Signed: Date: 30 October 2017 Abstract This thesis conceptualises policy space as a dynamical system. It identifies stresses within the system, and synthesises structures that reduce the stresses. To broaden, the thesis is a case study of PPP policy in Uganda. The policy space of Uganda is defined as nodes by Common Man’s Charter (CMC) and Structural Adjustment Programme (SAP). Drawing in the constraint of the institution and the excitation of global effects, the policy space is shown to be dynamical system and non-ergodic using calculus. This single conceptual framework dictates the adoption of ‘case study’ – an ontology of complexity, a methodology of variety, and an epistemology of explication. The dynamical and non-ergodic character of the policy space is illustrated in the explication of two PPP projects – Bujagali Hydropower Project (BHP) and Rift Valley Rail concession (RVR). These projects show price stress reflected in the enterprise segment of the population (industrial and agro processing). To sustain PPP in the country, the structure appeals to remoulding, and the thesis identifies three fronts. These are the process of PPP, its corporate structure, and the frame of knowledge refinement. Using the analytic-synthetic approach, the thesis provides improvements on the three fronts. On the first, Capability Search replaces Competitive Dialogue as the trunk process of engaging the state and private sector. On the second, a prototype Sub-National PPP (SN-PPP), which includes public equity, is presented. The third front examines the interdisciplinarity of PPP, and argues for Joint Research Model in place of the traditional Donor Dependency Model. Therefore, the thesis illuminates a composite policy object (PPP) striking a dynamical and non-ergodic space (Uganda). Incorporating the three syntheses will make PPP more robust in the complex policy space of the country. In addition, my appreciation of the need for case study approach (particularly in Africa) was developed during my visits to universities across the continent in 2009/10 under Transport Knowledge Partnerships of the Department for International Development (DFID). I am grateful to the universities and the DFID programme. However, the questions of this research emerged during my MSc in transport engineering and policy at the University of Birmingham (2003/4), the subsequent work at the UK science incubation centre attached to the University of Nottingham, and my enquiry in structured finance at Harvard University 2007. Further, my work with the Team of PPP Specialists of UNECE and the privilege of chairing the committee of Transport Systems Economics of the World Road Association was motivating. The salience of dynamical system in many of the 122 member countries of WRA has given impetus to this work. I have benefitted from similar stimulus analysing PPP policy across Africa for development finance organisations (particularly AfDB and the World Bank). This thesis appreciates the organisations identified above but does not in any way impute responsibility for the arguments herein to those organisations. The responsibility falls on me alone. To all the colleagues, the reality is clearer, albeit a dot on the vista of knowledge. However, the conceptualisation of policy space as a dynamical system renders the dot bright. Style and Orthography: Many instances of this thesis focus on product not agency. In those situations, the thesis uses passive voice and even hidden verbs. While those two may cause discomfort to many readers, they serve a functional role that also reflects the interdisciplinary nature of the thesis. On orthography, the alternative spellings (US-UK variants) will be discomforting to certain readers – but the structure of the thesis should alleviate such discomforts. The thesis presents three platforms of access – text, mathematical expressions, and block diagrams. In addition, the thesis presents chapter (and section) summaries that will relieve discomfort with the formalisms of mathematics. Abstract Although Yoweri Museveni’s National Resistance Movement (NRM) has dominated Uganda’s political scene for over three decades, the capital Kampala refuses to submit to the NRM’s grip. As opposition activism in the city has become increasingly explosive, the ruling elite has developed a widening range of strategies to try and win urban support and constrain opposition. In this paper, we subject the NRM’s strategies over the decade 2010-2020 to close scrutiny. We explore elite strategies pursued both from the ‘top down’, through legal and administrative manoeuvres and a ramping up of violent coercion, and from the ‘bottom up’, through attempts to build support among urban youth and infiltrate organisations in the urban informal transport sector. Although this evolving suite of strategies and tactics has met with some success in specific places and times, opposition has constantly resurfaced.

The comparatively cheap*haulage to the coast of larger quantities of export produce, sisal, cotton, coffee, sod-ash, is a necessary facility for the expanding economy of .East Africa. The railway also gives mobility to labor in ast Africa, facilitating the migrations necessary for agricultural purposes and for industries denendent upon large numbers of African personnel. By providing longer heavier haulge services, the railways complement their own and other motor transport service; the natural difficulties of road building and maintanance being formidable in East Africa, it is usually accepted that truck haulage routes should be ancilary to the railway.

For this purpose, comprehensive village-level travel and transport surveys (VLTTS) and associated case studies have been carried out. The case studies focus on the role of intermediate means of transport (IMT) in improving mobility and the role of transport in women's daily lives. The present divisional working paper is the second in a series reporting on the VLTTS. The first working paper focussed on travel to meet domestic needs (for water, firewood, and food processing needs), and on the impact on women of the provision of such facilities as water supply, woodlots, fuel efficient stoves and grinding mills. The present case study documents the use of bicycles in eastern Uganda where they are a means of generating income for rural traders and for urban poor who work as bicycle taxi-riders. It also assesses women's priorities regarding interventions to improve mobility and access, and the potential for greater use of bicycles by rural women and for women's activities. The bicycle is the most common IMT in SSA, and it is used to improve the efficiency of productive tasks, and to serve as a link between farms and villages, nearby road networks, and market towns.

[email protected] 1.0 Introduction Uganda is a land-locked country, lying nearly 800km from the Indian Ocean, and bordered by Kenya to the East, Tanzania and Rwanda to the South, the Democratic Republic of Congo to the West, and Sudan to the North. The total area is 241,038 square km, of which over 18% is water or swamp. While most of the country lies between 600 and 1,500 metres above sea level, there are mountainous areas in the East, South West, with the highest peak rising to over 5,000 metres. The principal river is the Nile, which runs through Lakes Victoria, Kyoga and Albert on its way to Sudan and the Mediterranean. There are also several smaller lakes. Apart from some drier areas especially in the north-east, most of Uganda enjoys a well distributed annual rainfall of between 1,000 and 1,500 mm. Soils are generally moderately to highly fertile, especially in a wide crescent to the north of Lake Victoria. During the past decade population is estimated to have grown at around 3.5% per annum from 16.7 million at the last census in 1991 to 22milion in 1999. The urban population has grown significantly more rapidly than the rural population over the same period and is now estimated to be nearly 4.6million, of which the capital, Kampala, accounts for just under 1.4million.

Uganda: A Situation That Destructs Infrastructure’s Road Networks Infrastructure in the Ugandan country is an issue of great importance Due to illicit activities, vandalism, and many other factors, road networks are more unsafe, and dangerous; it is impossible going through them. This has to do with the poor management of money needed for infrastructure. Money is needed to restore the good condition of roads and transportation. The reasons why the majority of African and Sub-African countries are in poverty is due to problems developing an economy and infrastructure. The infrastructure influences over the economy, because of factors that help to easily aid distribution and promotion of products. All of which is related to economy including import and export as well as the connection with other countries to grow socially as a potent exporter and importer.. How does this problem specifically affect Uganda? The solutions may vary, but to improve Uganda’s infrastructure includes changes in how the representatives manage the funds for the projects, get funds to cover the costs of the projects, and also increase the amount of projects from the government´s part. To solve these huge problems depends on how much effort we will put into brainstorming how we can solve it. Uganda is a landlocked country in East Africa, whose diverse landscapes encompasses the snow-capped Rwenzori Mountains and immense Lake Victoria. An abundant wildlife includes chimpanzees as well as rare birds. Remote Bwindi Impenetrable National Park is a renowned mountain gorilla sanctuary.
