consulting Association and used by numerous construction firms was an appalling human rights abuse that impacted on the lives of thousands of workers and their families across the UK; acknowledges the blacklisting map of the UK published by the GMB trade union, showing that over 300 workers in Scotland were affected, including 68 across the Lothians; understands that, since 2007, the Scottish Government and/or its agencies have awarded contracts to the following companies, which have been named by or are associated with companies named by, the Information Commissioner's Office as subscribing to the Consulting Association: Amec Group Limited, Amey OW Limited, Amey Infrastructure Services Limited, Amey Roads (North Lanarkshire) Limited, Bailey Maintenance, Balfour Beatty Construction Limited, Balfour Beatty Civil Engineering Limited, BAM Nuttall Limited, Carillion Construction, Laing O'Rourke, Morrison Construction, the Forth Crossing Bridge Constructors joint venture, Skanska Construction UK Limited, Sir Robert McAlpine Limited and Norwest Holst Limited, and acknowledges calls for an inquiry into the impact of this practice on Scottish construction workers with a view to ensuring that it cannot happen in Scotland in the future.

S4M-05609# Kezia Dugdale: One Billion Rising—That the Parliament recognises and welcomes the campaign, One Billion Rising, which has been established in response to UN reports that one in three women will be raped or beaten in her lifetime; notes that the campaign, which was set up by Eve Ensler, is attempting to end violence against women; condemns all violence against women wherever it occurs; welcomes the campaign's "dance strikes", in Lothian and across Scotland on 14 February 2013, and recognises calls for unity and action against gender stereotyping, inequality and violence against women in all its forms

S4M-05625# John Mason: Social Tourism—That the Parliament affirms the economic and social value of social tourism, a term that describes efforts to include people living on low income, dealing with physical or mental impairment or experiencing other disadvantage, in holiday and leisure activities; highlights what it considers the positive enhancement of the quality of family life through equitable access to high value rest and recreation regardless of disadvantage or poverty; believes that partnership working between tourism and welfare sector partners can improve the quality of family life for those parents and children who experience disadvantage as a result of poverty through the provision of and by promoting access to holidays and other recreational activities; notes what it considers the significant economic and social benefits brought by social tourism programmes in countries such as France, Spain and Belgium; considers that increased social tourism initiatives in Glasgow Shettleston and across Scotland would be of benefit to both struggling individuals and families, contribute to the work of social welfare organisations and strengthen the wider tourism sector, and would welcome the growth of social tourism in Scotland.

S4M-05656# Sandra White: Bowel Cancer, Don’t Take a Chance, Take the Test—That the Parliament welcomes the launch of the campaign to encourage people between the ages of 50 and 74 to participate in bowel screening; understands that bowel cancer is the third most common cancer in Scotland with early detection resulting in nine out of 10 people surviving the cancer; further understands that Glasgow has the highest rate of deaths from bowel cancer in Scotland; welcomes what it sees as the success of other campaigns such as the breast cancer campaign, part of the Scottish Government’s £30 million detect cancer early drive, which aims to increase the early detection of cancer by 25%, and hopes that the bowel screening campaign will be as successful in raising awareness and early detection of bowel cancer.

S4M-05676# Christina McKelvie: Voices From the Frontline, Digital by Default—That the Parliament notes the recent report from Citizens Advice Scotland (CAS), Voices From the Frontline, Digital by Default, which was published in response to the UK Government’s digital strategy; notes CAS's concerns that moves toward services being applied online only could exclude those in society who are vulnerable and marginalised from receiving the benefits that they rely on to survive; understands that the digital strategy admits to not covering local government services or the NHS and does not consider ways to increase the digital capability

of citizens; believes that a citizen's advice bureau in West Scotland has reported that a client, a 60-year-old ex-labourer with dyslexia with limited computer literacy or access to a computer, was penalised for failing to apply for jobs online, and notes calls for more work to be carried out to ensure that any moves toward online applications are implemented in an open manner that is fully mindful of the needs of those who do not have internet access or are less able to use it to apply for benefits or jobs.

