PUBLIC NOTICE DISPENSING OF VOUCHERS FOR FOOD AND FIRST NEEDS ITEMS PURCHASING IN FAVOUR OF ALL CITIZENS IN ECONOMIC DIFFICULTY DUE TO COVID-19 EMERGENCY.

THE DIRECTOR

In the current economic situation due to the COVID-19 emergency, in implementation of the President of Cabinet decree dated 28th March 2020 and the regulation given by the Head of Civil Defence nr. 658 dated 29th March 2020,

MAKES KNOWN that, from 3rd April. all citizens effected by economic difficulties due to COVID-19 emergency, that are resident in the following Municipalities:

Can request vouchers for buying food and first needs items to be used exclusively in the affiliated shops as per list that can be found on ASP nr. 9 website.

1. who can request it? All citizens that are in need of economic support due to COVID-19 emergency.

PLEASE NOTE THAT ONLY WHO IS PHISICALLY GOING TO SHOP CAN REQUEST THE VOUCHER AS IT’S PERSONAL AND NOT TRANSFERABLE.

2. Priority in vouchers dispensing Vouchers will be dispensed according time and date of requests, giving priority to following:

1. All people without an income and/or care coverage.

2. Families with one income coming from employment contract and where the principal requested admission to zero-hour income support treatment as per Law 18/2020; families without any income and families with one income coming from entrepreneurial activity where the owner of the activity requested financial support as per Law 18/2020;

3. Families with one income coming from employment contract where the principal requested admission to income support treatment with reduced working time as per Law 18/2020;

4. Families reported by entities engaged in social support and without pension income;

5. Families that are belong to social security services based on a preliminary analysis or based on social security services officer assessment.

Based on the regulation given by the Head of Civil Defense nr. 658 dated 29th March 2020, priorities in vouchers dispensing will not be granted to whom is having already Government support.

3. Vouchers value Vouchers are divided in following amounts: - family with n. 1 member 150 - family with n. 2 members 250 - family with n. 3 members 350 - family with n. 4 members 400 - family with 5 or more members 450

Each voucher will have € 50,00 value.

4. Methods of vouchers dispensing Dispensing will be according to the unquestionable judgment of ASP and according to article nr. 2 - last paragraph of this notice.

ASP, according priority cases, indications of social security services and availability of funds, will dispense vouchers communicating the value and expiring date of them to families.

Beneficiaries can use the vouchers in the affiliated shops to buy food stuff and first needs items. Vouchers must be dated and signed. If bills are exceeding the value of the vouchers, presenter has to settle the difference directly to the shop.

Shops will issue invoice to ASP as per agreement (weekly, every 2 weeks, monthly) attaching all vouchers received by beneficiaries.

ASP Nr. 9 will pay invoices within 15 days from receipt.

7. Inspections ASP nr. 9 and all involved Municipalites will make due inspections, randomly, to check that all declarations made by citizens are faithful and compling with current notice, even asking ISEE certificate as soon normal activities will be resumed. We remind you that according to articles nr. 75 and 76 of Decree of President of Republic dated 28/12/2000, nr. 445 and subsequent modifications and additions, who is giving false declaration is persecuted according to Penal Code special Laws and lapses in benefits consequentially.

10. Privacy REG. UE N° 679/2016

The collected data will be processed in accordance with the provisions of EU Regulation/ 2016/679. Personal data will be used as part of the procedure relating to the dispensing of vouchers and for the purpose of performing a public function or a public interest. The data may be disclosed to third parties for the purpose of checking the truthfulness of the declarations made. Personal data will be kept for at least 5 years from the date of award of the contract or in the event of a dispute until the final judgment is passed. The disclosure of data constitutes a legal obligation and is a necessary requirement for the conclusion of a possible contract. Therefore, the interested party has the obligation to provide the personal data requested under penalty of exclusion from the procedure. Data subjects have the right to ask the data controller for access to personal data and the rectification or cancellation of the same or the limitation of the treatment that concerns them or to oppose the treatment (articles 15 and following of the GDPR). The interested parties, if the conditions are met, also have the right to present a complaint with the Authority (Privacy Guarantor) according to the procedures provided.
