1. Resumption of the session

The sitting opened at 17.00.

2. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

The following spoke: Marco Scurria, to say that a Parliament delegation travelling to the Western Sahara had been turned back in Morocco (the President said that , Chair of the Committee on Foreign Affairs, had contacted the Moroccan minister with responsibility in this area).

3. Composition of Parliament

Ioannis Kasoulides had been appointed Cypriot Foreign Minister with effect from 1 March 2013.

The Cypriot authorities had announced the appointment of Andreas Pitsillides to replace him with effect from 4 March 2013.

In accordance with Article 7(1) of the Act on the election of members of the European Parliament by universal suffrage and with Rule 4(1) and (4), Parliament established that the seat was vacant with effect from 1 March 2013 and noted the appointment of Andreas Pitsillides as Member of the European Parliament with effect from 4 March 2013.

In accordance with Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously signed the declaration that he did not hold any office incompatible with that of Member of the European Parliament, Andreas Pitsillides would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

4. Verification of credentials

On a proposal from the JURI Committee, Parliament validated the mandate of Mark Demesmaeker.

5. Composition of political groups

Marta Andreasen was no longer a member of the EFD Group as of 26 February 2013.

6. Composition of committees and delegations

At the request of the S&D Group, Parliament ratified the following appointment:

7. Written declaration (Rule 123(4))

The President informed Parliament that the following written declaration had been signed by a majority of Parliament's component Members:

8. Corrigendum (Rule 216)

Corrigendum (P7_TA-PROV(2013)0048(COR01)) to the European Parliament’s resolution of 6 February 2013 on the guidelines for the 2014 budget procedure, Section I – European Parliament, Section II – Council, Section IV – Court of Justice, Section V – Court of Auditors, Section VI – European Economic and Social Committee, Section VII – Committee of the Regions, Section VIII – European Ombudsman, Section IX – European Data Protection Supervisor, Section X – European External Action (P7_TA-PROV(2013)0048) (2013/2003(BUD))

Pursuant to Rule 216(4), this corrigendum would be deemed approved unless, within 24 hours, a request was made by a political group or at least 40 Members that it be put to the vote.

The corrigendum was available on the Séance en direct site.

10. Statements by the President

The President made a statement on International Women's Day, which had been held on 8 March 2013.

The President said that the seven European hostages held by a terrorist group in Nigeria had been executed the previous day. On behalf of Parliament, he condemned the assassinations and sent condolences to the victims' families.

Annex 1 - European Year for Reconciling Work and Family Life (written declaration)

Written declaration 0032/2012, submitted under Rule 123 by Marian Harkin, Elisabeth Morin-Chartier, Roberta Angelilli and Jutta Steinruck, on the European Year for Reconciling Work and Family Life ( 1 ) (minutes of 11.3.2013, item 7) and signed by 388 Members.

Text of the written declaration:

1. On 9 March 2004, the European Parliament adopted a resolution on reconciling professional, family and private lives ( 2 );

2. The reconciliation of work and family life is an important means of achieving equality between women and men, which is a fundamental value of the EU enshrined in the Treaties,

3. Better support for reconciliation measures will enable women and men in all kinds of family models to exercise greater choice in balancing work and family life on the basis of their individual needs and preferences, and will also contribute to achieving the major policy objectives of the EU;

4. A dedicated European Year will trigger responses to pressing challenges such as demographic change, economic and financial crisis, unemployment, poverty and social exclusion;

5. Policies supporting the reconciliation of work and family life, and tools such as the ESF can reduce gender wage inequalities, and can be a key element for sustainable employment and income-led recovery, as well as have a positive impact on demography and enable carers to fulfil their care responsibilities;

6. The Commission and all other European institutions are called upon to announce 2014 as the European Year for Reconciling Work and Family Life;

7. This declaration, together with the names of the signatories, is forwarded to the Commission, the Council and the Member States.
