Ref Policy Observation NPPF Sustainable development The Parish Council considered the 7 location was close to existing village services and helps with their sustainabil ity. The Parish Council would request that the local Doctors surgery is included as a consultee in addition to the NHS/ CCG. 49 Presumption in favour of This was noted by the Parish Council sustainable development and the lack of a 5 year housing supply means policies in connection with the supply of housing cannot be considered up to date. Given the absence of other permissions at present the Parish Council have no issue with this site in respect of this policy. CS1 Settlement Hierarchy The proposed application fits within Mid Suffolk's policy for the allocation of housing development to towns and key service centres such as Baeten, although the Parish Council note this policy may no longer apply. CS2 Development in the Countryside & The Parish Council note this site is within Countryside Villages countryside but is opposite a brown field site and is alongside the existing settlement boundary. CS4 Adapting to Climate Change The Parish Council noted the proposed plan includes surface water management proposals. CS5 Mid Suffolk's Environment The Parish Council noted that there would be a loss of agricultural land but the proposed development included a green space, and the ecology report highlighted no matters of concern. CS6 Services and Infrastructure The Parish Council has concern over the capacity at the sewage works and for broadband connectivity with the proposed development. CS7 Brown Field Target The Parish Council notes this is a green field site and therefore is not helping achieve this target. T10 HIGHWAY CONSIDERATIONS IN There was concern around traffic DEVELOPMENT volumes at peak times at the Shop Green junction but it was noted that the traffic flows would be spread out during the day compared to the former middle school. T11 FACILITIES FOR PEDESTRIANS As with other proposed developments AND CYCLISTS connectivity with the main part of the village should be improved by the developer as follows: 1. improved access for pedestrians into to Shop Green and remove the need for pedestrians to cross the Wyverstone Road: and 2.improved access into the main part of the village by completing the pavement in Church Road. H16 PROTECTING EXISTING The Parish Council note the inclusion of RESIDENTIAL AMENITY green space by way of a village green, but given the distance from the village playing field would seek the inclusion of play equipment for younger children at least. Unfortunately as a new clerk I still don't have access to make comments online. 1 At the Parish Council meeting of 18 h October 2016, Wyverstone Parish Council made the following comments relating t o the above application: The development is very dense, and more in line with that of urban areas. It is felt this will change t he character of the villages. There was concern over the pressure on local services- e.g. doctor and schools. Primary school accommodation is not capable of meeting demand. There is a demonstrable need in Wyverstone for affordable and starter homes for local people, as well as down sizer accommodation, and we would be supportive of more of this type of accommodation. There was concern over road capacity, as well as the lack of joined up pavements between the development and bacton.     Wyverstone Parish Code: E04009283 Area Summary Wyverstone is a village and civil parish in Mid Suffolk that sits around 7 miles north of Stowmarket. The settlement is split between the three areas of Wyverstone, Wyverstone Street and Wyverstone green. The majority of the housing and community buildings are set along the main road which begins as Westhorpe Road in the east, becomes Rectory Road as it passes through the centre of the parish, and then Wyverstone Road in the west. The village hall and play area can be found in the centre of the village, with the parish church of St George to the east. The site of Bacton Middle School (which closed in 2015) falls within the parish boundary and has since been considered as housing development site. Wyverstone’s more populous neighbour, Bacton, can be found just outside of the parish boundary and provides local access to services including a primary school and post office. A large number of people deserve thanks for giving their time to the Yearbook. Amanda Hagger managed to find willing advertisers, Brian Manley has managed the accounts, Audrey Erbany has contributed her fabulous paintings and a huge number of volunteers have delivered this magazine to your door. Without such dedicated volunteers this Yearbook would never be produced. Last year we raised about £800 which is being used to support the various Community Projects centred on the new facilities in St Mary’s Church. These will include a work club, a club for older teenagers, a drop in café and a club for carers. This year, even though we have more advertisers, we should raise about £650 which will also go to these projects. Our decline in profit this year is due to increased printing costs.     0 R STATUTORY INSTRUMENTS 2001 No. 1220 CORONERS The Suffolk (Coroners’ Districts) Order 2001 Made---- 26th March 2001 Laid before Parliament 4th April 2001 Coming into force 1st May 2001 Whereas the Council of the County of Suffolk have, in pursuance of section 4(2) of the Coroners Act 1988(a) and after due compliance with the provisions of the Coroners (Orders as to Districts) Rules 1927(b), submitted to the Secretary of State a draft Order providing for the alteration of the existing division of that county into coroners’ districts; Now, therefore, the Secretary of State, in exercise of the powers conferred on him by section 4(2) of the Act hereby makes the following Order: 1.—(1) This Order may be cited as the Suffolk (Coroners’ Districts) Order 2001. (2) This Order shall come into force on 1st May 2001. (3) This Order shall not have effect in relation to any inquest begun before the day on which it comes into force or to any post-mortem examination which, before that day, a coroner has directed or requested a medical practitioner to make. 2.     REPONSE TO LGBCE DRAFT PROPOSALS Mid Suffolk District Council is pleased to have this opportunity to respond to the draft recommendations of the Local Government Boundary Commission for England (LGBCE) during this second consultation period. In general, we are content with those draft recommendations however, there are two ward areas in which we would like to propose alternative warding patterns for consideration by the LGBCE. The changes we are proposing in one of those areas do also have minor ‘ripple‐on’ effects into two neighbouring wards. The fact that the counter‐proposals we are now submitting only have a significant effect on three wards out of the twenty six wards proposed in the draft consultation indicates our high level of support for the LGBCE draft proposals. We feel that a good level of electoral equality has been achieved by the LGBCE in these draft proposals whilst reflecting real community interests and identities. For these reasons we feel it is important that we give our observations on all areas and not just comment on those few instances where we would like to see alternative solutions. Western parishes (but referred to as ‘Eastern’ in draft report) We have some reservations about the new two‐member ward of Elmswell & Woolpit. However, we have not been able to devise a workable alternative which does not have extensive and unwelcomed repercussions elsewhere. At our Full Council meeting a number of Members raised concern about the Haughley & Wetherden ward. The concern relates to area in the south of the Haughley ward which fall within Stowmarket Town boundaries.

Council resolved to OBJECT to the proposal based on the following reasons: Planning policy GP1 states clearly that proposals should maintain or enhance the character and appearance of their surroundings and respect the scale and density of surrounding development. Policy H16 states to protect the existing amenity and character of primarily residential areas, the District planning authority will refuse development that materially reduces the amenity and privacy of adjacent dwellings or erodes the character of the surrounding area. The proposed plans show four bedroom houses, some of the largest on the development, to be sited adjacent to existing bungalows in Earlsbrook; plots 16, 15, 11, 10, 9 and 8. With local knowledge this would result in a loss of residential amenity and Bacton Parish Council would suggest the plans are changed to provide small single storey properties. The results from the Bacton Housing Needs Survey carried out in 2016 showed more people wanted 3 bedroom than 4 bedroom properties, the majority of those wanting to move to a smaller house, to free up equity, with larger gardens. Single people proved to have the greatest need and 66% of those wanting to move expressed the want to stay in their existing community.
