There will be bus stop suspension and re-routing on multiple NWFB and Citybus routes. Bus headways may be affected. Passengers are suggested to reserve extra time for journey. 47 NWFB routes will be affected with diversion. These include: Hong Kong Island Route 2, 2A, 2X, 4, 8, 8P, 15, 15B, 15C, 18P, 18X, 23, 25, 26, 30X, 38, 42, 65, 91, 720, 722; Kowloon Route 701, 701A, 796P; Cross Harbour Route 104, 106, 110, 112, 116, 601, 680, 682, 904, 905, 914, 948, 970, 970X, 971; Over-night Route N8, N8P, N122, N680, N691, N796; and Sightseeing Route H1 and H1A. Besides, Route 82X will be temporarily suspended during road closure. Passengers may take Route 82 or Citybus Route 85 instead. 83 Citybus routes will be affected with diversion. These include: Hong Kong Island Route 1, 5B, 5X, 7, 8X, 10, 11, 12, 12A, 19, 25A, 40, 40M, 72, 72A, 76, 77, 96, 99, 592, 629, 780, 788, 789; Cross Harbour Route 88R, 102, 103, 117, 118, 170, 171, 307, 606, 608, 619, 671, 681, 690, 930, 930X, 962B, 962X, 967, 969, 973, W1; Urban Kowloon Route 20; Airport Route A10, A11, A12, A20, A21, A22, A26, A29, A29P, E11, E11A, E21, E22, E22A, E23, E23A, N11, N21, N21A, N23, N26, N29, NA11, NA12, NA20, NA21, NA29; Over-night Route N8X, N72, N118, N170, N171, N182, N619, N962 and N969. The arrangements of the abovementioned routes may be adjusted subject to actual conditions and the instructions of the Police on the spot. Under the Reference Scenario, various development choices have been considered to satisfy the land requirements. They can broadly be categorised into two different options of development patterns, namely Decentralisation and Consolidation. The details are presented in the paper on Development Options under the Reference Scenario. Assessments have been carried out to identify the transport requirements of the two Development Options in 2010, 2020 and 2030. The findings are summarised in the following sections. Under the Reference Scenario, the population in 2030 could be in the region of 9.2 million which is only marginally more than the population of 8.9 million for 2016 adopted in the previous strategic planning.

Over the past years, the event attracted more than 20,000 local and overseas cyclists to participate in various cycling programmes, as well as professional cyclists from around the world to compete in the International Criterium Race, which was sanctioned by the Union Cycliste Internationale (UCI) and The Cycling Association of Hong Kong, China Limited (CAHK). The 50km Ride is the first cycling activity which covers “Three Tunnels and Three Bridges (Tsing Ma Bridge, Ting Kau Bridge, Stonecutters Bridge, Cheung Tsing Tunnel, Nam Wan Tunnel, Eagle’s Nest Tunnel)” in the route. 2.3. Besides, all the entry fees from the CEO Charity and Celebrity Ride and Family Fun Ride and partial amount of the entry fee from other rides/ races will be donated to the beneficiaries of the event.

JUSTIFICATIONS 2. At present, a motorist using a government tolled tunnel 1 or Tsing Sha Control Area (“TSCA”) (hereafter collectively referred to as “Tolled Tunnels”) may stop at a toll booth to pay the toll manually by tendering cash or prepaid toll tickets to a toll collector, or using the “stop-and-go” electronic payment facilities installed thereat. Alternatively, a motorist who drives a vehicle with an Autotoll tag issued by the Autotoll Limited (a private company) may pass through an Autotoll booth without stopping, with the toll payable deducted from a prepaid account. 3. The Hong Kong Smart City Blueprint published in December 2017 promulgated, among others, the development of toll tag (previously known as “in- vehicle unit”) for allowing motorists to pay tunnel tolls by remote means through an automatic tolling system, namely the “free-flow tolling system” (“FFTS”). Objectives 1.1 The 2018 Hong Kong Cyclothon, organised by the Hong Kong Tourism Board, is scheduled to be held on 14 October 2018. This document outlines to the Islands District Council Traffic and Transport Committee the event information and traffic arrangements for 2018 Hong Kong Cyclothon. 2. Event Background 2.1. Hong Kong Tourism Board (HKTB) is tasked to market and promote Hong Kong as a travel destination worldwide and to enhance visitors' experience in Hong Kong, by hosting different mega events. 2.2. The Hong Kong Cyclothon was debuted in 2015 in the theme of “Sports for All” and “Exercise for a Good Cause”. Over the past three years, the event attracted more than 13,000 local and overseas cyclists to participate in various cycling programmes, as well as professional cyclists from around the world to compete in the International Criterium Race, which was sanctioned by Union Cycliste Internationale (UCI) and The Cycling Association of Hong Kong, China Limited (CAHK). The 50km Ride is the first cycling activity which covers “Three Tunnels and Three Bridges (Tsing Ma Bridge, Ting Kau Bridge, Stonecutters Bridge, Cheung Tsing Tunnel, Nam Wan Tunnel, Eagle’s Nest Tunnel)” in the route. Last year, over 51,000 visitors and locals alike flocked to watch the races in Tsim Sha Tsui. 2.3. Besides, all the entry fees from the CEO Charity and Celebrity Ride, Kids & Youth Rides and Family Fun Ride and partial amount of the entry fee from other rides/ races will be donated to the beneficiaries of the event.
