Državni Zbor Republike Slovenije DRŽAVNI ZBOR REPUBLIKE SLOVENIJE Sejni zapisi 7. seja (15., 16., 17., 18., 19. junij 2009) Dokumentacijsko-knjižnični oddelek Ljubljana, 2009 DRŽAVNI ZBOR REPUBLIKE SLOVENIJE 7. seja (15., 16., 17., 18., 19. junij 2009) Sejo so vodili predsednik Državnega zbora dr. Pavel Gantar in podpredsedniki France Cukjati, mag. Vasja Klavora in Miran Potrč. Seja se je začela ob 14.00. PREDSEDNIK DR. PAVEL GANTAR: Spoštovane kolegice poslanke in kolegi poslanci, gospe in gospodje! Pričenjam 7. sejo Državnega zbora Republike Slovenije, ki je bila sklicana na podlagi prvega odstavka 57. člena Poslovnika Državnega zbora. Obveščen sem, da se današnje seje ne moreta udeležiti naslednja poslanka in poslanec: Eva Irgl in Joško Godec. Na sejo sem vabil predsednika Vlade Republike Slovenije gospoda Boruta Pahorja k 1. točki dnevnega reda, predstavnike Državnega sveta k 13. točki dnevnega reda, predstavnika Urada predsednika Republike Slovenije in varuhinjo človekovih pravic ter kandidata za namestnika varuha človekovih pravic k 21. točki dnevnega reda in predstavnike Vlade k vsem točkam dnevnega reda. Vse prisotne lepo pozdravljam! Prehajamo na določitev dnevnega reda 7. seje Državnega zbora. Predlog dnevnega reda ste prejeli s sklicem seje 5. junija 2009. O predlogu dnevnega reda bomo odločali v skladu z drugim odstavkom 64. člena Poslovnika Državnega zbora. Predlogov za umik točke z dnevnega reda ali širitev dnevnega reda nisem prejel. Prehajamo na določitev dnevnega reda. Poslanke in poslance prosim, da preverijo delovanje svojih glasovalnih naprav, in sicer mora na desni strani vložene kartice goreti oranžna lučka. Zboru predlagam, da za današnjo sejo določi dnevni red, kot ste ga prejeli s sklicem. Glasujemo. Navzočih je 64 poslank in poslancev, za je glasovalo 41, proti 1. (Za je glasovalo 41.) (Proti 1.) Ugotavljam, da je dnevni red 7. seje Državnega zbora določen. Sejo prekinjam, nadaljevali jo bomo ob 15. uri. Hvala lepa. (Seja je bila prekinjena ob 14.03 in se je nadaljevala ob 15. uri). PREDSEDNIK DR. PAVEL GANTAR: Spoštovani kolegice in kolegi! 2 Prehajamo na 1. TOČKO DNEVNEGA REDA – VPRAŠANJA POSLANK IN POSLANCEV. V zvezi s to točko dnevnega reda sem v poslovniškem roku prejel pisne prijave 36. poslanskih vprašanj. Vrstni red postavljanja poslanskih vprašanj je določen na podlagi dogovora z vodji poslanskih skupin in v skladu z 244. členom, drugim odstavkom 245. člena in 247. členom Poslovnika Državnega zbora. Na prva tri vprašanja poslancev opozicije in na vprašanje poslanca vladajoče koalicije bo odgovoril predsednik Vlade. Vsak poslanec ima za postavitev vprašanja na voljo tri minute. Predsednik Vlade in ministri odgovorijo na vprašanje v največ petih minutah. Če je vprašanje postavljeno večim ministrom, imajo vsi skupaj na voljo pet minut za odgovor. Poslanec, ki ne bo zadovoljen z odgovorom, lahko zahteva dopolnitev odgovora, ne more pa postaviti dodatnega vprašanja. Poslanke in poslance prosim, da ste na to pozorni. Obrazložitev zahteve za dopolnitev odgovora poslanec postavi v dveh minutah, dopolnitev odgovora pa sme trajati največ 3 minute. Poslanec, ki je postavil vprašanje, lahko zahteva, da se na naslednji seji opravi razprava o odgovoru predsednika Vlade, ministra ali generalnega sekretarja Vlade. O tem odloči Državni zbor brez razprave. V primeru, da poslanec na postavljeno vprašanje danes ne bo dobil odgovora, morajo predsednik Vlade, generalni sekretar Vlade ali minister v 30. dneh predložiti pisni odgovor. Poslanec, ki je postavil vprašanje, na katerega ni bilo odgovorjeno, lahko izjavi, da vztraja pri ustnem odgovoru. V tem primeru bom vprašanje uvrstil na naslednjo redno sejo Državnega zbora. V zvezi s to točko sta se za danes opravičila naslednja ministra: dr. Ivan Svetlik – minister za delo, družino in socialne zadeve ter Samuel Žbogar - minister za zunanje zadeve. Na klop ste prejeli tudi pregled poslanskih vprašanj in pobud, na katere v poslovniškem roku ni bilo odgovorjeno. Prehajamo na predstavitev poslanskih vprašanj. Na prva štiri poslanska vprašanja bo odgovarjal predsednik Vlade Borut Pahor. Poslansko vprašanje mu bo najprej postavil... Proceduralno, gospod Jerovšek. Prosim. JOŽEF JEROVŠEK: Gospod predsednik, malo pred sejo sem dobil od generalnega sekretarja Vlade gospoda Cvikla odgovor, da ni pristojen za moje vprašanje, ki se nanaša na ravnanje Vlade oziroma konkretnega ministra in mislim da, ker sam ne morem postaviti predsedniku Vlade vprašanje, da mora o tem tudi, če bo potrebno, generalni sekretar odgovarjati. Zato želim protestirati na tako ravnanje. 