RCC monthly meetings are open meetings which the public are invited to attend. S a t u Ruabon WI In the absence of our President, Chris opened the August meeting at which it was agreed that the Annual Quiz and the Outing to Ironbridge had both been a great success and very enjoyable. The Speaker for the evening was Bruce McDonald, a Cheese Grader who gave us a very interesting insight into his work. The competition for a cheese recipe, was won by Ennys with Doreen second. The raffle was won by Gladys and the teas were served by Pat and Meryl Arrangements were made for our Celebration Evening on the 16th September which will be a musical evening followed by a buffet. On the 22nd September, Ruabon WI will be hosting a Fundraising Tea in aid of McMillan Nurses, this will be held at St. Michael’s Close at 2pm. There will be a cake stall and Tombola. The WI Centenary Exhibition in Ruabon Library will run for the whole of September, it will consist of Ruabon W.I. Archives, Information and Craft Work. At the next monthly meeting on the 9th September, the speaker will talk about Dottie May, one of the Ruthin Munitions Workers. The competition will be WW2 Memorabilia. ** OPEN CHURCH NETWORK: St Mary‟s Church Ruabon will be open to visitors on Saturday afternoons from 1pm until 5- 00pm from Easter Saturday until the end of September.

INFORMATION 1 Budgets 1.1 On setting of the revenue maintenance budgets in 1996, the revenue R & M budgets bore no relationship to the actual identified property need as identified in two reports, MCS/MGS/MT/18 and MCS/CMT/05/97 to the then Corporate Management Team. 1.2 The leisure budget at that time was £373,000, which was in addition to two full-time service/maintenance plant engineers. 1.3 Ten years on the revenue budget has been reduced by approximately £100,000 and the two service engineers have both retired and have not been replaced. The maintenance budget has effectively been cut by £150,000 to the current budget of approximately £270,000. 2 Current identified maintenance backlog 2.1 The current available maintenance backlog value amounts to £5,788,735 (see attached breakdown list Appendix 1). This survey information is now five years out of date but the backlog figure has been increased annually in line with inflation and building cost indices and takes account of maintenance spend since the survey. To complete new surveys and in accordance with good practice guidelines to maintain a five year rolling programme of surveys, approximately £30k/year needs to be budgeted for and allocated to the revenue or capital budgets.

This revision to the 2013/14 programme published in September 2013 now incorporates detail from Denbighshire regarding the breakdown of their capital programme, such that it can now be added to the sector-based programme. The data relating to the other 21 authorities is unchanged. We now have a sector-based programme covering all 22 authorities for the first time. Constructing Excellence in Wales (CEW) produced the ‘No Turning Back’ report in October 2010. The Minister of Finance subsequently endorsed its recommendations and set up the Construction Procurement Strategy Steering Group under Value Wales to take the report forward. The first of the recommendations was to improve the visibility of the forward capital programme in Wales. In August 2011 the Steering Group requested CEW to research this aspect, particularly with respect to local authority programmes.
