Seja se je pri#ela ob 14.01 uri. PREDSEDNIK FRANCE CUKJATI: Spoštovane kolegice poslanke in kolegi poslanci, gospe in gospodje! Pri#enjam 3. sejo državnega zbora Republike Slovenije, ki je bila sklicana na podlagi prvega odstavka 57. #lena poslovnika državnega zbora. Obveš#en sem, da so zadržani in se današnje seje ne morejo udeležiti naslednje poslanke in poslanci: Roberto Battelli, Robert Hrovat, Alojz Posedel in Jakob Prese#nik. Na sejo sem povabil predsednika vlade Republike Slovenije, gospoda Janeza Janšo, k 1. to#ki, predstavnike vlade Republike Slovenije k vsem to#kam dnevnega reda, varuha #lovekovih pravic k 7. to#ki in predstavnika urada predsednika Republike Slovenije k 13. to#ki. Vse prisotne vabljene lepo pozdravljam! Prehajamo na dolo#itev dnevnega reda 3. seje državnega zbora Republike Slovenije. Predlog dnevnega reda je pripravljen skladno z 59. #lenom poslovnika in ste ga prejeli s sklicem seje 11. februarja 2005. O predlogu dnevnega reda bomo odlo#ali v skladu z drugim odstavkom 64. #lena poslovnika državnega zbora. Predlogov za umik to#k z dnevnega reda nisem prejel. Poslanski klub LDS je v petek, 18. februarja 2005, predlagal zboru razširitev dnevnega reda seje z obravnavo posebnega poro#ila varuha #lovekovih pravic o problematiki izbrisanih v letnih poro#ilih varuha. Vloženi predlog nasprotuje dolo#bi 6. to#ke 64. #lena poslovnika, ker razlogi za širitev niso nastali po sklicu seje. Predlog tudi ne ustreza pogojem iz drugega odstavka 58. #lena poslovnika in predlog za širitev nasprotuje drugemu odstavku 59. #lena poslovnika, saj zadeva s strani mati#ne komisije ni pripravljena v skladu s poslovnikom državnega zbora, zato navedenega predloga poslanske skupine LDS ne bom dal na glasovanje. Drugih predlogov za širitev dnevnega reda nisem prejel. Predlagam zboru, da za današnjo sejo dolo#i dnevni red, ki ste ga prejeli s sklicem. Želite obrazložiti glas? Izvolite, gospod Potr#. MIRAN POTR#: Predsednik, ob vaših ugotovitvah bi želel izkoristiti proceduralno možnost, da bi pred odlo#anjem imela poslanska skupina Združene liste socialnih demokratov pravico do posvetovanja. PREDSEDNIK FRANCE CUKJATI: 8 3. seja Pri sprejemanju dnevnega reda ni te možnosti. To je v skladu z razlago poslovniške komisije, ki je bila sprejeta 20. septembra 2002 v zvezi z drugim odstavkom 73. #lena poslovnika. V poslovniku državnega zbora jo imate na strani 111. O tem ni razprave, zato prehajamo na glasovanje. Možnost je obrazložiti glas, zato pozivam poslanke in poslance, ki želijo obrazložiti svoj glas, da se prijavijo. Gospa Širca, gospod Potr#. Še kdo želi? Doslej so se javili za obrazložitev glasu gospod Aurelio Juri, gospa Breda Pe#an, gospa Majda Potrata, gospod Miran Potr# in gospa Majda Širca. Prehajamo na obrazložitev glasu. Želi kdo obrazložiti v imenu poslanske skupine? Gospod Potr#, želite v imenu poslanske skupine? Izvolite. 3 minute. MIRAN POTR#: Hvala lepa, gospod predsednik. Spoštovane kolegice in kolegi. Jaz sem želel že v odmoru povedati in pokazati temu državnemu zboru, da ravna napak, ko se ne odlo#a za možnost, da uvrsti na dnevni red tudi zadeve, ki mu niso prijazne in prijetne. Jaz verjamem, da predlog, ki so ga dali v Liberalni demokraciji Slovenije, da se uvrsti na dnevni red tudi to#ka dnevnega reda poro#ilo varuha #lovekovih pravic o izbrisanih. Nikomur od nas ni prijazna in prijetna to#ka dnevnega reda. Posebej ne za tiste, ki jih varuh opozarja, da doslej niso bili pripravljeni storiti ni#, da bi ta problematika bila normalno obravnavana in da bi se iskale rešitve, po katerih bi se po nespornem mnenju varuha in ustavnega sodiš#a pri#ele na organiziran na#in te krivice popravljati. Zavirati možnost razprave o tem vprašanju z, bi rekel samovoljnimi razlagami poslovnika ni koristno in naša želja je, da to povemo in da menimo, da bi tudi vladajo#a koalicija morala šteti za svojo odgovornost, da pristopi k reševanju tega vprašanja, ker bo sicer slej ko prej ta problem brez potrebe, ker smo ga sposobni rešiti, postal kamen, s katerim se bomo stalno znova sre#evali v naši politi#ni praksi. Vemo, da to ni razlog, da ne bi glasovali za dnevni red, ker so na njem druga nekatera vprašanja, ki so pomembna, posebej tudi odlo#anje o tem, da se zakon o javnih uslužbencih ne obravnava po skrajšanem