Chairman's announcements: Recovery of cod stocks As the Fisheries Committee has drawn up a very tight timetable for this report, the exchange of views and vote will take place at the same time, during our September Committee meeting. Regulation EC/2037/00 on substances that deplete the ozone layer (Chris Davies) Which Member States have failed to provide the Commission with evidence that they are complying with the regulation on ozone depleting substances requiring the removal of foam insulation from old fridges, and what action is the Commission taking? Water Framework Directive (2000/60/EC) (Chris Davies) Can the Commission inform the Committee, which Member States appear to be investing sufficient resources into the inter-calibration exercise to ensure adoption of national standards and methods compatible with the requirements of the Water Framework Directive, and which Member States are not doing so? Directive 76/160/EEC on the quality of bathing water (Astrid Thors) Are the resources in the Commission's view efficiently used when the 2002 Annual Report on Bathing water for Finland states as its main point of criticism that bathing areas are not sufficiently sampled? At the same time the commission is proposing a new directive on bathing waters, that aims to make the surveillance more flexible, decrease the number of parameters applied and to take better account of the respective bathing water profile of each area. They long to know what the decision-makers are thinking, so they can plan ahead. They yearn to be in the loop, to have the drop on things. It is the genius of the lobbyists and the consultants to understand this need, and to satisfy it in the most imaginative way. Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters. They provide an opportunity to get Members of the European Parliament and other decision-makers from the European institutions together with various business sectors.

    TOBACCO CONTROL POLICY IN THE NETHERLANDS Between Economy, Public Health, and Ideology Marc C. Willemsen Palgrave Studies in Public Health Policy Research Series Editors Patrick Fafard University of Ottawa Ottawa, ON, Canada Evelyne de Leeuw University of New South Wales Australia Liverpool, NSW, Australia Public health has increasingly cast the net wider. The field has moved on from a hygiene perspective and infectious and occupational disease base (where it was born in the 19th century) to a concern for unhealthy life- styles post-WWII, and more recently to the uneven distribution of health and its (re)sources. It is of course interesting that these ‘paradigms’ in many places around the world live right next to each other. Hygiene, life- styles, and health equity form the complex (indeed, wicked) policy agen- das for health and social/sustainable development. All of these, it is now recognized, are part of the ‘social determinants of health’. The broad new public health agenda, with its multitude of competing issues, professions, and perspectives requires a much more sophisticated understanding of government and the policy process. In effect, there is a growing recognition of the extent to which the public health community writ large needs to better understand government and move beyond what has traditionally been a certain naiveté about politics and the process of policy making. Public health scholars and practitioners have embraced this need to understand, and influence, how governments at all levels make policy choices and decisions. Political scientists and international relations scholars and practitioners are engaging in the growing public health agenda as it forms an interesting expanse of glocal policy development and implementation.

    Question for written answer E-006525/2014 to the Commission Rule 130 Jan Huitema (ALDE), Peter van Dalen (ECR) and Bas Belder (ECR) Subject: Cisgenesis The Commission stated, in answer to a question tabled by Jan Mulder (P-6606/2007, 9 January 2008), that a working group was being set up to determine whether new plant-breeding techniques and genetic modification techniques result in organisms which should be considered to fall under the definition of genetically modified organisms (GMOs) in accordance with Directive 2001/18/EC. In 2012, a panel for GMOs set up by the European Food Safety Agency (ESA) concluded that cisgenesis was just as safe as conventional plant-breeding and that if the genes used in the breeding process came exclusively from the target species, the product was not a GMO. The Commission then stated, in answer to a question tabled by Peter van Dalen (P-003194/2014, 18 March 2014), that the legal status of new plant-breeding techniques was currently being analysed to decide whether these new techniques should be considered as falling under the existing GMO legislation, and that EFSA’s conclusions did not impact on this. 1. Can the Commission explain why, since Mr Mulder tabled his question in 2008, the Commission has still not managed to decide whether or not new plant-breeding techniques such as cisgenesis fall under the definition of GMO in Directive 2001/18/EC? 2. Can the Commission indicate why it is analysing the legal status of new plant-breeding techniques without taking account of the conclusions of the EFSA panel? 3.