3 PREDSEDNIK DR. PAVEL GANTAR: Gospod Jerovšek, o tem bomo lahko rekli še besedo, ko bomo prišli na vprašanja poslank in poslancev, zdaj pa ne. Torej, na prva štiri vprašanja bo odgovarjal predsednik Vlade Borut Pahor. Prvi mu bo poslansko vprašanje postavil Jakob Presečnik, Slovenska ljudska stranka. Prosim. JAKOB PRESEČNIK: Hvala lepa za besedo, gospod predsednik. Spoštovani gospod predsednik Vlade, ministrice in ministri, spoštovane kolegice in kolegi! V Slovenski ljudski stranki smo trdno prepričani, da je bila vzpostavitev lokalne samouprave v obliki občin v sedanji obliki občin, delitvi občin ena pomembnejših odločitev, ki je vodenje lokalnih skupnosti prenesla na ljudi, ki tam živijo in tako prispevala k bolj enakomernemu razvoju Slovenije, predvsem k razvoju osnovne infrastrukture najbolj nerazvitih območij Slovenije. Kljub dosedanjim uspehom občin pa so zaradi prevelike centralizacije razlike med razvitostjo posameznih regij še vedno prevelike. Dolžnost države je, da s skladnim razvojem omogoči vsem prebivalcem Slovenije možnosti za kakovostno bivanje in gospodarski razvoj. Prevelike regionalne razlike so krivične do državljank in državljanov, ki živijo v manj razvitih regijah. V Slovenski ljudski stranki si že dolgo prizadevamo za čimprejšnjo vzpostavitev pokrajin. Le-te bodo omogočile dodatno finančno decentralizacijo države, hitrejši razvoj naše družbe in večjo blaginjo vseh državljanov. V Normativnem programu dela Vlade Republike Slovenije za leto 2009 je v poglavju Ministrstvo za lokalno samoupravo in regionalni razvoj zapisano, da naj bi Vlada v začetku decembra začela obravnavani paket tako imenovane "pokrajinske zakonodaje". Po drugi strani pa v medijih zasledimo komentarje vidnejših predstavnikov koalicije, ki napovedujejo, da pokrajin verjetno v tem mandatu še ne bo. Spoštovani predsednik Vlade, sprašujem vas: Kaj je s projektom ustanavljanja pokrajin? Ali se mislite držati začrtanih rokov iz prej omenjenega programa dela Vlade? Ali sploh imate, kot Vlada, kot koalicija namen ustanoviti pokrajine v tem mandatu? Hvala lepa. PREDSEDNIK DR. PAVEL GANTAR: Hvala lepa. Prosim, gospod predsednik Vlade Borut Pahor. BORUT PAHOR: Spoštovani gospod poslanec, visoki zbor. Lep pozdrav! Vlada Republike Slovenije je že na samem začetku izrazila svojo namero, da nadaljuje s procesom decentralizacije države in z ustanovitvijo pokrajin. To odraža tudi sprejeti normativni program Vlade za to leto. Pri tem vztrajamo, čeprav 4 je seveda res, da so roki zelo kratki. Zato je Služba Vlade za lokalno samoupravo in regionalno politiko takoj pristopila k potrebnim spremembam, aktivnostim v preteklih mesecih. Ko pravim takoj, menim takoj na začetku mandata. In v intenzivnem sodelovanju s strokovnjaki pripravila izhodišča za nadaljnji proces regionalizacije Slovenije. Aktivno sodelovanje strokovne javnosti, ki se ji ob tej priložnosti tudi zahvaljujem, je zagotovo ključno za pripravo ustreznih rešitev na tem zelo, zelo zahtevnem področju. Opravljena je bila tudi analiza v prejšnjem mandatu pripravljenih zakonodajnih predlogov, saj želimo izhajati iz že narejenega in hkrati ustrezneje odgovoriti na številna vprašanja, ki so se zaradi tega, ker projekt ni bil uspešno zaključen, tedaj in se še danes odpirajo. Zaradi pomembnosti omenjenega vprašanja, sem ustanovil tudi Strateški svet za decentralizacijo in regionalizacijo. Naj ocenim, da so v njem zbrani zares, po mojem mnenju, skoraj vsi strokovnjaki in njim še posebej hvala za njihovo predano delo v okviru tega sveta. V luči sedanje težke gospodarske situacije sem na prvem zasedanju sveta izpostavil nekaj temeljnih vprašanj pri iskanju najustreznejše rešitve za prihodnjo regionalno delitev v Sloveniji. Prvič. Ali je zaradi svetovne evropske in posledično tudi slovenske ekonomske in finančne krize, primeren čas za decentralizacijo in regionalizacijo? Osebno menim, da navkljub temu je ta čas potreben in morda celo nuja. Če je odgovor pozitiven, v kakšni obliki: Ali kot regionalizacija na velike in ekonomsko močne razvojne regije oziroma na pokrajine. Moj oseben odgovor je, da bi dal prednost razvojnemu vidiku organizacije