MITCHELL B.A., George Mason University, 2008 M.S., George Mason University, 2010 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Security Studies College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2016 Abstract Attacks against nongovernmental organizations (NGOs) in high-risk conflict zones have increased exponentially over the last two decades. However, the few existing empirical studies on NGO insecurity have tended to focus on external factors influencing attacks, with little attention paid to the actions of aid workers themselves. To fill this gap, this dissertation theorizes that aid workers may have contributed to their own insecurity by engaging in greater political action. Both quantitative and qualitative methods are used to assess the impact of political activity by NGOs on the insecurity of aid workers. The quantitative analyses test the theory at two levels. The first is a large-N country-level analysis of 117 nations from 1999 to 2015 using panel corrected standard errors. The second is a subnational-level statistical analysis of four case studies: Afghanistan, Iraq, Somalia, and Colombia from 2000 to 2014. Both the country- and provincial- level analyses show that the magnitude of aid tends to be a significant determinant of aid worker security. The qualitative methods of “structured-focused comparison” and “process tracing” are used to analyze the four cases. Results show that aid workers are most likely to be victims of politically-motivated attacks while in-transit.

Sydney, Australia ______________________________________________________________________________ Somalia since the Cold War: The Establishment of the State and the Civil war Ibrahim Abdishakur Ali Abstract This dissertation examines the Somali state of affairs and events since the cold war. It will focus from the establishment of the Somali state to the ongoing battle on terror. Contrarily, we will emphasise the causes of the prolonged civil war in what is categorised as a failed state. My research will unveil the endeavours of Somali Governments to conquer terrorism, corruption, and other obstacles which oppose the forage to acquire good governance and inclusive politics. The commencement of this research starts from the independence movement by Mohamed Abdille Hassan and the S.Y.L movement. In this era, Somalia was colonised by Italy (in the South) and Britain (in the North). Shortly after Somalia gained independence in 1960, democratic elections were held. It is astonishing that Somalia is struggling to hold similar elections after 50 years. Subsequently, on the 21st of October 1969, General Mohamed Siad Barre overthrew the civilian government after the assassination of President Abdirashid Ali Sharmake. We will be exploring the strategies and policies that this dictator applied to rule Somalia for two decades. In early January 1991, the military regime collapsed after rebellions besieged the capital city and large proportion of territories in the South. This is the beginning of a tarnished, fragile and law-less Somalia which was governed by bandits. The civil war lead to the birth of Islamic movements such as Al Itihaad, the Islamic Courts Union and Al Shabab.

Udržování míru je dynamické pole a hodnocení výsledků je důležité pro budoucí mise. S ohledem na důležitost příčin každého konfliktu při jeho řešení je první část práce věnována historickému pozadí občanské války v Somálsku. Další část se věnuje rozpadu Somálské republiky a reakci mezinárodního společenství na vývoj situace v zemi. V kontextu se stále častěji řešenou otázkou ukončení mise, se část práce věnuje nejvýznamnějším aktérům bezpečnostního prostředí a připraveností somálských národních sil. Hlavní část práce je zaměřena na samotnou intervenci Africké unie v Somálsku. Aplikací sedmi zvolených parametrů se práce snaží zhodnotit úspěšnost a dopady mise na stav somálského konfliktu a somálskou společnost. Klíčová slova: Africká unie, mezinárodní intervence, operace na udržení míru, Al Šabáb, občanská válka, somálské národní síly, Somálsko.
