THE PROGRAM ARTICLE OF THE PRESIDENT OF KAZAKHSTAN IS PUBLISHED On November 21, the Kazakhstan Republican newspaper Egemen Qazaqstan published an article by the President of the Republic of Kazakhstan Nursultan Nazarbayev titled “Seven Facets of the Great Steppe”. The program article of the head of Kazakhstan proposes a number of topical ideas and specific initiatives concerning the civilization of the Great Steppe and the Turkic world. This document is notable for its methodological aspect, it considers history through civilizational approach. In his article, the President of Kazakhstan, dwelling on the issue of time and space in the history of the nation, mentions a number of important historical facts and achievements of the Great Steppe civilization. Among them are domestication of horse and development of ancient metallurgy. In addition, the Golden Man takes special place in the history of culture. Endless steppes are the cradle of the Turkic world. There is also the Great Silk Road that has a special place in the universal history. Moreover, the territory of Kazakhstan is a historical homeland of apples and tulips. All specified historical facts are mentioned in the article of Elbasy. Noting the features of the Great Steppe civilization, the President of Kazakhstan put forward a number of projects that need to be implemented in the future. Among them are “Archive-2025”, “Great names of the Great Steppe”, “Turkic civilization: from the origin to the present”, also holding the World Congress of Turkologists in Astana in 2019 and the Days of Culture of Turkic ethnic groups, the creation of a single online library of common Turkic works following the example of Wikipedia. In addition, the article talks about the implementation of such complex projects as the opening of the Museum of Ancient Art and Technologies of the Great Steppe “Uly Dala”, the creation of the “Anthology of Steppe Folklore” and the release of the collection “Ancient Motifs of the Great Steppe”. The main ideological message of the article is that Kazakhstan and the Turkic world as a whole are the heirs of a great and rich history, pride for which should serve as a motivation for successful development and progress in the future. The strictly scientific nature of a number of projects proposed by N. Nazarbayev should also be emphasized. This means that in the history of Kazakh people and the entire Turkic world there are enough real facts that can be justly proud of, without resorting to the exaggeration of history. The program article of the President of Kazakhstan aroused interest and wide response from the public of Kazakhstan and other Turkic countries. VISIT OF THE PRESIDENT OF AZERBAIJAN TO TURKMENISTAN On November 21-22, President of Azerbaijan Ilham Aliyev paid an official visit to Turkmenistan. Following the visit, the two Turkic countries signed 21 documents that fully coordinated the interaction of the transport potential of Azerbaijan and Turkmenistan. On Thursday, November 22, Presidents Ilham Aliyev and Gurbanguly Berdimuhamedov made a joint statement. Thus, according to I. Aliyev, the Baku-Tbilisi-Kars railway will bring great profits to Azerbaijan and Turkmenistan, and will also strengthen the entire package of transport agreements, strengthen regional security. Modern infrastructure, large investments in the transport sector create excellent working conditions. “I don’t want to give figures, but I’m sure that in the near future we will see a significantly increased cargo flow between Turkmenistan and Azerbaijan. ... Another additional route, ... I am sure, will bring great profit to our countries, and will also strengthen the entire package of transport agreements, strengthen regional security. Because the transport sector will lead to the creation of new jobs, economic activity, raising the living standards of countries that are located on the Great Silk Road. This will enhance stability and security. ... Today, we have signed agreements that fully coordinate this transport potential. Most of more than 20 documents that have been signed directly or indirectly relate to issues of transport cooperation, transport security," I. Aliyev said. Turkmenistan and Azerbaijan have used a powerful reserve potential for the benefit of both their people and their neighbors in the region. President of Turkmenistan G. Along with the issues of logistics, the Program of Cooperation in the Trade and Economic Sphere for 2019-2021 was jointly adopted following the visit of I. Aliyev to Turkmenistan. In addition, issues of cooperation between the two Turkic countries in the humanitarian sphere were discussed. The common roots and cultural heritage of two fraternal peoples provide ample opportunities for this. THE CONSTRUCTION OF “TASHKENT CITY” IN UZBEKISTAN On November 20, President of Uzbekistan Shavkat Mirziyoyev familiarized himself with the construction of the Tashkent City international business center, which is carried out in the capital of Uzbekistan. On the basis of instructions given by the Head of State during previous visits, and with the use of modern achievements of architecture, construction works are accelerated. business centers, hotels, a congress hall, offices, apartment buildings, restaurants and other facilities are built on the territory of the future center divided into seven lots. Sh. Mirziyoyev got acquainted with full-scale models of rooms and halls of a five-star hotel. Paying attention to every detail of the rooms, the Head of the Uzbek state gave instructions regarding their design and amenities. The hotel will be adjacent to another large building - the congress hall. Sh. Mirziyoyev gave instructions for the construction of a congress hall based on world standards, creating the necessary amenities for receiving large delegations. The President of Uzbekistan also became familiar with the construction of the Gardens Residence housing complex, examined the two and four-room apartments built for the demonstration. The housing complex occupying 8 hectares of land will consist of 9 apartment buildings. When designing them, all modern requirements were taken into account; separate amenities were provided for children, parents and guests. INTERNATIONAL CONFERENCE WAS HELD IN TURKESTAN On 18-19 November 2018, in Turkestan the International Turkic Academy (TWESCO) jointly with the Akimat of the Turkestan Region held an international scientific and theoretical conference titled "Sacred Turkestan and Revival of the Turkic World". The Turkic Council and the Khoja Ahmet Yassawi International Kazakh-Turkish University supported the conference. The conference was dedicated to the science, culture and literature of the Turkic world, Turkic languages, sacred places and outstanding figures of the Turkic world, it was aimed at promoting the initiatives of the "Turkic world Outstanding figures" and "Sacral places of the Turkic world", raised by President Nursultan Nazarbayev at the VI Summit of the Turkic Council. The event was attended by foreign diplomats and representatives of international organizations, as well as scientists from Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey and Uzbekistan, as well as from the United States, Russia, and India. Within the framework of the conference, a plenary session was held, as well as breakout sessions on the themes: “Sacral places of the Turkic World”, “Outstanding figures of the Turkic World”, and “Turkic Languages and Writing”, during which scientists shared their thoughts and ideas. The section on “Sacral places of the Turkic World”, in accordance with the instructions given by the heads of Turkic states at the VI Summit of the Turkic Council, was devoted to such issues as identifying the sacred places of the Turkic world, determining the criteria for this, the terms and stages of the project implementation and etc. The second session, dedicated to the project on "Outstanding figures of the Turkic world", discussed criteria for identifying the Turkic world's leaders, announcing their names and mechanisms of project implementation. The third session on "Turkic languages and writing" discussed issues raised at the Baku Turkic Congress of 1926, such as the Turkic language and literature, transcription, topical issues and practical experience of the transition of Turkic-speaking countries to the Latin script. In addition, during the conference, two important documents were signed: a Memorandum of Cooperation between the Turkic Academy and the Academy of Sciences of Uzbekistan, as well as an agreement between the International Turkic Academy and Akimat of Turkestan Region of Kazakhstan on opening of a scientific center of the Turkic Academy in the city of Turkestan. .
