Overview The Office of the Commissioner of Official Languages (OCOL) works to ensure the implementation of the Official Languages Act. The Commissioner of Official Languages is required to take all actions and measures within his authority to ensure recognition of the status of each of the official languages and compliance with the spirit and intent of the Official Languages Act in the administration of the affairs of federal institutions, including any of their activities relating to the advancement of English and French in Canadian society. In order to obtain a general picture of the bilingual visible minority population in Canada, Government Consulting Services undertook for OCOL, an analysis using data from the 2001 Census of Canada carried out by Statistics Canada. The analysis looks at bilingualism and education levels of visible minorities and where visible minority populations are located in Canada. Particular attention is given to visible minorities between the ages of 20 and 49, the ideal age for recruitment into the work force. For the purposes of this study, the term "bilingual" refers to the two official languages of Canada. The term "Canadians" is used in this study to refer to people living in Canada, without regard to citizenship. It should be noted that 23% of the visible minority population residing in Canada are not Canadian -

Language Assimilation Today: Bilingualism Persists More Than in the Past, But English Still Dominates Richard Alba Lewis Mumford Center for Comparative Urban and Regional Research University at Albany December, 2004 Research Assistants Karen Marotz and Jacob Stowell contributed toward the preparation and analysis of the data reported here. Summary Because of renewed immigration, fears about the status of English as the linguistic glue holding America together are common today. In a very different vein, multiculturalists have expressed hopes of profound change to American culture brought on by the persistence across generations of the mother tongues of contemporary immigrants. In either case, the underlying claim is that the past pattern of rapid acceptance of English by the children and grandchildren of the immigrants may be breaking down. Using 2000 Census data, the Mumford Center has undertaken an analysis of the languages spoken at home by school-age children in newcomer families in order to examine the validity of the claim. We find that, although some changes have occurred, it greatly exaggerates them. English is almost universally accepted by the children and grandchildren of the immigrants who have come to the U.S. in great numbers since the 1960s. Moreover, by the third generation, i.e., the grandchildren of immigrants, bilingualism is maintained only by minorities of almost all groups. Among Asian groups, these minorities are so small that the levels of linguistic assimilation are scarcely different from those of the past. Among the Spanish-speaking groups, the bilingual minorities are larger than was the case among most European immigrant groups. Nevertheless, English monolingualism is the predominant pattern by the third generation, except for Dominicans, a group known to maintain levels of back-and-forth travel to its homeland. -

Toward a Comprehensive Model for Nahuatl Language Research and Revitalization JUSTYNA OLKO,a JOHN SULLIVANa, b, c University of Warsaw;a Instituto de Docencia e Investigación Etnológica de Zacatecas;b Universidad Autonóma de Zacatecasc 1 Introduction Nahuatl, a Uto-Aztecan language, enjoyed great political and cultural importance in the pre-Hispanic and colonial world over a long stretch of time and has survived to the present day.1 With an estimated 1.376 million speakers currently inhabiting several regions of Mexico,2 it would not seem to be in danger of extinction, but in fact it is. Formerly the language of the Aztec empire and a lingua franca across Mesoamerica, after the Spanish conquest Nahuatl thrived in the new colonial contexts and was widely used for administrative and religious purposes across New Spain, including areas where other native languages prevailed. Although the colonial language policy and prolonged Hispanicization are often blamed today as the main cause of language shift and the gradual displacement of Nahuatl, legal steps reinforced its importance in Spanish Mesoamerica; these include the decision by the king Philip II in 1570 to make Nahuatl the linguistic medium for religious conversion and for the training of ecclesiastics working with the native people in different regions. Members of the nobility belonging to other ethnic groups, as well as numerous non-elite figures of different backgrounds, including Spaniards, and especially friars and priests, used spoken and written Nahuatl to facilitate communication in different aspects of colonial life and religious instruction (Yannanakis 2012:669-670; Nesvig 2012:739-758; Schwaller 2012:678-687). -

The change in constructions of official Canadian identity was due to pressures from an ongoing dialogue in Canadian society that reflected the larger geo-political shifts taking place during the period. This dialogue helped shape the political discussion, from one focused on maintaining an out-dated national identity to one that was more representative of how many Canadians understood Canada to be. This change in political opinion accordingly transformed the official identity of the nation-state of Canada. Official Language Bilingualism for Allophones in Canada: Exploring Future Research Callie Mady and Miles Turnbull This article offers a review of policy and research as they relate to Allophones and their access to French Second Official Language (FSOL) programs in English- dominant Canada. Possible areas of future research are woven throughout the re- view as questions emerge in the summary of relevant literature. Notre article comprend une recension des documents de politique et des projets de recherche concernant les Allophones inscrits aux programmes de français langue seconde et officielle (FLSO) au Canada. Tout au long de l’article, nous tis- sons une série de questions de recherche possible pour le futur comme elles ont émergé pendant le développement de la recension des écrits. The Canadian Constitution (Canada, Department of Justice, 1982) guaran- tees equal status to English and French as the official languages of Canada providing for federal government services in both languages. As such, many federal job opportunities at minimum are centered on official-language bilingualism. In addition to linguistic considerations, the federal govern- ment recognizes official-language bilingualism as vital to Canadian identity (Office of the Commissioner of Official Languages, 2006). The dual privileg- ing of English and French by way of commodity and identity (Heller, 2002), then, encourages immigrants to Canada to consider such proclamations as they establish themselves and reconstruct their identities (Blackledge & Pavlenko, 2001). As Canada moves forward with its agenda to promote linguistic duality and official-language bilingualism, it must consider the effect of the growing Allophone population. In 2000, former Commissioner of Official Languages Dyane Adam called for a clear research agenda relating to Allophones and language education in Canada; she recognized immigration as a challenge to official-language bilingualism (Office of the Commissioner of Official Lan- guages, 2000). -
