HYRJE Vlerësimit Strategjik Mjedisor (VSM) për Politika, Plane dhe Programe vlerëson pasojat qështjet në fazat e herëshme të vendimëmarrjes. GjithastuVSM-ja është një proces që synon integrimin e konsideratave mjedisore në përgatitjen dhe miratimin e planeve, programeve dhe politikave. Koncepti i Vlerësimit Strategjikë Mjedisor vjen nga politikat dhe programet e niveleve me te larta te planifikimit dhe shfrutezimit të tokës të cilat kanë synime strategjike dhe vizionare dhe për të cilat kërkohet VSM sipas ligjit. Qëllimi i raportit të VSM-së për Planin Zhvillimor Komunal të Prishtinës është që të bëjë identifikimin, përshkrimin dhe vlerësimin e ndikimeve të rëndësishme që mund të rezultojnë nga zbatimi i Planit Zhvillimor Komunal, si edhe të japë alternativën më të favorshme për zhvillimin e tij nga pikepamja mjedisore. Në raportin e VSM-së duhet të përfshihen edhe propozimi i masave për mënjanimin dhe zbutjen e ndikimeve të dëmshme që dalin nga propozimet e Planit Zhvillimor Komunal. Metodolgjia e ndjekur është në perputhje me Direktivën e BE: 2001/42/EC „Mbi Vlerësimin e Efekteve të disa Planeve dhe Programeve në Mjedis‟ dhe ligjin për Vlersimin Stragjik Mjedisorë, i cili eshte transpozimi i direktives së BE 2001/42/EC. VSM-ja për Planin Zhillimor Komunal të Prishtinës do ti ketë këtë format: Një përmbledhje të informacionit bazë për vlerësimin mjedisor; Përshkrim të Vizionit, prioritet dhe objektivave kryesore të Planit Zhvillimor Komunal të Prishtinës dhe marrëdhëniet e tij me politikat, Planet dhe Programet e tjera që kanë lidhje me të; Përshkrim të aspekteve të gjendjes aktuale të mjedisit si edhe zhvillimin e pritur të tij në rast se nuk zbatohet plani; Përshkrim të karakteristikave mjedisore të zonave që ka të ngjarë të ndikohen në mënyrë të konsiderueshme nga plani; Përshkrim të problemeve ekzistuese mjedisore të cilat kanë lidhje me planin; Përshkrim të objektivave për mbrojtjen e mjedisit të përcaktuara në nivel kombëtar ose ndërkombëtar, të cilat kanë të bëjnë me Planin dhe Programin si dhe mënyrat në të cilat këto objektiva janë marrë parasysh gjatë përgatitjes së raportit; Përshkrim të ndikimeve të mundshme dhe të konsiderueshme në mjedis duke përfshirë shëndetin publik, florën, faunën, biodiversitetin, tokën, klimën, ajrin, ujin, peizazhin, zonat natyrore, vlerat materiale, trashëgiminë kulturore si dhe ndërveprimin ndërmjet këtyre faktorëve.; Efektet komulative të komponenteve mjedisore; Përshkrim të masave të parashikuara për të parandaluar, reduktuar ose lehtësuar ndikimet negative në mjedis, të cilat mund të rezultojnë nga zbatimi i planit. Një përmbledhje për përzgjedhjen e alernativave të shqyrtuara, duke përfshirë vështirësite e ndryshme ose mungesën e të dhënave që hasen gjatë përpilimit të raportit. Përshkrimin e monitorimit dhe raportimit. Të dhënat dhe Informacionet për komunën e Prishtinës janë siguruar nga Komuna, nga hulumtimet për këto komunë nga Plani Zhvillimor Komunal i kaluari hulumtime tjera dhe nga internet. Ky Raport i VSM-së është dokument i pari i llojit të tij që hartohet për kët qëllim

Article 2 Scope The provisions of this Law are binding to all the institutions of the Republic of Kosovo that are treated under this Law. Article 3 1 Definitions 1. Terms used in this Law shall have the following meanings: 1.1. Basic Law – shall mean the Law no. 05/L-001 on Budget of Republic of Kosovo. 2. Other terms used have the meaning specified in the basic Law. Article 4 In Article 12 of the basic Law, there shall be added paragraph 9 as follows: 9. Funds allocated to Contingency and Salaries for the payment of work experience in the economic category "wages and salaries" in the Ministry of Finance, will be transferred by the Ministry to the budget organizations in the same category, in accordance with the decision adopted by the Government of Republic of Kosovo.

Biblioteka Kombëtare dhe Universitare dhe biblioteka të tjera të veçanta janë duke u shkatërruar, ruajtja e materialeve të shkruara është e rrezikuar dhe sistemet nacionale për t’i regjistruar dhe shprëndarë dokumentet janë praktikisht jashtë funksionit. Pjesë të mëdha të koleksioneve të vlefshme në Bibliotekën Kombëtare dhe Universitare janë larguar dhe, me siguri, janë shkatërruar në periudhën prej 1990-1999. Shumë biblioteka publike dhe shkollore, posaçërisht në fshatëra, janë djegur plotësisht, ndërsa të tjerave u janë marrë dhe shkatërruar koleksionet e librave, ndërsa ato të cilat ende veprojnë vuajnë prej pasojave të gati 10 vjetëve të lënies pas dore të furnizimeve.

    Kosovo/Kosova As Seen, As Told KOSOVO / KOSOVA As Seen, As Told Contents An analysis of the human rights findings of the OSCE Kosovo Verification Mission October 1998 to June 1999 The OSCE Kosovo Verification Mission (OSCE-KVM) was created in October 1998 as part of the international response to events in Kosovo. Recognizing that the Kosovo crisis was in large part a human rights crisis, the mission had a mandate to monitor, investigate and document allegations of human rights violations committed by all parties to the conflict. By the time the OSCE-KVM stood down on 9 June 1999, its Human Rights Division had amassed hundreds of in-country reports, and had taken statements from nearly 2,800 refugees. This report presents a comprehensive analysis of the human rights findings of the OSCE- KVM. It gives an overview of the nature of the human rights and humanitarian laws violations in Kosovo. It looks at the specific impact of those violations on different groups in Kosovo society. It also gives a geographical human rights "map", describing events in hundreds of towns and villages throughout Kosovo. The analysis reveals a pattern of human rights and humanitarian law violations on a staggering scale, often committed with extreme and appalling violence. The organized and systematic nature of the violations is compellingly described. Surveying the entire period of the OSCE-KVM's deployment, it is evident that human rights violations unfolded in Kosovo according to a well-rehearsed strategy.
