Aziz milletimiz, uzun tarihi boyunca, bilime ve bilim insanlarına büyük kıymet ve önem vermiştir. Yusuf Has Hacib’in adıyla müsemma anıt eseri Kutadgu Bilig, aziz milletimizin bu yaklaşımının çok güzel bir tezahürüdür. Yusuf Has Hacib, anıt eserine Kutadgu Bilig, “Mutluluk Veren Bilgi” adını işte bu yaklaşım ile vermiştir. Yusuf Has Hacib’in Kutadgu Bilig’de; “Erdem, akıl ve bilgi gerekli / Dünyayı tutmak için uzatana elini” diyerek bundan yaklaşık 800 yıl önce yaptığı çağrı, bugün bilig dergisi ile yankı buluyor. Çok değerli bilim insanlarımız, bilig dergisinde yayımlanan bilimsel makale ve yayınlarıyla bilgi dünyamızı zenginleştiriyorlar. Türk dünyasını oluşturan yaklaşık 250 milyon soydaşımız arasındaki ortak tarihi ve kültürel değerlerin geliştirilmesine katkıda bulunuyorlar. Kutadgu Bilig’de, “Başka bir topluluk da âlimlerdir / Onların ilmi halkın yolunu aydınlatır” der. Prof. Dr. Mustafa Şentop Türkiye Büyük Millet Meclisi Başkanı Dear Reader, Started to be published in order to reveal the experience of the Turkic world in the field of social sciences and to deal with its historical and current problems with a scientific approach and which is a peer-reviewed journal in accordance with international standards, bilig journal, revitalizes a tradition that has been continuing since Kutadgu Bilig and reflects the common values of our geography and prioritizes knowledge and science. I am very pleased to present the 96th issue of bilig journal, which has these precious qualities, as the “Special Issue of the 100th Year of the GNAT” to our beloved nation. Our Assembly, which is the manifestation of the national will, has gained the titles of “savior”, “founder” and “ghazi” through its just and proud struggle in a century-old history. It is the only assembly in the world that has all of these attributes, and it continues to be an example to the world in terms of the manifestation of democracy and national will with its unique features. It is of utmost importance to thoroughly research and analyze the centuries-old history of our Assembly on a scientific basis. I sincerely believe that bilig journal will make a serious contribution to this issue. Our beloved nation has attached a great value and importance to science and scientists throughout its long history. Kutadgu Bilig, the monumental work in the name of Yusuf Has Hacib, is a great manifestation of this approach of our beloved nation. It is this approach that Yusuf Has Hacib named his monument Kutadgu Bilig, “The Blessed Knowledge”. The call made by Yusuf Has Hacib in Kutadgu Bilig about 800 years ago by saying: “Virtue, wisdom and knowledge are needed / For the one who stretches out his hand to hold the world” resonates today with bilig journal. They enrich our world of knowledge with their publications and contribute to the development of common historical and cultural values among our approximately 250 million citizens who make up the Turkic world. Kutadgu Bilig says, “Another community is also scholars / Their knowledge illuminates the way of the people.” Our scientists continue to illuminate our path, and we strive to facilitate their steps on this path. I appreciate those who contributed to the preparation and publication of bilig journal and to those who worked patiently and persistently; I wish the continuation of its contributions to our cultural world and I hope it will be a guide for future generations. Наше Великое национальное собрание, являющееся проявлением национальной воли, получило титулы «спасителя», «основателя» и «ветерана» в своей справедливой и гордой борьбе в течение вековой истории; это единственный парламент в мире, который обладает всеми этими атрибутами и продолжает служить уникальным примером для мира с точки зрения проявления демократии и национальной воли. Чрезвычайно важно досконально изучить и проанализировать вековую историю нашего парламента на научной основе. Искренне верю, что журнал «Билиг» внесет серьезный вклад на этом поприще. Наш народ на протяжении всей своей долгой истории всегда придавал большое значение науке и ученым. ISSN 1567-214x Keywords: Central Asia, Turkey, foreign policy, soft power, economic and cultural cooperation etc. Abstract: This article discusses the role and importance of Turkey's ‘soft power’ diplomacy in the development of Central Asia, the work done in recent years, its impact and significance for the countries of the region in general. The article analyzes the directions, mechanisms and tools of ‘soft power’ in Turkish foreign policy. The impact of Turkey's ‘soft power’ policy on the socio-economic, political and cultural life of Central Asian countries has been studied. Unlike other geopolitical actors active in Central Asia, Turkey does not have the financial resources to pursue a ‘soft power’ policy. But its linguistic and ethno-cultural closeness to the Turkic-speaking peoples prevails. The study shows that the emergence of the notion of a ‘reliable partner’ in the attitude of the countries of the region towards Turkey in recent years has played a major role. In conclusion, Turkey's ‘soft power’ diplomacy is aimed at shaping and strengthening of ‘image’ in Central Asia. This is mainly in the cultural and humanitarian sphere.

