French in Québec: A Standard to be Described and Uses to Be Prioritized PIERRE MARTEL and HÉLÈNE CAJOLET-LAGANIÈRE The Evolution of the Standard for Written and Spoken French in Québec For more than two centuries, Québécois have lived in a twofold linguistic insecurity. On the one hand, French was rendered a second-class language by English, which was widely dominant in a number of social spheres and, on the other, its status was undermined compared to the French of France, the one and only benchmark. The “ Joual dispute” of the 1960s and 1970s crystallized opinions around a simplistic alternative: either the language of Québécois was the French of France (most usually termed International French 1, chiefly in order to indicate no dependence on the mother country), in which case every effort would have to be made to conform to it on every point, or else theirs was the popular language of those who were little educated, that is, vernacular speech, stigmatized by the term “ Joual ,” which some associated with the very identity of the Québécois. This black and white representation of the state of our language was ideological and unrealistic. It was as if French was made up of only a “standard” level, the correct written usage, and as if Québec French had only one language level, the vernacular, and even the lax and vulgar language. The Charter of the French Language, promulgated in 1977, contained no provision aimed at defining “French in Québec,” the “standard” or the “quality of the language.” However, the 1 The French Language in Québec: 400 Years of History and Life Part Four II – French a Shared Language Chapter 13 – Which Language for the Future? The border that translation is said to cross is, typically, linguistic: the dominant understanding and theorization of translation relies on the notion of linguistic difference and autonomy, whereby meaning is transferred from one bounded linguistic system to the other. This dissertation takes as its starting point the border between languages, recognizing that linguistic borders as we know them today are neither natural nor ontological, but the result of the sedimentation and naturalization of a specific kind of linguistic mapping along discriminatory (ethno)national and racial lines. Its premise is that the gesture of translation, rather than simply crossing a pre-existing linguistic border, constructs linguistic difference by drawing a border where there is not one in the first place. iii This dissertation thus problematizes the structural view of language that underlies the bulk of Western translation practice and theory by looking at the anticolonial, queer, and postnational linguistic cartographies that are drawn and imagined in contemporary literary works published in Canada between 2005 and 2020, and written by voices that are minoritized within Canada’s linguistic regime. -

Irregular auxiliaries after 1945 Sibylle Scheipers Author contact details: Dr Sibylle Scheipers Senior Lecturer in International Relations University of St Andrews Arts Building The Scores St Andrews KY16 9AX United Kingdom [email protected] Abstract: Collaboration with native auxiliaries in wars in the peripheries of the international system is an age-old practice, the relevance of which is likely to increase in the twenty-first century. Yet, the parameters of such collaboration are understudied. This article aims to contribute to the nascent yet fragmentary scholarship on the use of native auxiliaries. It identifies three intellectual templates of the collaboration between western regular forces and native auxiliaries: the eighteenth century model of auxiliary ‘partisans’ as tactical complements to regular armed forces; the nineteenth century transformation of the ‘partisan’ into the irregular guerrilla fighter and the concomitant rise of the ‘martial races’ discourse; and, finally, the post-1945 model of the loyalist auxiliary as a symbol of the political legitimacy of the counter-insurgent side in wars of decolonization and post-colonial insurgencies. The article focuses on the rise of loyalism after 1945 in particular, a phenomenon that it seeks to understand within the broader context of irregular warfare and the moral reappraisal of irregular fighters after the Second World War. Coming to Terms with the Colonial Past: The French and Others R( mERr ALDRICH* In 1929 one of the key works of French colonial history was published by an Australian historian, Stephen H. Roberts. History of French Colonial Policy (1870-1925) was a version of Roberts's thesis at the LSE, published in the year that he took up an appointment as the second Challis Professor of History here. Roberts had gone from Australia to Britain, there to study French colonialism, after which he had the good fortune to move from a School of Economics to a Faculty of Arts. After eighteen years as Challis Professor, he served as Vice Chancellor from 1947 to 1967. 1 Roberts's study of French colonialism comprises two volumes and 741 pages. He begins: 'This book is an attempt to cover an obvious gap in modern European history. It is strange that, despite the importance of the subject, nothing exists on it in English'. He then noted that his interest had derived from research on the French in the Pacific. The preface continues with a reflection on Roberts's experience of writing the study: [Tlhe book does not pretend to be an interpretation based on actual colonial experience: it is a piece of historical research and analysis, the main colonial element coming from the fact that the author himself has lived for most of his life in a colony and thus has some capability of understanding the colonial point of view. It would be foolish to assume that actually living in the French colonies would not result in a more living presentation: but, on the other hand, one can write of the Middle Ages without having lived in them.2 Anyone who writes of another time and place does somehow feel * Robert Aldrich is Professor of European History at the University of Sydney. -

The focus of this article is Léopold Senghor, the first president of independent Senegal, and the profound impact he had as a war veteran and member of the Tirailleurs Sénégalais (Senegalese Skirmishers) on independence movements in French West Africa.