postopku, zato bomo za glasovali, hoteli smo pa to naše stališ#e obrazložiti. Hvala lepa. PREDSEDNIK FRANCE CUKJATI: Glede tega, da ne bo nesporazumov, naj vendarle obrazložim, da predlog posebnega poro#ila ni uvrš#en na dnevni red, ker ne izpolnjuje pogojev, in je bila komisija zaprošena, da svoje poro#ilo dopolni. Takoj ko bo poro#ilo dopolnjeno, bo poro#ilo varuha #lovekovih pravic uvrš#eno na dnevni red seje. Kar pa zadeva predloga, zakaj ni uvrš#en, predloga namre#, da se širi dnevni red, pa moram ponovno poudariti, da ne izpolnjuje ta predlog niti ene zahteve iz poslovnika. Zaradi tega ga nisem uvrstil na dnevni red. Nadaljujemo obrazložitev glasu. Gospa Majda Širca ima besedo. MAJDA ŠIRCA: Takšnega dnevnega reda ne morem podpreti gospod predsednik, ker na kolegiju v januarju smo se odlo#ili, da bomo na tej seji obravnavali obe poro#ili varuha #lovekovih pravic, o nasilju v družini in o izbrisanih, in to prav na dan, ko se soo#amo z obletnico

The most recent parliamentary elections, in which ninety deputies were elected to the National Assembly, were held on 3 October 2004. Deputies are elected by universal, equal, direct and secret voting. The deputies are the representatives of all the people and are not bound by any instructions. The term of office of a deputy lasts four years. Elections to the National Assembly are called by the President of the Republic. A working body is composed of a chairman, usually one deputy chairman and the members. As a general rule, the offices of chairman and deputy chairman of a given working body are held by deputies of different deputy groups. If the chairman of a working body belongs to one of the deputy groups of the governing coalition, the office of deputy chairman will nor- mally be held by a member of an opposition deputy group, and vice versa. According to this is the biggest project in the history of the publishing house. Such an edition does not only have a great cultural value, but buying a copy is also a good investment in the economic sense and numerous Slovenians are well aware of that. One third of the books has already been sold at the pre-order price of EUR 1,980. The 1,056-page book contains the standard Slovenian translation of the Holly Scripture and illustrations of the crucial Biblical scenes. These are reproductions of paintings, made between 1000 and 1610 in European Roman Catholic countries from England to Romania.The works of art, which were once reserved for royal eyes only, have been copied using a special technique at the Austrian Na- tional Library in Vienna, where they are stored, but are not on display, over 100 illustrations were coated with gold foil.     NATIONAL ASSEMBLY ABOUT THE NATIONAL ASSEMBLY On the basis of the Slovenian Constitution, the National Assembly of the Republic of Slovenia began to function after the second democratic elections in 1992. The National Assembly was constituted at its first session on 23 December 1992 follow- ing the confirmation of the election of the deputies, the President and two Vice-Presidents (the National Assembly later also elected a third Vice-President). The most recent parliamentary elections, in which ninety deputies were elected to the National Assembly, were held on 21 September 2008. Deputies are elected by universal, equal, direct and secret voting. They are the represen- tatives of all the people and are not bound by any instructions. Unless interrupted by early or special elections, deputies have a four-year term of office. Elections to the National Assembly are called by the President of the Republic. The National Assembly conducts its proceedings in Slovene. The two deputies represent- ing the Italian and Hungarian national communities have the right to speak, table mo tions, initiatives and questions and make other submissions in Italian or Hungarian, re spectively. Such matters are then translated into Slovene. The work of the National Assembly is open to the public unless otherwise determined by its Rules of Procedure. The National Assembly meets in regular and extraordinary sessions. Regular sessions are called during the regular annual terms of the National Assembly: during the spring term between 10 January and 15 July, and during the autumn term between 1 September and 20 December.
