................................................................................................................... 68 ARTICLE 1 PARTIES TO THE AGREEMENT Section 1. This Agreement is made by and between the National Air Traffic Controllers Association (hereinafter, “NATCA” or “the Union”) and Robinson Aviation (RVA), Inc. and any and all subcontractors thereof, including, but not limited to, CI2 Aviation Inc. (hereinafter, “RVA” or “the Company” or “the Employer” or “CI2”). The Union and the Employer are herein referred to collectively as “the Parties.” Section 2. Neither the Company, the Union, nor any of their agents shall interfere with, restrain, coerce or intimidate employees because of membership or non-membership in the Union. It is agreed that there shall be no discrimination by the Company or the Union on any basis protected by applicable local, state or federal law, or on the basis of sexual orientation. Section 3. The term “day” and “days” as used in this Agreement shall mean calendar days. ARTICLE 2 UNION RECOGNITION AND REPRESENTATION Section 1. The Employer hereby recognizes the Union as the exclusive bargaining representative of air traffic control specialists employed at the air traffic control towers listed in Appendix I to this Agreement, pursuant to Section 9(a) of the National Labor Relations Act. Section 2. The Employer agrees that, with respect to each of its facilities where NATCA is the exclusive bargaining representative, as provided for in Section 1 of this Article, the terms and conditions of this Agreement shall become applicable to employees employed at such facility. The terms and conditions of this Agreement will also become effective upon a certified election at the Employer’s other facilities, unless otherwise stated in this Agreement. However, no employee shall suffer a loss of pay or reduction in benefits as a result of this Agreement becoming effective upon recognition of the Union at that employee’s facility, including, but not limited to, wages, health benefits, retirement benefits, paid leave, and holidays. The Employer shall review and, if necessary, update Appendix I of this Agreement not later

Airport Updates/Roundtable • St. Pete-Clearwater International Airport – Vice-chair Tillmann reported that Phase 2 of the terminal project is on-going with work underway on the new chiller system, roof and ticketing areas. He mentioned that they are completing work on security exit lane portals, a new Flight Information Display System (FIDS) and a voice paging system. Vice-chair Tillmann reported that Phase 1 of the taxiway improvement project is also underway.

Latto, and Robbie Berg National Hurricane Center 1 24 September 2021 VIIRS SATELLITE IMAGE OF HURRICANE IRMA WHEN IT WAS AT ITS PEAK INTENSITY AND MADE LANDFALL ON BARBUDA AT 0535 UTC 6 SEPTEMBER. Irma was a long-lived Cape Verde hurricane that reached category 5 intensity on the Saffir-Simpson Hurricane Wind Scale. The catastrophic hurricane made seven landfalls, four of which occurred as a category 5 hurricane across the northern Caribbean Islands. Irma made landfall as a category 4 hurricane in the Florida Keys and struck southwestern Florida at category 3 intensity. Irma caused widespread devastation across the affected areas and was one of the strongest and costliest hurricanes on record in the Atlantic basin. 1 Original report date 9 March 2018. Second version on 30 May 2018 updated casualty statistics for Florida, meteorological statistics for the Florida Keys, and corrected a typo. Third version on 30 June 2018 corrected the year of the last category 5 hurricane landfall in Cuba and corrected a typo in the Casualty and Damage Statistics section. This version corrects the maximum wind gust reported at St. Croix Airport (TISX). Hurricane Irma 2 Hurricane Irma 30 AUGUST–12 SEPTEMBER 2017 SYNOPTIC HISTORY Irma originated from a tropical wave that departed the west coast of Africa on 27 August.     5. AIRPORT ROLES As part of GDOT’s prior airport system plans, criteria were identified to assign each airport in the state system to a role or level. In Georgia, airport levels generally reflect the type of users each airport accommodates and the facilities and services that the airport has in place. Levels also typically reflect the airport’s relative importance, as it relates to meeting the state’s transportation and economic needs and objectives. Further, airport levels are often matched to the socioeconomic and demographic characteristics of the communities the airport serves. This chapter of the update to the Georgia Statewide Airport System Plan (GSASP) provides the following: • Review of current airport roles. • Comparison of Georgia state airport levels/roles to roles for Georgia airports established by the Federal Aviation Administration (FAA) in their ASSET Study or National Plan of Integrated Airport Systems (NPIAS). • Discussion of the need to consider change to current airport levels. • Recommendations for changes to current airport levels. Chapter 6, Airport Facility and Service Objectives, examines the ability of each airport to meet facility and service objectives that are applicable to each airport’s recommended level. 5.1 Factors That Influence Current Roles for Georgia Airports Levels for Georgia airports were established in the 2002 GSASP; the following factors were considered in the 2002 system plan to assign Georgia airports to a level: • Coverage: Percentage of the state contained in an airport service area. This factor included the establishment of a 30-minute service area for each airport via a geographic information system (GIS) drive time analysis.

The process was as follows: • Legal advertisement for the Request for Proposals (RFP) was issued May 14, 2019. • Responses to the RFP were received and opened in a public meeting on July 18, 2019, at 2:30 pm . • One (1) firm responded to the RFP - Sheltair Aviation Vero Beach, LLC; the proposal was responsive to the City's requirements.

This report provides a summary of information from the GSASP and highlights important information from the study as it pertains specifically to Gwinnett County Airport-Briscoe Field (LZU). In addition to the complete Technical Report, a statewide Executive Summary and Summary Video were also produced to support the GSASP. Ultimately, the GSASP recommendations for Gwinnett County Airport-Briscoe Field are a blend of projects/actions identified by the system plan and projects related to pavement maintenance and rehabilitation from Georgia’s 2012 Statewide Airfield Pavement Management Study.
