Call To Order / Introductions – Vice-chair Lloyd Tillmann called the meeting to order at 11:04 a.m. and asked everyone to introduce themselves. Approve Last Minutes – Vice-chair Tillmann made a motion to approve the minutes as presented. His motion was seconded by Mr. Richard Lesniak and passed by acclamation of the members present. 3. Airport Updates/Roundtable • St. Pete-Clearwater International Airport – Vice-chair Tillmann reported that Phase 2 of the terminal project is on-going with work underway on the new chiller system, roof and ticketing areas. He mentioned that they are completing work on security exit lane portals, a new Flight Information Display System (FIDS) and a voice paging system. Vice-chair Tillmann reported that Phase 1 of the taxiway improvement project is also underway. This includes work on Taxiway A, taxiway connector work and new taxiway lighting with a total construction cost of approximately $15 million. Mr. Tom Jewsbury reported that traffic is up 23% year to date and they continue to see a lot of growth from Allegiant Air. • Clearwater Airpark – Mr. Gordon Wills reported that the rehabilitation of Runway 16/34 is complete and the rest of airfield pavement has been slurry sealed. Mr. Wills Continuing Florida Aviation System Planning Process page 1 West Central Florida Metropolitan Area June 5, 2014 stated that they are currently in the process of pricing some new landside signage for the airport. He stated that the new AWOS has been installed. The unit is still in test mode as they await final certification from the FAA. Mr. Wills reported that they have received grants for the rehabilitation of a maintenance hangar and for a new T- hangar unit. • Zephyrhills Municipal Airport – Mr. Mike Handrahan reported that they are finishing up the Runway 05/23 rehabilitation project ahead of schedule and under budget. He mentioned that the new PAPI’s will be flight checked by the FAA in the next few weeks. Mr. Handrahan reported that they have been working to re-number the airport runways and get them each back to 5,000 feet (original length). They are completing some security improvements including new fencing and a compatible camera system. Mr. Handrahan stated that they are preparing for NBAA and working to start up a local EAA chapter. He added that they have been working on a disaster coordination plan with Duke Energy and other local agencies. • Albert Whitted Airport – Mr. Richard Lesniak reported that the City has received the 90% design plans for a new corporate hangar that will be constructed adjacent to the existing terminal. Mr. Lesniak mentioned that they are restoring one of the original airport hangars this summer. He noted that the hangar is a recognized historical building and that has added some complexity to the project. Mr. Lesniak stated that they are receiving both FAA and state assistance for the rehabilitation of Runway 07/25 and a taxiway connector. Mr. Lesniak reported that they are partnering with Sheltair to install a self fueling facility at the airport. In conclusion, Mr. Lesniak mentioned that both traffic and fuel sales are up slightly over last year. • MacDill AFB - Ms. Christina Hummel reported that they are completing a number of drainage improvement projects around the base and cleaning up some HAZMAT sites near the north ramp. She reported that they are expecting to receive a new helicopter squadron at the base and that the feasibility of a ferry service to St. Pete and Gibsonton for base personnel is being studied. 4. Regional Issues – None. 5. FDOT Aviation and Spaceports o General Statewide Items • Enterprise Florida Properties Database – The Administrator showed the group a series of slides highlighting the new Enterprise Florida Properties Database. He explained that airport sponsors are now able to load information on available parcels or industrial space into the database for viewing by prospective tenants. The Administrator mentioned that the contact person for information on the database is Mr. Tony Burkhart, Manager of Business Development at Enterprise Florida in Orlando. • Florida NextGen Test Bed – The Administrator briefed the group on the FAA’s NextGen Test Bed partnership with Embry-Riddle Aeronautical University (ERAU) in Daytona Beach. The Administrator noted that there are additional test bed locations in Texas and New York. ERAU has a contract to operate the Test Bed in Florida through 2018 and will focus on the development of industry partnerships and the Rapid Integration and Demonstration environment. Continuing Florida Aviation System Planning Process page 2 West Central Florida Metropolitan Area June 5, 2014 o Aviation and Spaceports Office • Legislative Update – The Administrator reported that Governor Scott has signed the FY 2015 budget into law. The bill provides record funding levels for transportation