South of England Classic Motorcycle Show: Sunday 23rd October 2016 Page 1 of 25 South of England Classic Motorcycle Show: Draft Programme: Sunday 23rd October 2016 ________________________________________________________________________________________Year Make Model Club cc 1913 Zenith Gradua 90 Bore 996 Classes Entered:Pre 1950 VMCC (Surrey & Sussex) Bike Details: Built at Weybridge, Surrey, to the special order of Hal Hill, it lived on Monument Hill, Weybridge until 1953 when it was obtained by the present owner. Used by Hal Hill at Brooklands and many long-distance rallies before & after the First World War and last used by him in 1925. Fitted with the Gradua Gear, designed by Freddie Barnes in 1908 and fitted by Zenith until 1925. Zenith were barred from competing in the same classes as machines without variable gears, hence from 1910 the Zenith Trade Mark included the word BARRED. Capable of about 70 mph on the track, it's fitted with the JAP sidevalve engine, with 90mm bore x 77.5 stroke. It also has the large belt pulleys giving a variation from 3 to 1 in top gear, down to 6 to 1 in low gear. The type F was supplied with a 3½ HP engine as standard (85 x 88mm = 499cc) to comply with TT regulations. -

The Natural England Board confirmation report is attached at Annex 1. 2 Recommendation 2.1 The Board is asked to: • approve confirmation of the notification of Mid Cornwall Moors SSSI with modifications to the boundary (to remove 10 areas of land totalling 3.83 ha) and the citation. The recommended confirmed area of the SSSI is 1,653.27 ha. The documents recommended for confirmation are at section 3 of Annex 1. 3 Report 3.1 Background 3.1.1 Mid Cornwall Moors SSSI was notified on 23 February 2017 under section 28C of the Wildlife and Countryside Act 1981. On the same day, notices were served under section 28D of the Wildlife and Countryside Act 1981 proposing to remove the SSSI notifications (de-notification) from parts of the previously notified Breney Common SSSI, Goss and Tregoss Moors SSSI and Red Moor SSSI. There are no unresolved objections to the de-notification proposals so these will be approved for confirmation by the Director of Strategy Implementation acting under delegated authority. -

Section 42(1)(a) Prescribed Consultees C.2.1 Prescribed consultees are set out under Schedule 1 of the Infrastructure Planning (Applications: Prescribed Forms and Procedure) Regulations 2009 ; these are outlined in Appendix Table A below. Any variation from the list of organisations set out in Schedule 1 is clarified within column 3 of the table. C.2.2 The Planning Inspectorate provided a list of prescribed consultation bodies in accordance with Regulation 9(1)(b) of the EIA Regulations and Advice Note three 1 (see Appendix A ), referred to as the “Regulation 9 list”. Compliance was assessed at all sites against the quality criterion for each determinand relevant to the River Water Quality Objective (RQO) of that site. The criterion are shown in Table 1. A dashed line in the schedule indicates no samples failed to comply. This report should be read in conjunction with Water Quality Technical note FWS/93/005, entitled: River Water Quality 1991, Classification by Determinand? where for each site the classification for each individual determinand is given, together with relevant statistics. The results are grouped in catchments for easy reference, commencing with the most south easterly catchments in the region and progressing sequentially around the coast to the most north easterly catchment. May 2015 As I write, our president Brendan Smith is still in Europe enjoying the sights following his competing in the Scottish Six Days Trial. It seems that the SSDT was even tougher than usual this year, especially in the early part of the week, with Tuesday’s circuit being rated by many as being the toughest day in living memory. A combination of a very long circuit (around 100 miles), tough sections, terrible weather and a tight time allowance resulted in substantial time penalties for many riders. Unfortunately for Brendan, after surviving the day, a mechanical failure put him out on the Wednesday morning, but his Victorian riding companion Tim Lewis made it to the finish. Congratulations to both riders for their great efforts. I am sure that the SSDT bug will have bitten them and they will both be back for another attempt in the future. -

Good Practice Guidance for Event Organisers & Land Managers, the current version of which may be found on the LARA website at https://laragborg.wordpress.com/publications/ This paper is a brief overview of the subject, and good advice is to be found in the various Refer- ence Documents listed below, which explain why some sites succeed while others fail. 1. ‘Off-road driving sites’ largely fall into three categories: • Motor sport event sites – which include permanent race tracks like Brands Hatch and the wide range of permanent sites at which organised events take place. The bottom end of this category would be something like a moto-cross track on a farm, where the track itself is a permanent feature, although the land is grazed between events. Motor sport events sites might be owned by commercial enterprises, by motor sport clubs (comparatively uncommon) or by, typically, farmers, who allow access by licence or lease. In general, there is no ‘public access’ to the use of these sites. Control rests with the site owners and event-organising clubs. • Motor sport practice tracks. Bar a few such sites owned by clubs, these sites are op- erated by the small business sector.