S4M-05696# Nigel Don: Scotland's Butchers Lead the Way with Quality Produce—That the Parliament congratulates farmers' markets and food purveyors in Angus North and Mearns and across the country on what it sees as their contribution to Scotland's economy and environment and the communities that they serve; understands that the horsemeat scandal has resulted in butchers seeing an increase in sales as customers seek out the highest quality produce sourced from their area, and believes that butchers provide a great benefit to their customers and the public by supplying locally sourced meats.

S4M-05704# Jean Urquhart: Raasay Crofters' Association—That the Parliament notes with concern the transfer of fishing and shooting rights on the island of Raasay from the Raasay Crofters’ Association to a South Ayrshire stalking firm; further notes that the association, which represents 11 crofters and has paid an annual fee of £650, was set up in 1994 to manage these rights on behalf of the local community; understands that the association held the lease from 1995 until November 2012 and that during that period it made the enterprise a success through its investment in training and facilities; queries if this success, which, it understands, resulted in a profitable butcher’s trade operating on the island, is one of the primary reasons that the lease was put out to tender for the first time in November 2012; understands that the Scottish Government informed the association that ministers were not obliged to accept the highest offer, and expresses concern at what it sees as this loss of local control and community involvement.

S4M-05708# Jamie Hepburn: Future of Scotland’s Crown Post Offices—That the Parliament condemns proposals by Post Office Limited to close five Crown post offices in Cumbernauld, East Kilbride, Stornoway, Perth and Alloa, moving them to become franchises in retail outlets at alternative locations; regards this as potentially dismantling part of the established post office network, which may result in a loss of service for the public; is concerned for the continued employment of post office staff and considers that the proposal will have a damaging effect on the already fragile health of town centres and high streets; praises the existing Crown post office network in Scotland for an invaluable service to the community, and acknowledges calls for these proposals to be dropped.

S4M-05710# David Torrance: Congratulating Save Wemyss Ancient Caves Society— That the Parliament congratulates the Save Wemyss Ancient Caves Society on its efforts to preserve the caves for future generations; understands that the caves are of significant historical value and that further study of the symbols and carvings, which include an unusually high quantity of Pictish art work, could progress understanding of Scottish cultural history, and believes that the caves have the potential to be a major tourist attraction in the Wemyss area and Fife.

S4M-05789# Mary Fee: Using Prisoners' Assets to Reduce Reoffending—That the Parliament welcomes the decision of the Scottish Prison Service to invest £70,000 in a pilot through-care service in HMP Greenock to tackle reoffending and assist offenders in settling back into their communities; considers that reoffending costs the Scottish economy £3 billion per year; understands that there is no single solution to tackling reoffending; regrets that 61% of prisoners with a sentence of less than one year will reoffend within two years of release, and hopes that using prisoners' assets to reduce reoffending by engaging the prisoners with their families, by working with their skills, hobbies, employment history and educational outcomes will provide better rehabilitation and educational programmes.

S4M-05862# Kezia Dugdale: OFT Report Reveals Need for Cap on Credit—That the Parliament welcomes the publication of the Office of Fair Trading (OFT) year-long compliance

review of the payday loan sector; supports the warnings that the OFT has given the leading 50 payday loan lenders that account for 90% of the market to comply with standards within 12 weeks or risk losing their credit licences; notes with concern the report finding that lenders are heavily reliant on customers who fail to repay loans, as so-called rolled-up loans account for 50% of lenders' revenue; further notes that the UK Government has agreed to work with the Advertising Standards Authority to set out new advertising restrictions for payday loan lenders; considers, however, that, while the actions of the OFT and restrictions on advertising are welcome, the best way to prevent the problems that payday lending causes is to cap the costs of credit, and recognises calls for every group with power to rally and act to prevent what it considers the financial misery that these companies cause people in Lothian and across the rest of Scotland by seeking to profit from poverty.

