georgia STATEWIDE AVIATION SYSTEM PLAN SUMMARY REPORT FOR GWINNETT COUNTY AIRPORT-BRISCOE FIELD GEORGIA AIRPORTS MEAN BUSINESS OVERVIEW The Georgia Department of Transportation, Aviation Programs Office, has recently completed an update to the Georgia Statewide Aviation System Plan (GSASP). This report provides a summary of information from the GSASP and highlights important information from the study as it pertains specifically to Gwinnett County Airport-Briscoe Field (LZU). This report provides the following: » System Planning Process and Uses for the Plan » Other GSASP Efforts » Georgia Airport Levels » Local Governments Adjacent to the Airport with Land Use » Background Information for the Airport Controls » Recommended Level for the Airport » Airport Control of Runway Protection Zones » Comparative Performance for the Airport » Airport Report Card and Recommendations » Outlook for Aviation Demand EXISTING GEORGIA AIRPORT SYSTEM 2017 More information on the Georgia Statewide Aviation System Plan can be obtained from the GDOT Aviation website at www.dot.ga.gov/IS/AirportAid/AviationSystemPlan. In addition to the complete Technical Report, a statewide Executive Summary and Summary Video were also produced to support the GSASP. More information on all GSASP- related products can be obtained from GDOT Aviation by emailing [email protected]. Georgia Statewide Aviation System Plan | Gwinnett County Airport-Briscoe Field 1 THE SYSTEM PLANNING PROCESS AND USES FOR THE PLAN The process used to update the GSASP was consistent with FAA’s Advisory Circular 150/5070-7 - The Airport System Planning Process. Ultimately, the GSASP recommendations for Gwinnett County Airport-Briscoe Field are a blend of projects/actions identified by the system plan and projects related to pavement maintenance and rehabilitation from Georgia’s 2012 Statewide Airfield Pavement Management Study. -

Southern Area Mobilization Center Guide GEOGRAPHIC AREA MOBILIZATION CENTER ACTIVATION COMPLEXITY ANALYSIS The decision to activate a Geographic Area Mobilization Center will generally be a collaborative effort by the Region 8 Assistant Director, Operations, and the Southern Area Coordinator. A Geographic Area Mobilization Center may be activated when the following impacts are occurring: � ITEM Initials Date It’s March 20 and fires are occurring in the mountains (North Carolina, Kentucky, Tennessee, Virginia). Deployment of 2 Teams has occurred. It’s October 22 and fires are occurring in the mountains. Deployment of 2 Teams has occurred. A Category IV or V hurricane is projected to hit the mainland within the next 3 days. Projected impact sites may include one or more states. 2 Teams are committed in the Southern Area and potential exists to stage additional Teams for deployment. This may include all-risk incidents. Several days (10-12) of multiple small fires have occurred in several States. Initial attack resources are becoming fatigued. A need to supplement Southern Area ground forces with crews and smoke-chasing squads is identified. Crews will be placed into Mobilization Centers, available for initial attack, as allocated by SACC/MAC. Southern crews are being mobilized outside the Southern Area and there is a need to bring them to a central location for jet transport. LOCATION CONSIDERATIONS: DRAFT Incident Management TeamsDRAFT can best be facilitated at a Mobilization Center established in Marietta, Georgia. Rationale includes: 1. Centrally located in the in the Southern Area 2. Close proximity to Region 8 Operations, SACC, Incident Business Advisor, and Safety for Team in-briefings and out-briefings 3. -

Chapter 10 – State Quality Community Objectives CHAPTER 10 STATE QUALITY COMMUNITY OBJECTIVES 233 Chapter 10 – State Quality Community Objectives 234 Chapter 10 – State Quality Community Objectives INTERGOVERNMENTAL COORDINATION Intergovernmental coordination is important to the City of Augusta and the successful implementation of city’s Comprehensive Plan. Over the years, intergovernmental coordination has involved such as activities as working with neighboring communities on projects of mutual interest, participating in intergovernmental forums and programs, and assessing the potential impact of projects on adjacent communities. Some of the primary intergovernmental coordination tools currently used by the city of Augusta include those outlined below. These and other tools will be considered in developing the Community Agenda. Service Delivery Strategy – In 1999, Augusta-Richmond County, Hephzibah and Blythe developed a Service Delivery Strategy (SDS) in compliance with the Georgia Service Delivery Strategy Law (House Bill 489 – 1997). The adopted SDS includes a summary of service delivery agreements among the three local governments, copies of applicable agreements and contracts, and maps of applicable service delivery areas. The SDS is designed to promote effectiveness, cost efficiency, and funding equity in the delivery of essential public services. The SDS also includes an Agreement to Resolve Land Use Classification Disputes. The agreement spells out an intergovernmental review process for proposed zoning or land use map changes affecting property within 1,000 feet of a common boundary. In March 2004, the three local governments reviewed the original SDS and determined that it continued to accurately reflect the preferred arrangements for providing local services throughout Richmond County. The SDS will be reviewed and updated as necessary in 2008. -

FACT SHEET FAA Airport Privatization Pilot Program Gwinnett County Airport – Briscoe Field in Lawrenceville, Georgia Last Updated December 15, 2011 Background Like many other communities, Gwinnett County seeks significant new revenue sources through efficiencies, user fees, and the best use of assets. In 2009, a private investment group approached Gwinnett County officials with a concept that envisioned privatization of the operations, development, and maintenance of Gwinnett County Airport – Briscoe Field as part of the Federal Aviation Administration (FAA) Airport Privatization Pilot Program, including potential commercial passenger service. The FAA Airport Privatization Pilot Program affords the opportunity and framework for public sponsors of airports, like Gwinnett County, to explore privatization to generate private capital for airport improvements and development. In January 2010, the Board of Commissioners approved a resolution directing staff to submit a preliminary application to the FAA to reserve one of five slots in the Airport Privatization Pilot Program. Gwinnett County’s preliminary application to the FAA was the initial step in starting the lengthy process of studying the possibility of a public-private partnership to operate Gwinnett’s airport. The preliminary application identified the project objectives, described the proposed process and timetables, and provided current financial and operations statements. FAA acceptance of the pre-application does not commit the County to proceed with a final application. The FAA -
