The change in constructions of official Canadian identity was due to pressures from an ongoing dialogue in Canadian society that reflected the larger geo-political shifts taking place during the period. This dialogue helped shape the political discussion, from one focused on maintaining an out-dated national identity to one that was more representative of how many Canadians understood Canada to be. This change in political opinion accordingly transformed the official identity of the nation-state of Canada. Scholars Speak Out December 2016 Canadian Bilingualism, Multiculturalism and Neo- Liberal Imperatives By Douglas Fleming, University of Ottawa Canadian second language and immigration policies have often been held up as positive models for Americans on both the right and the left. In particular, both the “English Only” and the “English Plus” movements in the United States have claimed that French Immersion programming in Canada support their own positions (Crawford, 1992; King, 1997). However, in this piece I argue that Canadian immigration and language policies are closely intertwined and have been carefully calculated to subsume linguistic and cultural diversity under what Young (1987) once characterized as a form of “patriarchal Englishness against and under which… all others are subordinated” (pp.10-11). These policies have served neo-liberal economic imperatives and have helped perpetuate inequalities. In fact, I am of the opinion that they are not incompatible with empire building. Bilingualism and Multiculturalism Canada is a nation in which French is the first language for 22% of the total population of 36 million. English is the first language for 59%. The remaining 19% speak a third language as their mother tongue. The size of this third language grouping (the so-called Allophones) is due mainly to immigration (the highest rate in the G8 industrialized nations), self- reported visible minority status (19%) and the relatively high numbers of first nation peoples (4.5%). According to the last census, 17.5 % of the total population is now bilingual and 26.5% born outside of the country. It is a highly diverse population (all figures, Statistics Canada, 2016). -

Jatinder Mann “Anglo-Conformity”: Assimilation Policy in Canada, 1890s–1950s1 Abstract In the late nineteenth century Canada started to receive large waves of non- British migrants for the very first time in its history. These new settlers arrived in a country that saw itself very much as a British society. English-speaking Canadians considered themselves a core part of a worldwide British race. French Canadians, however, were obviously excluded from this ethnic identity. The maintenance of the country as a white society was also an integral part of English-speaking Canada’s national identity. Thus, white non-British migrants were required to assimilate into this English-speaking Canadian or Anglocen- tric society without delay. But in the early 1950s the British identity of English- speaking Canada began to decline ever so slowly. The first steps toward the gradual breakdown of the White Canada policy also occurred at this time. This had a corresponding weakening effect on the assimilation policy adopted toward non-British migrants, which was based on Anglo-conformity. BBC 16 June 2014 Over recent months, there's been a string of headlines about "inappropriate" sexual behaviour and 1 when it tips over into being unlawful. Where are the lines of consent, asks Jo Fidgen. Should you ask someone's permission to kiss them? To many it seems the rules around relationships are changing, and the consequences of getting things wrong can be serious. At the trial of Conservative MP Nigel Evans earlier this year, the court was told that he had tried to kiss someone, been rebuffed, and had backed off. This was regarded by the Crown Prosecution Service as potentially criminal. Evans was acquitted. But the case prompted the question of where we draw the line between a clumsy pass and a sexual offence. The politics of kissing has been on the mind of 29-year-old Evening Standard journalist Rosamund Urwin, who regularly writes about gender relations. "I've been talking about this with friends recently and whether people should say, 'Is it okay if I kiss you now?' and actually I think it's really sweet because what you're saying is, 'I don't want to do something that would upset you'." Some might see that approach as old-fashioned, but harking back to previous values may tackle modern dilemmas over consent. -

French Canadians and the Settlement of the Canadian West
Conspicuous by their Absence: French Canadians and the Settlement of the Canadian West ALAN GREEN, MARY MACKINNON, AND CHRIS MINNS The failure of French Canadians to settle the Canadian west before 1900, when sub- stantial numbers of anglophones and Europeans were migrating, is a long-standing puzzle. Historians have relied mainly on cultural explanations. Using new data, we demonstrate that anglophones and francophones had very different personal charac- teristics, so that movement to the west was rarely economically attractive for fran- cophones. However, large-scale migration into New England fitted French Canadi- ans’ demographic and human capital profile. Even if the United States had imposed immigration restrictions by the 1880s, this would not likely have diverted many French Canadians westward. he almost complete absence of French Canadians among settlers of TWestern Canada at the end of the nineteenth century is striking. Had there been a substantial flow of francophone internal migrants to the Prai- ries and the Pacific coast, there would have been a significant francophone presence in 1914, instead of a proportionately shrinking minority in Mani- toba, and only scattered pockets of French-speaking settlers elsewhere. This is one of the great might-have-beens of Canadian history. Without much of a base established by the beginning of the twentieth century, there was little possibility for later chain migration of French Canadians to the West. By contrast, migrants from anglophone Canada, the United King- dom, the United States, and parts of continental Europe, had put networks into place by 1900. At the time of Confederation (1867), virtually all of Canada’s popula- tion was located between the Atlantic Ocean and Lake Erie. -

Our goals were to enhance civic participation and engagement, and explore the themes of identity, human rights, belonging and Canadian values. This Handbook is an important outcome of that work. It is part of a resource toolkit intended to provide a common framework to support the work of faith-based and ethnocultural groups as they connect with their constituencies on topics of interfaith, identity and civic participation. This Handbook also serves as a useful resource for anyone with an interest in Canada’s growing diversity, and serves as a foundation for building a deeper understanding of Canadian multiculturalism, inclusion, belonging and integration. The Foundation’s vision is the elimination of all forms of racial discrimination and the promotion of Canadian identity, belonging and the mutuality of citizenship rights and responsibilities, leading to a more harmonious Canada.