S4M-05874# Anne McTaggart: World Book Day 2013—That the Parliament recognises 7 March 2013 as World Book Day; understands that schools across Glasgow and the rest of Scotland are encouraging young people to take part in activities that promote reading as both fun and educational; recognises what it sees as the huge benefits that World Book Day has brought to Scotland in promoting Scottish literature and inspiring a new generation of authors; celebrates the aspiration of the organisers to create the ―biggest book show on earth‖ and commends their efforts to engage over half a million children in events across 75 countries; is concerned, however, that one in 28 Scots cannot read or write and that many of them experience disadvantage and poverty; supports the work of organisations such as the National Literacy Trust and Learning Teaching Scotland to increase adult learning courses and improve literacy, and aspires to the goal that no individual in Scotland is ever again excluded from the events of World Book Day as a consequence of social exclusion, disadvantage or lack of access to basic educational resources.

Town and Country Planning (Fees for Applications and Deemed Applications) (Scotland) Amendment Regulations 2013 [draft].

Children’s Hearings (Scotland) Act 2011 (Transfer of Children to Scotland – Effect of Orders made in England and Wales or Northern Ireland) Regulations 2013 [draft]

Purpose 2. The Regulations apply where a child is transferred to Scotland from England and Wales or Northern Ireland whilst subject to an order made in that jurisdiction giving an authority care or supervisory responsibility for that child.

3. The Regulations cover the movement of a child to Scotland who is under a specified non-Scottish order which has the same general effect as a compulsory supervision order (CSO). The non-Scottish order would then have effect as if it were a CSO if the receiving local authority in Scotland agrees to accept the child.

Tobacco and Primary Medical Services (Scotland) Act 2010 (Incidental Provision and Commencement No.4) Order 2013 [draft]

Purpose 5. The Order makes it an offence for a person who has the management or control of premises to have an automatic vending machine for the sale of tobacco products available for use.

Consideration by committee 6. The instrument was considered by the Health and Sport Committee at its meeting on 5 March 2013. After debate, the motion to approve the instrument was agreed to.

Community Care (Personal Care and Nursing Care) (Scotland) Amendment Regulations 2013 [draft]

Purpose 7. The Regulations provide that local authorities are not to charge for certain types of social care provided or secured by them. Regulation 2 of the principal Regulations modifies, for the purpose of charging, the meaning of accommodation provided under the Social Work (Scotland) Act 1968 or section 25 of the Mental Health (Care and Treatment) (Scotland) Act 2003.

Social Care and Social Work Improvement Scotland (Requirements for Care Services) Amendment Regulations 2013 [draft]

Purpose 9. The 2011 Regulations created an offence of providing a care service whilst the service was subject to various forms of insolvency procedure. These Regulations remove that offence and place a duty on a provider to notify Social Care and Social Work Improvement Scotland (commonly known as the Care Inspectorate) immediately upon an insolvency event (as defined in new regulations 6A, 6B and 6C).

Town and Country Planning (Fees for Applications and Deemed Applications) (Scotland) Amendment Regulations 2013 [draft]

Purpose 11. The Regulations amend the Town and Country Planning (Fees for Applications and Deemed Applications) (Scotland) Regulations 2004 (―the 2004 Regulations‖), which make provision for the payment of fees to planning authorities. The effect of the Regulations is that all fees currently payable under the 2004 Regulations are increased by approximately 20%. The increase applies from 6 April 2013.

Consideration by committee 12. The instrument was considered by the Local Government and Regeneration Committee at its meeting on 6 March 2013. After debate, the motion to approve the instrument was agreed to.

REMOVAL OF MOTIONS FROM THE BUSINESS BULLETIN

Background

1. Under Rule 8.2.8 of Standing Orders, the Bureau may remove from the list of admissible motions any motion that has been on the list for more than six weeks without a date for it to be taken by the Parliament being appointed in the business programme.

2. The Bureau has previously agreed that all motions should be removed from the Bulletin after six weeks (excluding recess time) unless:

(a) the motion has the support of at least 30 other Members and these supporters came from more than two political parties (note that in cases where the number of supporters exceeds 30, the topicality of the motion and the extent of the recent support have also been taken into account when making these recommendations); or

(b) the motion remains highly topical; or

(c) the motion has been selected for Members’ Business.

3. The attached spreadsheet lists all motions over six weeks old on 12 March 2013 (i.e. those lodged on or before 22 January 2013) and includes the number of supporters and date of the most recent registration of support.