regij. In tretjič. V kolikšni meri veljajo za regionalno raven lokalne samouprave enaki principi interesne povezanosti območja. Tukaj gre za neko vprašanje, ki je podobno kot pri občinah, koliko se ljudje identificirajo s pokrajino, kot drugo stopnjo lokalne samouprave. Tudi ta element je pomemben. Odgovoriti moramo tudi na vprašanja, zakaj pred časom volivke in volivci niso prepoznali v ustanovitvi pokrajin neke nove razvojne možnosti, ampak jo vidijo predvsem kot nov dodaten strošek, kar lahko sodimo tudi po zelo slabo obiskanem referendumu pred časom. Široka razprava ob predložitvi pokrajinske zakonodaje v prejšnjem mandatu je pokazala, da konsenza glede števila pokrajin ni. Prav tako pa so še vedno odprta nekatera vprašanja, ki zadevajo pristojnosti, naloge pokrajin in zlasti način financiranja. The most recent parliamentary elections, in which ninety deputies were elected to the National Assembly, were held on 3 October 2004. Deputies are elected by universal, equal, direct and secret voting. The deputies are the representatives of all the people and are not bound by any instructions. The term of office of a deputy lasts four years. Elections to the National Assembly are called by the President of the Republic. A working body is composed of a chairman, usually one deputy chairman and the members. As a general rule, the offices of chairman and deputy chairman of a given working body are held by deputies of different deputy groups. If the chairman of a working body belongs to one of the deputy groups of the governing coalition, the office of deputy chairman will nor- mally be held by a member of an opposition deputy group, and vice versa. The leading positions in the Commission for Budgetary and Other Public Finance Control and in the Commis- sion for Supervision of the In- telligence and Security Serv- ices are held by deputies of opposition deputy groups.

According to this is the biggest project in the history of the publishing house. Such an edition does not only have a great cultural value, but buying a copy is also a good investment in the economic sense and numerous Slovenians are well aware of that. One third of the books has already been sold at the pre-order price of EUR 1,980. The 1,056-page book contains the standard Slovenian translation of the Holly Scripture and illustrations of the crucial Biblical scenes. These are reproductions of paintings, made between 1000 and 1610 in European Roman Catholic countries from England to Romania.The works of art, which were once reserved for royal eyes only, have been copied using a special technique at the Austrian Na- tional Library in Vienna, where they are stored, but are not on display, over 100 illustrations were coated with gold foil.     NATIONAL ASSEMBLY ABOUT THE NATIONAL ASSEMBLY On the basis of the Slovenian Constitution, the National Assembly of the Republic of Slovenia began to function after the second democratic elections in 1992. The National Assembly was constituted at its first session on 23 December 1992 follow- ing the confirmation of the election of the deputies, the President and two Vice-Presidents (the National Assembly later also elected a third Vice-President). The most recent parliamentary elections, in which ninety deputies were elected to the National Assembly, were held on 21 September 2008. Deputies are elected by universal, equal, direct and secret voting. They are the represen- tatives of all the people and are not bound by any instructions. Unless interrupted by early or special elections, deputies have a four-year term of office. Elections to the National Assembly are called by the President of the Republic. The National Assembly conducts its proceedings in Slovene. The two deputies represent- ing the Italian and Hungarian national communities have the right to speak, table mo tions, initiatives and questions and make other submissions in Italian or Hungarian, re spectively. Such matters are then translated into Slovene. The work of the National Assembly is open to the public unless otherwise determined by its Rules of Procedure. The National Assembly meets in regular and extraordinary sessions. Regular sessions are called during the regular annual terms of the National Assembly: during the spring term between 10 January and 15 July, and during the autumn term between 1 September and 20 December.