Distinguished Ambassadors, Ladies and gentlemen, First of all, I would like to express my sincere thanks to the Chairman of the OSCE Permanent Council Ambassador Ihor Prokopchuk for his invitation to deliver speech here in this august gathering. Availing myself of this opportunity I would like to congratulate Ukraine on successful chairmanship in the OSCE and wish every success to the upcoming Chairmanship of Switzerland in their future endeavours. It is an honour for me to address the OSCE Permanent Council today. As you are aware, last year in September my predecessor already addressed the Permanent Council for the first time and honourable members of the Permanent Council were informed in detail about activities of our organization, its tasks and objectives. Ambassador Halil Akıncı, Secretary General of the Cooperation Council of Turkic Speaking States has given update of information on the activities of the Turkic Council as well as of the pace of cooperation among Turkic speaking countries. Both of our organizations are meant to coordinate ably and efficiently comprehensive cooperation of Turkic states and, of course, we are conscious of our tasks and responsibilities. Since you have been already informed of the current state of cooperation among the above-mentioned countries I would like to brief you on the evolution of cooperation among Turkic countries as well as on its future outlook.

    bilig AUTUMN 2019/NUMBER 91 1-25 Turksoy, Turkic Council and Cultural Diplomacy: Transactionalism Revisited* Erman Akıllı** Abstract This paper’s aim is to read the process that crowned with the practice of cultural diplomacy thanks to TURKSOY and Turkic Council in Central Asia (especially in between Turkic republics and in general Turkic World) through Karl Deutch’s “transactionalist” approach. In his book, “Political Community and the North Atlantic Area” Deutsch explains the transactionalist theory as a study that would enable “possible ways in which men someday might abolish war.” So, the question is “How can men learn to act together to eliminate war/conflict as a social institution?”. Therefore, also, this article is an attempt to answer this question with cultural diplomacy and cultural diplomacy implementations through international organizations such as TURKSOY and Turkic Council in the Turkic World. Vidin County, as defined by the Ottoman Provincial Regulation of 1864, is the area that includes the districts of Vidin (the administrative center), ‛Adliye (modern-day Kula), Belgradcık (Belogradchik), Berkofça (Bergovitsa), İvraca (Vratsa), Rahova (Rahovo), and Lom (Lom), all of which are located in modern-day Bulgaria. My focus is mostly on the post-1864 period primarily due to the document utilized for this dissertation: the copy registers of the county administrative council in Vidin. Doing a close reading of these copy registers together with other primary and secondary sources this dissertation analyzes the politics of local administration in Vidin as a case study to understand the Ottoman governmentality in the second half of the nineteenth century. The main thesis of this study contends that the local inhabitants of Vidin effectively used the institutional framework of local administration ii in this period of transformation in order to devise strategies that served their interests. This work distances itself from an understanding of the nineteenth-century local politics as polarized between a dominating local government trying to impose unprecedented reforms designed at the imperial center on the one hand, and an oppressed but nevertheless resistant people, rebelling against the insensitive policies of the state on the other.

Yüzyılın sonlarında ülke genelinde eğitim açısından önemli faaliyetlerinin yapıldığı görülmektedir. Vilayet ve kaza düzeyinde yapılan bu çalışmaların neler olduğu ile ilgili bilgilere salnâmelerden ulaşmak mümkündür. Salnâmeler, düzenlendikleri kurumlardaki yıllık değişiklikleri tespit amacıyla devlet tarafından hazırlanmaktadır. Osmanlı genelinde devlet, nezaret (bakanlık) ve vilayet salnâmeleri tertip edilmiştir Osmanlı Devleti’nin hazırladığı nezaret salnâmelerinden en önemlilerinden biri de kuşkusuz Maârif Salnâmeleri’dir. Bu salnâmeler, basıldığı yılda mevcut olan eğitim kurumları ve bu kurumlardaki eğitime dair bilgileri içermektedir. Bunlar her vilayet ve bu vilayetlere bağlı olan sancak ve kazalarda mevcut olan eğitime dair tüm bilgileri ihtiva etmektedir. Maarif salnamelerinden ilki 1316/1898 tarihinde, sonuncusu da 1321/1903 tarihinde hazırlanmıştır. Sonuncusunun üstünde altıncı sene ibaresi yer almakta ise de bu maarif salnamelerinden ancak 5 adedi (1316, 1317, 1318, 1319 ve 1321) günümüze ulaşmıştır. 1320/1902 senesine ait olan bir salnâme varsa da günümüze ulaşmamıştır. Bu çalışmada Konya Vilayeti’nin Karaman Kazası’nın 1898 ve 1903 yılları arasındaki eğitim durumu vilayet ve maârif salnâmeleri doğrultusunda ortaya konulmaya çalışılmıştır. Yine 1922-1923 yıllarında Karaman İdadisi Riyaziye Muallimi Sapancalı Hasan Hüsnü tarafından yazılan yazma eseri ile bu konuyla alakalı diğer araştırma çalışmalarından da istifade edilmiştir. Cumhuriyet dönemi ile ilgili olarak da eğitim-öğretim alanında birçok maarif istatistikleri yayınlanmıştır. Bu istatiklerde okul, öğrenci ve öğretmen sayıları ayrıntılı olarak verilmiştir.