and includes more than $300 million for aviation improvements. The Administrator noted that a significant amount of that funding has been allocated to complete two (2) large projects at Tampa International Airport and Orlando International Airport. The actual funding available for all other projects is consistent with or slightly higher than the past few years. The Administrator mentioned that the Strategic Airport Investment Initiative was also adopted as part of the FDOT funding bill. This program will provide up to 100% funding for approved strategic projects at airports. Details on the roll out of this program are still being finalized. Airports with questions on this program are invited to contact their district representatives. • Statewide Airfield Pavement Management Program / Inspection and Distress Repair Training – The Administrator reported that the final course for 2014 will take place on October 6th to 9th in Orlando. He added that Phase 2 of airport pavement inspections will begin in August. The Administrator mentioned that Mr. Abdul Hatim has been appointed to the position of Airport Engineering Manager. Participants with questions on the training or inspections are welcome to contact Mr. Hatim at the FDOT Aviation and Spaceports Office. • Florida Aviation Database (FAD) Disaster Prep Tab- The Administrator reminded the airport members that hurricane season is upon us and the time has come to verify that correct information for your airport appears in the FAD. The Administrator showed the group a series of slides highlighting how the FAD integrates with the State Emergency Response Team (SERT) GATOR website at FloridaDisaster.org. He invited participants with questions on this program to contact Aviation Operations Administrator, Mr. David Roberts at the FDOT Aviation and Spaceports Office. • GA Airport Business Plan Guidebook – The Administrator stated that this project is approaching completion with a final draft now available for review. He asked that all airport members take some time to review the document and provide their comments to the project consultant by July 11, 2014. The Administrator added that there will be a presentation on the project at the upcoming CFASPP Statewide Meeting in Jacksonville. • Airport Leadership Development Courses - The Administrator reported that four (4) courses have been held to date and the final one will be held on October 5-8, 2014 at USF in Tampa. The first course curriculum was very well received and plans are now underway for an advanced course which is expected to launch in early 2015. Online registration for the course in October is expected to be available following the FAC Annual Conference August. • FDOT District Announcements – Mr. Ray Clark stated the he or Mr. Brian Hunter will be contacting airports regarding project programming for FY 2015. He stated that JACIP is the method by which project funding is determined so keeping it up to date and accurate is imperative. Mr. Clark asked the airport sponsors to contact FDOT at the earliest opportunity if it appears that a Continuing Florida Aviation System Planning Process page 3 West Central Florida Metropolitan Area June 5, 2014 scheduled project will not move forward in the programmed year so that alternate arrangements can be made. 6. FAA Announcements – None. 7. MPO Comments – None. 8. Old Business • Assistance with FAA Form 7460-1 Processing Procedures – Vice-chair Tillmann and the other airport members reported that the 7460-1 submissions are still taking months to complete. Vice-chair Tillmann noted that this item was discussed at the last CFASPP Statewide Meeting in Orlando. At that meeting, FAA Orlando ADO Manager Mr. Bart Vernace informed the committee members that he would look into this issue during his upcoming trip to headquarters in Washington DC. 9. New Business • Drone Deployment Requests – Mr. Lesniak reported that he is receiving an increasing number of requests to deploy small drones near the Albert Whitted Airport. The requests are usually made as part of filming or other special events. He noted that this appears to becoming more of an issue for airport managers to be aware of. After a brief discussion, the members agreed that the local FAA FSDO would be the appropriate place to refer these type of requests.

Irma was a long-lived Cape Verde hurricane that reached category 5 intensity on the Saffir-Simpson Hurricane Wind Scale. The catastrophic hurricane made seven landfalls, four of which occurred as a category 5 hurricane across the northern Caribbean Islands. Irma made landfall as a category 4 hurricane in the Florida Keys and struck southwestern Florida at category 3 intensity. He also stated that design of the new air traffic control tower is underway with the procurement of a Site Feasibility Study and an Environmental Assessment.
